1) Revise the ERZ/WASH mitigation plans to state the methodology and define scope of the plant inventory. Refer to the Chapter 29 Article VIII guidelines. http://dot.tucsonaz.gov/stormwater/downloads/washguidetoM_C.pdf

According to the Stormwater Technical Advisory Committee, the plans should include the following:

A numbered inventory list of all woody plants and cacti (living and dead) within the study area. Include trunk diameter, height measurements and viability ratings for all woody plants and cacti having basal trunk diameters greater than 5 cm (about 2 inches). Include any additional comments as necessary for specific plants.

An aerial photograph, taken within a maximum of three (3) years of submittal, at a minimum scale of 1" = 60' showing the study area and the locations of all woody plants and cacti having basal trunk diameters greater than 5 cm (about 2 inches), identified by inventory number.

2) The plan shall also show how the replacement habitat will be of similar or equal value within three years of installation.
In order to accomplish this, the mitigation plan is required to provide 2:1 mitigation for cacti and shrubs, and trees 2"-4" (trunk diameter). Trees greater than 4" shall be replaced at a 3:1 ratio. http://dot.tucsonaz.gov/stormwater/downloads/washguidetoM_C.pdf

3) Incorporate any required mitigation plantings for WASH, proposed WASH or proposed ERZ areas into the landscape plans for the subdivisions. Include summaries and show all plantings on the plans.

4) Revise the report to reference the landscape plans for the sites and to include provisions for maintenance and irrigation for at least three years.

5) Revise the plans to show the existing trail on the west side of the Mesquite Ranch Wash and ensure that the mitigation plans are consistent with the existing path.

6) Revise the report to include a section to address Hydrology/hydraulic study information per TCC sec. 29-15.(b). See Engineering comments.

RECEIVED: ERZ and WASH Mitigation Plans

The subject submittal is incomplete. Chapter 29, Energy and Environment, Article VIII. Watercourse Amenities, Safety, and Habitat (i.e. W.A.S.H Ordinance), Section 29-15 outlines the requirements for developing within the study area of a W.A.S.H Ordinance wash.

The Drainage Reports for Units 2, 3 and 4 already contain some of the required information as explained below:

1- The runoffs within the washes and tributaries have already been quantified.
2- The 100-year floodplain limits, within the development, have been determined and shown on the pre and post development drainage exhibits.
3- The drainage impact of the proposed development on the washes and their tributaries.
4- The extent and type of proposed alterations to the study area.

As stated in the W.A.S.H Ordinance, the hydrology/hydraulic study shall also include the 100-year floodplain limits a minimum of two hundred (200) feet upstream and downstream of the proposed development (Section 29-15.b.1.a.). It should also include the requirements stated in Sections 29-15.b.1.b through i.

Additionally, for ERZ requirements, provide discussion in the Report that verifies compliance with the requirements of Section 2.8.6.4. of the Land Use Code.

Once the Resource Areas, as defined in the W.A.S.H. Ordinance and Section 2.8.6. "Environmental Resource Zone" of the Land Use Code, have been determined, the developer is required to demonstrate why the resource areas cannot be left in their natural condition. The justification for proposed alterations should not be self-imposed, but rather a necessity to create a viable development. The Mitigation Plan shall also demonstrate that the loss of existing vegetation and wildlife habitat as a result of the development in the resource area is minimized, and that the lost vegetation and wildlife habitat are restored or recreated through specific wash treatment and the preservation/revegetation plan.

Please be advised that all proposed wash crossings or encroachments within the regulatory floodplain will require floodplain use permits before the activities start.

Please submit a Mitigation Report that includes all the required hydrologic/hydraulic information and complies with the aforementioned requirements of the W.A.S.H. Ordinance and Section 2.8.6. of the Land Use Code.
