The grading plan has been reviewed by Zoning Review Section but cannot approve the plan until it has been approved by the Engineering, and Landscape Review Sections and until all zoning comments or concerns have been addressed. 2. Please address the following comments. a. Label the slope for teh sidewalks specifically the sidewalks that are to provide direct access to 25% of the units that are to be designed as barrier free units. The sidewalk system must be accessible please ensure that all sidewalks do not exceed the maximum allowed slope. b.It appears that the grading plan and the tentative plat have conflicting information related to the staircases proposed for buildings 13 - 18 and 24 - 28. Please ensure that the staircases will not encroach into the setbacks or interfere with the pedestrian circulation. c. Per the tentative plat lots 1-7 and lot 18 are to be developed as barrier free units. While lot 18 was addressed in the tentative plat review as a viable barrier free unit due to the proposed staircase it must be addressed at this time. It appears that several of the other units may be design to comply with the barrier free accessibility requirements. It is advisable that a letter or email formally requesting that another unit (of your choice) be considered for barrier accessibility to replace unit 18, unless unit 18 can be design and constructed to meet the requirements. The letter or email should be addressed to Zoning Review Section Principal Planner David Rivera and CDRC Manager Patricia Gehlen. 3. Zoning will re-review the grading plan on the next submittal to ensure compliance with the CDRC approved and stamped tentative plat. Additional comments may be forthcoming. 4. Please ensure that the grading plan matches the approved and stamped tentative plat. |

Sarnoff Dr. Grading Plan T07BU00209 (First Review) T14S, R15E, Section 16 RESUBMITTAL REQUIRED: Grading Plan, Drainage Report and SWPPP The Grading Plan (GP), Drainage Report (DR) and Stormwater Pollution Prevention Plan cannot be approved as submitted. Please address the following review comments prior to the next submittal. Grading Plan: 1. Please include a response letter to the comments along with the corrected copies of the GP. 2. As per the Federal ADA requirements, all wheel chair ramps shall have the truncated domes instead of the standard grooves that are shown on COT SD 207. Aside from the Truncated Domes, all wheel chair ramps shall be constructed in accordance with COT SD 207. Show where truncated domes are located on the ramps. Because of incorrect positioning in the field and to avoid any confusion the trunc. domes shall be shown on the plans. 3. Show all wall foundations to be built within the property lines. 4. Upon reviewing the SWPPP, it was noticed that a stockpile is shown on the plans. Why isn't the stockpile shown on the grading plans? Depending on various factors, a separate stockpile permit may be required. 5. Show WSEL on the plan view and all details and cross-sections on the grading plan. 6. Show details of all drainage structures including the catch basin inlets, for example, the rip-rap at the inlets are not called or detailed. Revise as required. 7. Edit general grading note no. 4 to read "All grading shall conform to the City of Tucson Development Standards 11-01, Excavating and Grading". 8. Add note: "Depress all landscaped areas a maximum of 6" for water harvesting" 9. List administrative address/site address on plans. There seems to be a discrepancy between the addresses on the Tentative plat and the Grading plan. Revise as required. 10. List Subdivision (S06-064) and the Grading Plan (T07BU00209) number on the lower right of each page. 11. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information.. 12. Cut or fill slopes require a 2' minimum setback from property line. Show on all details and cross-sections. 13. Drainage patterns with percent slopes (Show patterns within the first 100 feet from the property line). 14. Call out peak discharges entering and exiting the site. Drainage report: 1. Please include a response letter to the comments along with the corrected copies of the DR. 2. Show the correct project address on the cover of the Drainage Report. 3. Add the basin maintenance responsibility note per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the DR. Stormwater pollution prevention plan: 1. The SWPPP is not intended to be a construction document for grading purposes. The stock pile plan must be shown on the grading plans or depending on various factors, a separate permit may be required. Permit Related Records 1. Include a copy of the general permit and the NOI that was or will be submitted to ADEQ. If other agreements with any state, local, or federal agencies exist that would affect the provisions or implementation of the SWPPP, include copies of those agreements. (Part IV.F) Inspections 2. Add a note stating that the operator(s) shall report to ADEQ any noncompliance (including spills) which may endanger human health or the environment. Include a certification and signature for each operator in accordance with Part VII.K. (Part IV.J.1) 4. All NOIs must be signed and certified as follows: a) For a corporation: By a responsible corporate officer. For the purpose of this Part, a responsible corporate officer means: i) A president, secretary, treasurer, or vice-president of the corporation in charge of a principal business function, or any other person who performs similar policy or decision-making functions for the corporation; or ii) The manager of one or more manufacturing, production, or operating facilities, provided, the manager is authorized to make management decisions which govern the operation of the regulated facility including having the explicit or implicit duty of making major capital investment recommendations, and initiating and directing other comprehensive measures to assure long term environmental compliance with environmental laws and regulations; the manager can ensure that the necessary systems are established or actions taken to gather complete and accurate information for permit application requirements; and where authority to sign documents has been assigned or delegated to the manager in accordance with corporate procedures. b) For a partnership or sole proprietorship: By a general partner or the proprietor, respectively; or c) For a municipality, state, federal, or other public agency: By either a principal executive officer or ranking elected official. For purposes of this section, a principal executive officer of a Federal agency is the chief executive officer having responsibility for the overall operations of a principal geographic unit of the agency (e.g. Regional Administrators of EPA.). 5. Reports and Other Information: All NOTs, SWPPPs, reports, certifications, or information required by this general permit and other information requested by the ADEQ or authorized representative of the ADEQ shall be signed by a person described in Part VI.K.1 or by a duly authorized representative of that person. A person is a duly authorized representative only if: d) The authorization is made in writing by a person described in Part VII.K.1; e) The authorization specifies either an individual or a position having responsibility for the overall operation of the regulated facility or activity, such as the position of manager, operator, superintendent, or position of equivalent responsibility or an individual or position having overall responsibility for environmental matters for the operator. (A "duly authorized representative" may be either a named individual or any individual occupying a named position.); and f) The signed and dated written authorization is included in the SWPPP and submitted to the ADEQ upon request. 6. Certification. Any person signing a documents under the terms of this permit shall make the following certification: I certify under penalty of law, that this document and all attachments were prepared under my direction or supervision in accordance with a system designed to assure that qualified personnel properly gathered and evaluated the information submitted. Based on my inquiry of the person or persons who manage the system, or those persons directly responsible for gathering information, the information submitted is, to the best of my knowledge and belief, true, accurate, and complete. I am aware that there are significant penalties for submitting false information, including the possibility of fine and imprisonment for knowing violations.
