SUMMARY: Development Services Department Engineering Division has done a review of the second resubmittal items including the revised W.A.S.H. Report package. Engineering recommends approval of the W.A.S.H. Overlay package. There are remaining items on the Grading, Drainage & Site Plan. The W.A.S.H./E.R. Report was reviewed for overlay and grading permit purposes only. As stated previously, SAC is required since there is alteration within the W.A.S.H. Study Area. After adequately addressing the conditions below, the W.A.S.H. submittal package will need to proceed to City of Tucson Stormwater Advisory Committee for review. After SAC and any remaining conditions/comments are addressed adequately, final review and approval of the site/grading/floodplain applications will be needed before a Grading Permit with Floodplain Use Permit can be issued.

PROJECT SAC SUMMARY: The Railroad project proposes mitigation and proposed development encroachment into the Railroad W.A.S.H. Ordinance wash over a length of approximately 4,000 feet. The existing Railroad Wash is within a FEMA Special Flood Hazard Zone AE and consists of a constructed channel, approximately 6 feet deep and top width 40 feet, with earthen bottom and 1.5:1(H:V) side slopes, and has an existing 3-ft deep concrete toedown plates running along the toe of the slopes. Proposed encroachment into the 50-ft W.A.S.H. Study Area includes proposed gantry railroad structure, a relocation/new access entrance that crosses the W.A.S.H, mitigative planting, and storage of railroad ties. A mitigation plan is expected to address disturbance activities which occurred in June 2006, where approximately 4,000 feet of the wash was bladed and trees were removed in the channel and slopes of the wash. From aerials, there was minimal previous vegetation within the north Study Area prior to disturbance. The essential Engineering comments for the W.A.S.H. / ERR Report for the Railroad project Overlay approval have been addressed by the consultants. Engineering recommends SAC scheduling.

GRADING/SITE PLAN, FLOODPLAIN, AND W.A.S.H. OVERLAY CONDITIONS OF APPROVAL:
1) In order for grading permit issuance, address the following:
a) Obtain approval from DSD after SAC meeting, and then assure any conditions and remaining comments have been addressed on the plans and reports from all reviewers.
b) Address the following remaining comments for the ERRR Report:
i) Provide registrant's seal for the portion of the ERR that is the W.A.S.H. Report, that was to be provided as stated in response letter.
ii) On Figure 2 label the street (East Silverlake Road?) adjacent to the proposed new access entrance bridge location.
iii) For Figure 5, identify the low chord elevation of the relocated entrance access bridge structure. Also assure the WSEL is legible on this detail. Provide clarification to detail and discussion of any expected backwater / calculations in drainage report to assure conveyance is acceptable.
c) Address the following remaining comments for the Grading, Drainage & Site Plan:
i) On sheet GD1, address the following comments:
(1) Update Grading and Drainage Note 19 to state W.A.S.H. Overlay approval date and conditions.
(2) Check numbering of second column of Grading and Drainage Notes.
(3) Remove Grading and Drainage Note 15/16 which does not apply.
(4) Add to Grading and Drainage Note 17 that there shall be no disturbance of the W.A.S.H. Ordinance Railroad Wash other than that which has been approved on the approved plans and W.A.SH. Report.
ii) A floodplain use permit will be issued concurrently with the grading plan once approved. In order to issue the grading permit, for the resubmittal provide 4 copies of the revised grading/site plan, 4 copies of the revised SWPPP, and two copies of the revised W.A.S.H. Report, one bound copy of the geotechnical report, response letter, and any other supporting documentation.
2) Contact CDRC for SAC scheduling.

After SAC and any remaining conditions/comments are addressed adequately, final review and approval of the site/grading/floodplain applications will be needed before a Grading Permit with Floodplain Use Permit can be issued.
