1. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan until it has been approved by the Engineering, and Landscape Review Sections and until all zoning comments or concerns have been addressed.

2. In addition, we could not verify that the grading plan was in compliance with the approved development plan for Zoning Review. Please submit two copies of the approved and stamped Development Plan/Site Plan, Landscape, and NPPO plans with the next grading plan submittal. Please be aware that the Development Plan must also go through the Site Plan process. This is a walk through process in which the stamped approved Development Plan is also approved as a Site Plan.

3. Zoning will re-review the grading plan on the next submittal to ensure compliance with the approved development plan. Additional comments may be forthcoming.

RESUBMITTAL REQUIRED: Grading Plan, Drainage Report and SWPPP

The Grading Plan (GP), Drainage Report (DR) and Stormwater Pollution Prevention Plan cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Grading Plan:

1. The Grading Plan should not have been accepted for review prior to the approval of the Development Plan (D07-0002). However since a clerical error was made by us, the City of Tucson will review the Grading Plan. It must also be noted that further comments may be required because of the Ret./Det. requirements stated in DR comment no. 2.
2. Please include a response letter to the comments along with the corrected copies of the GP.
3. Complete the Grading Plan number (T07BU00144) on all sheets.
4. Please show the proposed roof drainage patterns, 100% of the 10-year flow must be conveyed under the sidewalks. Please provide supporting calculations to demonstrate compliance with D.S. 3-01.4.4. If the location(s) of the roof scuppers have not yet been decided, add a general note indicating sidewalk scuppers (per COT/SD) will be used when the roof scuppers locations have been designed.
5. Correct the discrepancy of the LF of scupper between keynote no. 8 and detail 3 on sheet 3.
6. Show details of all surface materials (rip-rap apron).
7. Drainage patterns with percent slopes (Show patterns within the first 100 feet from the property line).
8. Flow arrows, grades and flow rates within and adjacent to site to show drainage scheme.
9. The curb return radius is 25' not 24' on a M.S. and R. arterial street designation.
10. Correct the distances for the SVT's for a P.A.A.L. to an arterial street.
11. Show the correct type of wheelchair ramps used at an intersection.



Drainage report:
1. Please include a response letter to the comments along with the corrected copies of the DS.
2. It is still not clear weather the retention basin was designed for the whole development as being claimed. In the "Existing and Developed Condition" of the report, it is stated by DCC that the report is shown in it's entirety. However there is no analysis for the cross-sections nor are any of the exhibits showing the location of all the concentration points. If the DS cannot clearly indicate that no retention will be required, then a Drain Report addressing retention will be required and further comments may also have to be addressed.
3. Show the project address on the cover of the Drainage Statement.

Stormwater pollution prevention plan:

1. Add a note stating that the operator(s) shall report to ADEQ any noncompliance (including spills) which may endanger human health or the environment. The operator shall orally notify the office listed below within 24 hours:

2. Include a certification and signature for each operator in accordance with Part VII.K. (Part IV.J.1)
3. All NOIs must be signed and certified as follows:
a) For a corporation: By a responsible corporate officer. For the purpose of this Part, a responsible corporate officer means:
i) A president, secretary, treasurer, or vice-president of the corporation in charge of a principal business function, or any other person who performs similar policy or decision-making functions for the corporation; or
ii) The manager of one or more manufacturing, production, or operating facilities, provided, the manager is authorized to make management decisions which govern the operation of the regulated facility including having the explicit or implicit duty of making major capital investment recommendations, and initiating and directing other comprehensive measures to assure long term environmental compliance with environmental laws and regulations; the manager can ensure that the necessary systems are established or actions taken to gather complete and accurate information for permit application requirements; and where authority to sign documents has been assigned or delegated to the manager in accordance with corporate procedures.
b) For a partnership or sole proprietorship: By a general partner or the proprietor, respectively; or
c) For a municipality, state, federal, or other public agency: By either a principal executive officer or ranking elected official. For purposes of this section, a principal executive officer of a Federal agency is the chief executive officer having responsibility for the overall operations of a principal geographic unit of the agency (e.g. Regional Administrators of EPA.).
4. Reports and Other Information: All NOTs, SWPPPs, reports, certifications, or information required by this general permit and other information requested by the ADEQ or authorized representative of the ADEQ shall be signed by a person described in Part VI.K.1 or by a duly authorized representative of that person. A person is a duly authorized representative only if:
d) The authorization is made in writing by a person described in Part VII.K.1;
e) The authorization specifies either an individual or a position having responsibility for the overall operation of the regulated facility or activity, such as the position of manager, operator, superintendent, or position of equivalent responsibility or an individual or position having overall responsibility for environmental matters for the operator. (A "duly authorized representative" may be either a named individual or any individual occupying a named position.); and
