Add a reference to "River Road" in general notes 17, 19, and 21 because, in addition to 1st Avenue, these SCZ requirements apply to River Road, which is also a designated Scenic Route. The view corridor requirement (general note 18) applys only to 1st Avenue, where the project has direct frontage, and not to River Road. The SCZ view corridor cross-hatched areas which pertain to views from River Road on the drawings on sheets 1 and 2 should be removed since they do not apply to this project. LUC 2.8.2.3, LUC 2.8.2.6.B 3. Minimum required text size is 12 point (0.12") for microfilming/archiving purposes. Revise all lettering and dimensions in the map on sheet 1 of 3 that does not meet this minimum standard for size. 4. Regarding development within the 400-foot SCZ, LUC 2.8.2.5 states that the maximum height of a structure will be one-third (1/3) the distance of the structure from the future right-of-way line. LUC 2.8.2.5.A.3 reads "Residential Structures will not exceed twenty-four (24) feet in height". The proposed use, Residential Care Services, Adult Care Service falls within the Residential Use Group. A Board of Adjustment Variance will be required to allow the proposed building height of 40 feet. If variance request is approved, provide a copy of approval letter and add variance case number to the plan in the lower right hand corner near the title block. Add a general note stating variance case number, date of approval, what variances were approved and any conditions imposed. If a variance is not sought or approved, revise the drawing and general note 19 to demonstrate compliance with SCZ height and setback requirements. Add height and setback information to general note 19 and provide elevation drawings with dimensioned heights of building walls above design grade elevation. LUC 2.8.2.5 5. Revise the development designator in general note 1 for the C-1 portion of the site to read "29" rather than "28". LUC 2.5.3.2.E.4 6. Revise the reference to the MS&R Section in general note 22 to read "Sec 2.8.3". This general note may actually be removed since the same overlay zone requirements are stated in general notes 16 and 17. 7. List the SCZ colors per the submitted sample on the development plan. |

The following comments are intended to assist the applicant to modify the plans to meet the purpose, intent, and specific regulations of LUC 2.8.2. 1) Submit a of grading plan with the next SCZ submittal. Delineate the limits of grading and cut and fill areas identified in general note 27. Within the SCZ, exposed cut or fill slopes shall be no greater than a one (1) foot rise or fall over a three (3) foot length. The parallel contour lines, which trend northwest to southeast near the east edge of the project are different from the existing contours, implying that grading is proposed within the 30-foot scenic buffer area. Revise to show this area to be preserved and maintained in its natural state. LUC 3.7.5.2.E LUC 2.8.2.4.A 2) When native vegetation is required on a project, the landscape plans submitted for review must include a comprehensive list of native vegetation that exists on the site and in the immediate areas surrounding the site. Selection of plant material for use on the project will be from that comprehensive list. Revise the landscape plan. DS 9-06.4.1 3. Landscaped area visible from the Scenic Route is to be landscaped using native plant material indiginous to the site or plants selected from the Drought Tolerant Plant List (refer to DS 9-06). Some of the plants listed, such as Bauhinia mexicana, Bauhinia lunaroides, Guaicum coulteri, etc. do not appear to meet this requirement. Revise to exclude any plants not indigenous to the immediate area from the 30-foot buffer. DS 2-06.7.1.C 4. The landscape plan lists more plants than there are symbols shown in the legend, making it difficult to determine the proposed location and type of vegetion to be planted. Revise to provide more specific information about what plants are proposed on the site by using legend symbols unique to each plant. 5. The scenic route buffer area is to be reconstructed to look as natural as possible. The use of decomposed granite is not allowed within the 30-foot buffer area. The provisions for dust control and revegetation are to include a native seed mix using plants indigenous to the immediate area. The adjacent unpaved right-of-way along First Avenue must also be revegetated with native plants. The native seeds (see Exhibit 1 of DS 9-06) provide an appropriate ground cover in lieu of decomposed granite. Revise landscape plan to show all areas where decomposed granite (keynote 2) is to be used and where native seeds shall be used. DS 9-06.4.4 LUC 3.7.2.7.B LUC 3.7.5.2.D 6. An irrigation plan meeting the requirements of DS 2-06.5.4 must be submitted. LUC 3.7.4.5.C 7. Slopes within the Scenic Corridor Zone may not exceed 3:1 max. A retaining wall (cross section J/3) of up to 6 feet high with a 42-inch handrail is shown on the plan. Revise plan. A Board of Adjustment Variance will be required to allow a retaining wall to be built within the Scenic Corridor Zone. If applicable, provide a copy of variance approval letter and place the case number on the plan near the title block. The activity number is T06SA00008. SUMMARY: The Development Plan and Drainage Report were received by Engineering on January 10, 2006. Engineering has reviewed the received items and does not recommend approval at this time. RESUBMITTAL REQUIRED: DEVELOPMENT PLAN, LANDSCAPE PLAN, NPPO PLAN RESUBMITTAL REQUIRED: GRADING PLAN GENERAL COMMENTS 1. Provide a grading plan with the next SCZ submittal. Delineate the limits of grading and cut and fill areas identified in general note 27. Within the SCZ, exposed cut or fill slopes shall be no greater than a one (1) foot rise or fall over a three (3) foot length. LUC 3.7.5.2.E. 2. A 30' wide buffer area shall be preserved and maintained in its natural state. This natural undisturbed 30' buffer shall be measured from the future ROW line (property line). Clearly indicate within this 30' buffer area this is an area of no disturbance and is to remain natural. Revise accordingly. LUC 2.8.2.4.A 3. The development plan has shown an 8" waterline located within the ROW. Is this existing or proposed. Are any other utilities located within the ROW? Show on the development plan and the grading plan locations of existing and proposed utility lines. All new utilities must be located underground within the property limits and along the ROW when a project is subject the SCZ requirements. Add a general note to the development stating, "All new utilities must be located underground within the property limits and along the ROW." Address all requested information in the response letter and on the plans. LUC 2.8.2.9. 4. Be advised, per LUC 2.8.2.6.C., drainageways are to be maintained in their natural state. 5. Slopes within the Scenic Corridor Zone may not exceed 3:1 max. A retaining wall (cross section J/3) of up to 6 feet high with a 42-inch handrail is shown on the plan. Revise plan the accordingly.
