All development proposals shall be accompanied by an inventory of the existing vegetation and wildlife habitats within the study area. TCC Sec. 29-15. B.2 The inventory must include the following: A) A numbered inventory list of all woody plants and cacti (living and dead) within the study area. Include trunk diameter, height measurements and viability ratings for all woody plants and cacti having basal trunk diameters greater than 5 cm (about 2 inches). Include any additional comments as necessary for specific plants. B) An aerial photograph, taken within a maximum of three (3) years of submittal, at a minimum scale of 1" = 60' showing the study area and the locations of all woody plants and cacti having basal trunk diameters greater than 5 cm (about 2 inches), identified by inventory number. C) Delineation of the resource area- the channel and banks of a wash, and those portions of the study area containing vegetative resources and wildlife habitat areas. 2) The plans do not appear to comply with the conditions of rezoning, specifically #'s 13 and 21. Revise as necessary. 3) An access plan and maintenance schedule for the vegetation in the resource area is required per TCC 29-16.c.3 Define maintenance standards and responsibility for the mitigation plan improvements. A maintenance easement for the drainageway may be required along the wash, see Engineering comments. City Engineer approval is required for landscape and other improvements in the public drainageway. |

The following issues must be addressed in the WASH report and in the mitigation plans. 1. Clearly identify the extent of the existing concrete within the Airport Wash. 2. Show the locations of bridge supports within the wash and show how their location relates to the existing concrete wash lining. Provide a clear hydraulic analysis of the effects of the bridge supports in the wash. 3. Show how the new outfalls and spillways into the Airport Wash relate to the existing concrete bank protection. Address the effect of the additional discharges on sediment transport within the wash.
