The Landscape Section recommends approval subject to the following condition(s):

A) Revise the cover of the WASH Ordinance/ERR books to note the WASH case number (T06SA00220).

B) Submit any revised plans for an additional review.

2) The applicant has demonstrated why the resource area cannot be left in its natural condition or that it is not currently in a natural condition.

The plans propose revegetation to the same or greater density, diversity, and volume of vegetation as existed prior to the alteration.

The preservation/revegetation plan demonstrates that any vegetation removed from the resource area is replaced as closely as possible to the pre-disturbance condition.

The preservation/revegetation plan contains:
1. A preservation plan for native vegetation in the resource area.
2. The proposed location of vegetation after development, including the location of salvaged materials.
3. An access plan and maintenance schedule for the vegetation in the resource area.

This recommendation for WASH application approval is forwarded based upon consideration of:
1. The existing condition of the site.
2. The existing character of vegetation upstream and downstream in the channel, on the banks, and fifty (50) feet from the banks of any parcels immediately adjacent to the site.
3. The amount, type, and characteristics of the vegetation upstream and downstream of the site, any proposed open space linkages or facilities recommended by parks, recreation, open space, and trails plan, and any applicable findings of the critical and sensitive wildlife habitat map and study.
4. The density, diversity, location, and selection of plan materials.
5. Other landscaping required by Chapter 23 of the Tucson Code.

This recommendation does not constitute approval of the floodplain encroachment in the northeast portion of the site. The project includes encroachments that are beyond the scope of "necessary development"as described in DS 2-13.2.5.B.2. A DSMR or variance will be necessary.

SUBJECT: Hemisphere Corporate Center W.A.S.H. Overlay Submittal- 2nd Engineering Review

SUMMARY: Engineering Division of Development Services Department has received the revised W.A.S.H./Environmental Resource Report for Rodeo Wash at Hemisphere Corporate Center (Rick Engineering Company, 02AUG07). The watercourse adjacent to this site, Rodeo Wash, is designated as a Watercourse Amenities Safety and Habitat (W.A.S.H.) Ordinance wash and thus review and approval is necessary for Development Plan approval. Engineering Division has reviewed the submitted W.A.S.H overlay submittal and does not recommend approval of the overlay to the Stormwater Advisory Committee at this time. The following items need to be addressed:

W.A.S.H. OVERLAY COMMENTS:

1) DS Sec.1-01.4.7: Provide a Development Standard Modification Request (DSMR) that is required for the proposed disturbance within the Protected Riparian Area (PRA). Refer to Landscape Comments for details of what is required within the DSMR. The W.A.S.H. Overlay and Development Plan can not be approved prior to DSMR approval. All conditions of the DSMR must be reflected on a revised W.A.S.H. Overlay report and the revised drainage report.

2) DS Sec.10-02.2.3.1.6.B.1-3: Revise the drainage report to meet the minimum standards for development within a Critical Basin. On Page 7, Section C, Onsite Runoff for existing and Developed Conditions, with Retention Table shows that the 2- and 10-year flow events are not reduced by the required 15%. Development within a critical basin must provide a 15% reduction in the developed conditions for the 2-, 10-, and 100-year flow events relative to the existing conditions. Revise the calculation, design layout and tables to show that these requirements have been met. Per DS Sec.10-01.1.4 and 2.3 stormwater detention requirements may not be waived if the proposed development is located within a critical basin.

3) DS Sec.10-02.10.3: Revise the drainage report and W.A.S.H. exhibits to meet the minimum TDOT requirements for culverts and pipes into a public right-of-way. An 18" reinforced concrete pipe (RCP) with a 6" orifice at the inlet and a flap gate at the outlet is required. Provide approval from TDOT that this design is acceptable. A Right-of-way Use Permit is required from TDOT for any improvements within a public right-of-way.

4) DS Sec.1-01.4.7: Revise the W.A.S.H. exhibits and drainage report to reflect the DSMR. Provide the approved DSMR with the next W.A.S.H. Overlay submittal.

5) Revise the discussion within the drainage report to remove the proposed spillway. Per the W.A.S.H. Overlay discussion there is not a spillway proposed within the Rodeo Wash, only the existing spillways, clarify.


GENERAL COMMENTS:

Provide an approved DSMR, a revised W.A.S.H./Environmental Resource Report, and a revised drainage report that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.

Further comments may be generated upon resubmittal of the DSMR, Overlay application, and drainage report.
