12/11/2007 AAUDREY1 CONSERVATION & SUSTAINABLE DEVELOPMENT OCSD Approv-Cond 1. 9-06-2.5.B.3.a.1, requires mitigation for impacts to PRA for all plants of a certain size, without consideration of their viability. This differs from the NPPO, which takes plant viability into account when determining mitigation requirements. Per the ERR report provided by applicant, there are 55 trees and woody shrubs in PRA areas that will be impacted. Of these, 31 are listed as nonviable and no provisions for mitigation for their loss has been provided. Please revise mitigation plan to account for mitigation numbers and locations for all plants on the PRA inventory.
