1) Note 2 on the tentative plat under Hillside Development Zone is incorrect. Although the area of grading may not be restricted, the Hillside Site Improvement Standard DS 9-04.0, as well as, other provisions of the HDZ LUC sections are still applicable.

2) Identify any improvements proposed for the Houghton Road right-of-way area on the landscape plans and show areas where existing vegetation is to be preserved.

3) Revise the references to "gateway route" on the tentative plat. Neither street is considered a gateway route.

4) Add the following note to the landscape plans. Within the 30' scenic route buffer area, indigenous plant material is to remain. If any disturbance occurs during construction or prior to permit application, the buffer area is to be revegetated with native plants indigenous to the site and the area reconstructed to look as natural as possible. DS 2-06.7.1.B

5) Revise SCZ note 1 on sheet 1 of the tentative plat if necessary to correct the proposed width of the natural area along Houghton Road.

6) Add the following notes to the landscape plans: "Any landscape area visible from the Scenic Corridor Zone is to be landscaped using native plant material indigenous to the site or plants selected from the Drought Tolerant Plant List", DS 9-06.0. DS 2-06.7.1

"Within the SCZ, excluding the Scenic Routes buffer area, all disturbed areas on the site that are visible from the Scenic Route and are not covered by permanent improvements shall be revegetated with native plants, plants from the Drought Tolerant Plant List, or a combination of both."

"Within the Scenic Route buffer area and the MS&R right-of-way, all areas between the MS&R right-of-way line and the existing street right-of-way that are disturbed by development shall be revegetated with native vegetation."

7) Reference any of the following special overlay zones that are applicable, and add a note stating that the plat is designed to meet the overlay zone criteria.

8) Demonstrate compliance with the Hillside Site Improvement standard DS 9-04 by adding notes and details for the following elements: Grading, Vegetation Retention, Revegetation, and slope stabilization. Show grading limits and slopes for the construction of Tierra Bonita Lane.

COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. The Scenic Corridor and Hillside Development cannot be approved until the Tentative Plat is approved.

2. Zoning has no issues with the Hillside Development and will approve the plan when all comments for the Scenic Corridor review have been addressed and DSD Engineering and Landscape sections have approved the plan.

3. Under the Scenic Corridor Notes, note 1 talks about a 50' natural area, Scenic Corridor only requires a 30' buffer, please clarify this note.

4. Add the T06SA00231 to the plan in place of the SCA-06-XX number shown on the plan.

5. Include in 30 foot buffer label the notation "30 foot undisturbed natural buffer to be preserved and maintained in it's natural state".

6. Add the view corridor calculations to the plan.

7. Please add the appropriate following notes to the tentative plat.

a. Individual SCZ case not required for each lot, but site plans, elevations, and colors must be submitted for each lot for review of compliance to Scenic Corridor Zone case number T06SA00231 for height, colors, and setbacks. This development is subject to the review and approval of the special application for the Scenic Corridor Overlay.


b. Maximum height of structures will be 1/3 the distance of the structure from the future right-of-way of Houghton Road, not to exceed 24 feet for residential development and 30 feet for commercial development from design grade.

c. No grading beyond what is necessary for siting of buildings, drives, private yards, and structural improvements. All viable vegetation with a caliper of 4 inches or greater and all saguaro cacti will be preserved or relocated on the site per the Native Plant and Preservation Ordinance.

d. Drainageways are to be maintained in their natural state.

e. All new utilities for development on private property or public right-of-way along Houghton Road will be underground. Trenching is permitted for the placement of utilities lines, if area is revegetated in accordance with Land Use Code Sec. 3.7.5.2.D

f. Building or structure surfaces, which are visible from Houghton Road will have colors, which are, predominate within the surrounding landscape.

g. Fencing and freestanding walls facing Houghton Road will meet material restrictions in Land Use Code Sec. 3.7.3, Screening Requirements.

h. All areas between the MS & R right-of-way line and the existing street right-of-way that are disturbed by development shall be revegetated with native vegetation.

i. All disturbed areas on the site that are visible from Houghton Road and are not covered by permanent improvements shall be revegetated with native plants, plants from the Drought Tolerant Plant List, or a combination of both.

j. Exposed cut and fill slopes shall be no greater than 1-foot rise or fall over a 3-foot length.
