Overlay Submittal- 3rd Engineering Review TO: Patricia Gehlen; CDRC Manager LOCATION: 6300 S Palo Verde Road, T15S R14 E Sec09 Ward 5 REVIEWER: Jason Green, CFM ACTIVITY: T06SA00220 PROJECT SAC SUMMARY: Engineering Division of Development Services Department has received the revised W.A.S.H./Environmental Resource Report for Rodeo Wash at Hemisphere Corporate Center (Rick Engineering Company, 31AUG07). The Hemisphere Corporate Center project proposes encroachment into the Rodeo W.A.S.H. Ordinance Wash. The existing Rodeo Wash is a constructed channel, approximately 8 feet deep and top width 80 feet, with earthen bottom and 3.5:1(H: V) side slopes. Proposed encroachment includes parking spaces associated with the vehicular use area and refuse containers that encroaches 33.5-feet into the 50-foot study area along the southwest portion of the project. The project proposes to sheet flow the stormwater runoff from the vehicular use area into a 16.5-foot wide enhanced landscape area within the W.A.S.H. Study Area. The encroachment is a continuous design associated with the development to the north (Lot 41) and will keep the same linear design approach that will mitigate more plants along the bank of the Rodeo Wash. Engineering recommends scheduling a SAC meeting for the associated encroachment into the Rodeo W.A.S.H. Study Area per the design shown on the submitted report. Although the southern portion of the property has already been mass graded in the past under the Phases development for this project the encroachment of the parking spaces is accepted due to the continuous design of the adjacent development ENVIRONEMNTAL RESOURCE COMMENTS: DS Sec.1-01.4.7: It is acknowledge that a Development Standard Modification Request (DSMR) has been requested for the proposed disturbance of the Protected Riparian Area (PRA) located in the northeast corner of the subject site (outside of the W.A.S.H Study Area). The Development Plan can not be approved prior to DSMR approval. All conditions of the DSMR must be reflected on a revised Development Plan and the revised drainage report. Any redesign to the project that requires additional encroachment into the W.A.S.H. Study Area will require a new review of the W.A.S.H. report and will require a new SAC meeting. GENERAL COMMENTS: Provide an approved DSMR that addresses the comments provided above. Further comments may be generated upon resubmittal of the DSMR. The conditions of approval are as follows: 1) Review by Stormwater Advisory Committee (SAC), 2) closure of the public comment period, 3) approval by the DSD Director, and 4) the comments below the Engineering comments are addressed on the development plan. The overlay case number must be added to each sheet of the development, landscape and NPPO plans in the bottom right corner, near the title block. In addition, a general note must be added to the development plan that states the case number, date of approval, type of overlay, and conditions imposed.
