The Stormwater Pollution Prevention Plans (SWPPPs) requirements are found in The Arizona Pollutant Discharge Elimination System General Permit For Discharge From Construction Activities to Waters of the United States Permit No. AZG2003-001 Part IV.

The SWPPP submitted on February 20, 2007 does not meet the minimum requirements of the Construction General Permit and the City of Tucson Stormwater Ordinance. Please revise the SWPPP in accordance with the following comments.

Please correct the AZPDES General Permit Requirements listed below.

1. Part IV.C.1. Identify all operators for the project and the areas over which each operator has control. -To be completed prior to construction start date.
2. Part IV.B.2.c. Explicitly indicate in the SWPPP the name of the operator with operational control over project specifications (including the ability to make modifications in specifications). -To be completed prior to construction start date.
3. Part IV.B.2.c. Explicitly indicate in the SWPPP the name of the operator with operational control over day-to-day activities at the construction site. -To be completed prior to construction start date.

RESUBMITTAL REQUIRED: Grading Plan, Drainage Report and SWPPP.

The Grading Plan (GP) and Stormwater Pollution Prevention Plan (SWPPP) cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Grading Plan:

1. Please include a detailed response letter to the comments along with the corrected copies of the SP.
2. The Development plan and the Grading plan are separate reviews and each is its own entity. Also the Grading plan may have to be re-numbered.
3. Edit note no. 12 to include reference to DS 11-0.0 Excavation and Grading. Delete the reference Chap. 33 Grading.
4. Correct the Basis of Bearing description to include the correct bk. and pg.
5. Sidewalks, curbs and wheelchair ramps are required where applicable per D.S. 3-01.3.0 and installed with "Detectable Warnings" per ADAAG. Sidewalks (5' wide) are required along the length of all street frontages. Per previous comment.
6. Show Grading plan number (T07BU00267) on all sheets per D.S. 2-02.2.1.29.
7. Provide the geotechnical report along with the grading plan on the next submittal. Per previous comment.
8. Please show the proposed roof drainage patterns, 100% of the 10-year flow must be conveyed under the sidewalks including any other site drainage as well. Please provide supporting calculations to demonstrate compliance with D.S. 3-01.4.4. If the location(s) of the roof scuppers have not yet been decided, a general note indicating sidewalk scuppers will be used when the roof scuppers locations have been designed and located will suffice.
9. Vertical curb is required in the public right-of-way only. Per previous comment.
10. All easement of record must be graphically shown and on the plan together with recording docket and page per D.S. 2-02.2.1.20. This comment pertains to the temp. cul-de-sac.
11. Include the datum in the description, i.e.: NAVD 88 or NVGD 1929. Correct the title for the Basis of Elevation. Per previous comment.
12. Explain note number 22 of the "General Grading - Paving - Drainage Notes". This project does not contain any new public roads.

Comments:

1. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan until it has been approved by the Engineering, and Landscape Review Sections and until all zoning comments or concerns have been addressed.

2. Zoning could not verify that the grading plan was in compliance with the approved development plan. Please submit two copies of the approved and stamped development, landscape, and NPPO plans with the next grading plan submittal.
Zoning will re-review the grading plan on the next submittal to ensure compliance with the approved site/development plan. Additional comments could be forthcoming.

3. A site card with DSD approvals by Fire, Zoning, Handi-cap, Engineering, and Landscape/NPPO including the approved development plan stamped for site plan approval and signatures is required before the grading plan can be approved by Zoning. Two copies of the approved development plan, landscape and NPPO plans are to be submitted with the grading plans packet for processing and approval as a site plan. No fees are involved in re-stamping the development/tentative plat plans as an approved site plan. The development plan may be walked through for stamps and site card sign off. Submit the following: two copies of the stamped development plan, landscape and NPPO plans must be included with the grading plans packet processed together for site approval.

4. While zoning acknowledges that the grading plan is in substantial compliance (the Zoning review purview) with the unapproved version of the development plan, the grading plan cannot be approved at this time. Zoning is willing to review and approve the grading plan over the counter once the development plan is approved and stamped by the CDRC manager and is included with the next grading plan submittal and comment 3 (above) is addressed.
