1. Submittal of slope information is required to allow the Zoning Review Section at the Development Services Department (DSD) to review, comment upon, and make recommendations concerning the appropriate location of grading.

2. The following slope analysis information must be provided on the plan. For specific information on calculations of slope, refer to Development Standard 9-04.0.

a. The average natural cross slope (ACS) analysis must be submitted with the plan and the ACS must be listed in the general notes on the plan.

b. If the development criteria of Sec. 2.8.1.6 of the LUC require an analysis of sloped areas, those areas of fifteen (15) percent or greater slope must be shown on a topographic map.

c. All protected peaks and ridges must be shown and labeled, and the three hundred
(300) foot setback area must be delineated.

2. Average natural cross-slope (ACS) is calculated for the entire lot or parcel. Natural areas may be designated on the lot or parcel, in accordance with Sec. 2.8.1.7, to reduce the ACS percentage. Such designated natural areas will be excluded from the ACS calculation but will be included in the land area for the lot or parcel.

Add the following notes to site plan (Including heading):

CITY OF TUCSON
DEVELOPMENT STANDARD NO. 9-04.0
HILLSIDE DEVELOPMENT SITE IMPROVEMENT

Add the following notes to site plan (Including heading):

A. Vegetation Retention.

1. Existing trees with four (4) inch or greater trunk diameter and cacti will be preserved in their original locations, except for building sites and access and utilities serving building sites.

2. When retention of the above trees and cacti in their original locations is not possible due to building site location, the trees and cacti will be salvaged and replanted in areas requiring re-vegetation, whenever possible.

B. Re-vegetation. All cut or fill slopes, which are no steeper than three (3:1) and all utility trenches or septic leaching fields which are not located in parking or driveway areas will be re-vegetated in compliance with the following requirements.

1. All plants used in re-vegetation must be the same as the native vegetation on the site or any adjacent site prior to grading or clearing.

2. Re-vegetation will be accomplished with the following minimum requirements for plants.

a. Native trees, a minimum of fifteen (15) gallon size with a minimum trunk diameter of two (2) inches measured at the soil level, or large specimen cactus will be placed at the same vegetation density found on the site prior to any clearing, grubbing, or grading.

b. Seeds for trees, desert shrubs, and grasses will be planted with a density adequate to control erosion and may use one of the following methods of planting or any other method approved by the Zoning Review Section at DSD.

1) Raked into the soil with appropriate mulch materials;
2) Hydro-seeding;
3) Anchored mulches; or
4) Established on jute, rolled straw, or similar material.

C. A temporary watering system must be installed until the re-vegetation materials is established.

D. Fencing shall be required during construction per DS 2-06.8.0 Fig.1 for all undisturbed natural desert areas of Protected Native Plants and for individual Protected Native Plants to be preserved-in-place. The area to be fenced shall be beyond the "drip-line" of the vegetation by one-half (½) the distance of the "drip-line" radius. For Saguaros and cacti, the area to be fenced shall be equal to the distance of one-half (½) the height of the plant per DS 2-15.6.0

E. NPPO pre permit inspection is required prior to grading inspection can be scheduled by calling IVR system and entering inspection code 09015 or calling Landscape Field Representative directly @ 791-5550 EXT 1140

F. Grubbing, grading, and clearing are to occur only within the areas identified on the grading plan and staked on the site or lot. The limits should include all cut and fill areas, leach fields, septic tanks and future development areas identified

G. The portions of the site or lot to be left ungraded are to remain undisturbed and are not to be used for stockpiling of materials or excess fill, construction vehicle access, storage of vehicles during construction, or similar uses.

H. Development other than hiking trails will not be permitted within the legally described boundaries of the natural area.

3. Include the location, size, color, and textural treatment of all retaining walls, riprapped slopes, or other constructed means of slope stabilization must be shown on one (1) of the plans submitted. Vegetation retention and re-vegetation should be used in conjunction with riprapping.

4. Revise the site, grading, and NPPO plans to delineate the NUOS set-aside per LUC 3.8.6.7.D

5. The natural area percentage must also be delineated in a surveyable manner and designated by legal description on a document recorded with the Pima County Recorder.

6. To protect the natural areas, a covenant must be provided with record interest in the natural area in favor of the City of Tucson per LUC 2.8.1.7.D. Submit the required covenant and legal description for review.

REVIEWER: Elizabeth Eberbach
ACTIVITY NUMBER: T06SA00107

SUMMARY: The residential overlay documents were received and reviewed by Engineering. Engineering does not recommend approval of the overlay package at this time.

OVERLAY REVIEW COMMENTS:
1) DS Sec.2-02.2.1.A: Scale of drawing shall be accurate for review purposes. Sheet A101 does not reflect standard engineering scales; provide a revised sheet A101 and label scale or provide separate document with reflecting a standard scale of 30'=1 inch or 40'=1 inch or other accurate engineering scale.
2) DS Sec.2-02.2.1.A.5: Lengths for property data are not scaleable. Submit copy of the title report with exhibit to clarify any discrepancies / difference in assessor's map for the area. Clarify or revise data (lengths, bearings, and area, if applicable) for property boundaries, based on title report exhibit.
3) Regarding the Drainage Statement address the following:
a) Provide seal on drainage statement.
b) Delineate floodplain limit line on the site plan sheet A101 and reference drainage statement on the site plan.
4) Land Use Code Article II Division 8 (LUC) Sec.2.8.1.10.A.1, DS Sec.2-12.2.3.A: Provide the following calculations or dimensions on sheet A101:
a) The Average cross slope (ACS) for the whole parcel;
b) In order to clarify the existing and proposed disturbance limits, address the following proposed disturbed areas and label with square footage:
i) List and label the total proposed disturbed area (include all areas such as the existing driveway and building pad areas). It may be necessary to hatch or otherwise label any proposed new disturbed areas (i.e. wider driveway area) for further clarification;
ii) Label any areas of future disturbance (i.e. future additions or gazebo);
c) LUC Sec.2.8.1.6.A.2.a.2: Since this lot is not part of a subdivision, the lot must comply with Columns A, B, and D of Table 2.8.1-I. The amount of grading permitted is indicated in Column D of Table 2.8.1-I, based on the area of the lot, Column B. Show a calculation for the total proposed disturbed area in square feet as a percentage of total lot area. List the percentage of allowable area to be disturbed based on the table with the proposed percentage of disturbance / grading area so that it is clear that the project is at or below the allowable disturbance area.
5) DS Sec.2-02.2.1.A.20: Show any / all existing easements and recordation information (docket & page), locations, widths, and purposes shall be included. If the easement is not in use, abandoned, or proposed for abandonment, so indicate.
6) LUC Sec.2.8.1.6.A.2.a.1: Grading may occur within the buildable area and access to the buildable area. This project will require a grading permit application to obtain a grading permit. A grading permit application and plan review package may be submitted at this time or can wait until overlay approval. With the grading review package submit the following:
a) Site plan review application card, and a grading application card needs to be filled out.
b) One copy of the HDZ documents, including documentation of approval for the overlay, which will be needed for grading permit approval.
c) If the proposed disturbed area is more than 1 acre, the project is subject to the new AzPDES requirements for NOI and Stormwater Pollution Prevention Plans, and you would need to submit a SWPP with the grading plan review package.
d) Four copies of the grading plan, labeled "site/grading plan". The following comments are offered to help facilitate the future grading review:
i) The grading plan will essentially be similar to the sheet A101 with additional information;
ii) Provide cross sections of any critical areas to clarify:
(1) proposed slopes showing terracing or slope runout grades at north side to clarify fill slope of building pad;
(2) proposed disturbance adjacent to outcrop / hill area at east side of building pad showing setback for disturbance;
(3) driveway;
(4) driveway area at building pad to clarify slopes and distance to west property corner;
iii) Dimension distance from property corner near top of west side of pad to the proposed building.
iv) Label grading limits clearly and describe whether fencing, string line, or heavy duty construction fencing is to be installed. Also label any areas of future disturbance for future amenities.
v) Delineate and label floodplain limit line on the grading plan and provide registrant's seal on the grading plan.
7) DS Sec.2-02.2.1.A.33: Show location of existing fire hydrants within 300 feet of the site boundaries.

Resubmittal is required. Submit the revised site plan addressing comments 1-5, and 7. For questions or to set up a meeting, call me at 791-5550, extension 2204.
