HILLSIDE DEVELOPMENT SITE IMPROVEMENT

Add the following notes to site plan (Including heading):

A. Vegetation Retention.

1. Existing trees with four (4) inch or greater trunk diameter and cacti will be preserved in their original locations, except for building sites and access and utilities serving building sites.

2. When retention of the above trees and cacti in their original locations is not possible due to building site location, the trees and cacti will be salvaged and replanted in areas requiring re-vegetation, whenever possible.

B. Re-vegetation. All cut or fill slopes, which are no steeper than three (3:1) and all utility trenches or septic leaching fields which are not located in parking or driveway areas will be re-vegetated in compliance with the following requirements.

1. All plants used in re-vegetation must be the same as the native vegetation on the site or any adjacent site prior to grading or clearing.

2. Re-vegetation will be accomplished with the following minimum requirements for plants.

a. Native trees, a minimum of fifteen (15) gallon size with a minimum trunk diameter of two (2) inches measured at the soil level, or large specimen cactus will be placed at the same vegetation density found on the site prior to any clearing, grubbing, or grading.

b. Seeds for trees, desert shrubs, and grasses will be planted with a density adequate to control erosion and may use one of the following methods of planting or any other method approved by the Zoning Review Section at DSD.

1) Raked into the soil with appropriate mulch materials;
2) Hydro-seeding;
3) Anchored mulches; or
4) Established on jute, rolled straw, or similar material.

C. A temporary watering system must be installed until the re-vegetation materials is established.

D. NPPO pre permit inspection is required prior to grading inspection can be scheduled by calling IVR system and entering inspection code 09015 or calling Landscape Field Representative directly @ 791-5550 EXT 1140

E. Grubbing, grading, and clearing are to occur only within the areas identified on the grading plan and staked on the site or lot. The limits should include all cut and fill areas, leach fields, septic tanks and future development areas identified

F. The portions of the site or lot to be left ungraded are to remain undisturbed and are not to be used for stockpiling of materials or excess fill, construction vehicle access, storage of vehicles during construction, or similar uses.

G. Development other than hiking trails will not be permitted within the legally described boundaries of the natural area.

3. Include the location, size, color, and textural treatment of all retaining walls, riprapped slopes, or other constructed means of slope stabilization must be shown on one (1) of the plans submitted. Vegetation retention and re-vegetation should be used in conjunction with riprapping.

4. Average natural cross-slope (ACS) is calculated for the entire lot or parcel. Natural areas may be designated on the lot or parcel, in accordance with Sec. 2.8.1.7, to reduce the ACS percentage. Such designated natural areas will be excluded from the ACS calculation but will be included in the land area for the lot or parcel. Verify if NUOS was used in calculations for ACS.

5. Revise the site, grading plans to delineate the NUOS set-aside per LUC 3.8.6.7.D

6. If applicable the natural area percentage must also be delineated in a surveyable manner and designated by legal description on a document recorded with the Pima County Recorder.

7. To protect the natural areas, a covenant must be provided with record interest in the natural area in favor of the City of Tucson per LUC 2.8.1.7.D. Submit the required covenant and legal description for review.

ERZ Review:

Applicants proposing a project with no encroachment into the one hundred (100) year floodplain are required to indicate the one hundred (100) year floodplain on the plans submitted through the applicable process, accompanied by a floodplain report verifying the floodplain limits. This plan, or a separate plan, is also to indicate the proposed location of the temporary fencing which is required to protect the natural areas during construction per DS 2-13.2.2.A.

1. All lettering and dimensions on all sheets shall be the equivalent of twelve (0.12") point or greater in size.

2. In the "Zoning Information" provided, the development designator is listed as "B". Per L.U.C. 2.2.4.2.A.1 the designator is "C", please revise.

3. In the "Zoning Information" provided, the building height required is listed as 30'-0". Per L.U.C. 2.8.1.8.A the building height is limited to 24'-0", please revise.

4. In the "Zoning Information" provided, the front setback (min) required is listed as 25'-0". Per L.U.C. 3.2.6.5.A the required set back is 20'-0" or one and one-half (1 ½) the height of the proposed wall, please revise.

5. In the "Zoning Information" provided, the side setback (west) is dimensioned as 81'-1" and the provided is listed as 85'-0". Please clarify.

SUMMARY: The residential overlay plans were received and reviewed by Engineering. Engineering does not recommend approval of the overlay plan until the following items are addressed. The aerial photo indicates that an old narrow driveway is indicated as the disturbed area for this parcel however, from a field visit and several inspections it has been determined that recent grading activities have been occurring at this site. Due to grading activities without a grading permit, a Stop Work Order has been issued for this site. Due to continued grading activities without a grading permit, a Notice of Violation was also issued for this site. Mitigation may be required after determination of extents of disturbance.

OVERLAY REVIEW COMMENTS:
1) Land Use Code Article II Division 8 (LUC) Sec.2.8.1.10.A.1: Clarify disturbance limits on Site/Grading plan sheet. Revise and clarify the line for "Disturbed Area (residence)" by identifying the areas included in the total square footage of proposed disturbance; list the area as area that includes the driveway, the building pad as well as future amenities.
2) LUC Sec.2.8.1.6.A: On the Site/Grading plan sheet address/clarify the following:
a) Label any areas of future disturbance (i.e. future pool area or gazebo).
b) Dimension distance:
i) from property corner near top of west embankment to the proposed driveway area.
ii) On cross section C show terracing or runout for slope at 9+ foot fill condition at southwest side of pad.
c) LUC Sec 2.8.1.6.A.1: All areas of 15% or greater shall be delineated.
d) LUC Sec.2.8.1.7.C: Designate any Natural Areas on the lot and label as excluded from development.
e) DS Sec.2-02.2.1.A.33: Show location of any existing fire hydrants.
f) DS Sec.2-02.2.1.A.20: Show all existing easements and recordation information (docket & page), locations, widths, and purposes shall be included. If the easement is not in use, abandoned, or proposed for abandonment, so indicate.
3) DS Sec.2-12.2.3: In order to determine mitigation due to recent grading activities, address the following for current disturbed area:
a) Provide a survey completed by a registered surveyor that delineates and labels the limits and square footage of the total current disturbed area;
b) LUC Sec.2.8.1.6.A.2.a.2: List proposed and actual disturbance limits in square feet and as a percentage of total lot area on the plan. If the disturbed area exceeds the allowable disturbance limits for the HDZ site, a mitigation plan will be needed.
c) If the proposed disturbed area is more than 1 acre, the project is subject to the AzPDES requirements for NOI and Stormwater Pollution Prevention Plans.
d) Until the Stop Work Order is lifted by the City of Tucson, only the following activities are allowed:
i) Shoring or covering of any excavated areas for safety reasons
ii) Placement of interim erosion / sediment control measures, including immediate placement and installation of straw bale or similar device for stormwater control.
iii) Surveyor work for determining disturbance limits.
e) Further comments may be forthcoming after resubmittal.
