Previous Comment 4. The submitted items (Drainage Statement) has not addressed the previous comment. As stated in the previous comment, will the proposed modifications result in an increase in the HGL? Based on your assumed storm drain flow (278 cfs), manning n-value of 0.013, and storm drain invert and layout I computed HGL's for existing and proposed conditions within the modification section only. My analysis was based on the City of Tucson Drainage Manual, please note the following: a. Under existing conditions (straight pipe), and downstream HGL equal to pipe crown (12.97'), I calculated an upstream HGL (Station 10+69) of 13.85'. b. Under proposed conditions (pipe transitions), and manhole losses (Figure 10.15) I calculated an upstream HGL (Station 10+69) of 16.59'. Based on my analysis the proposed modifications will result in increased headwater of about 2.74' (16.59 - 13.85 = 2.74'). Is an increase of almost 3' in HGL a significant impact? (I can provide a copy of my hand-calculations if you wish to look at them, please let me know). 2. Previous Comment 5. This comment has not been addressed, please provide the DSD Floodplain Use Permit for these proposed modifications. 3. Previous comment 3. Please note storm drain easement recordation must be inlcuded on the plans. 4. Previous comment 2. This comment has not be addressed. The detail provided (Detail 301) is for straight through pipe, not pipes where flows change direction as proposed. The proposed storm drain manhole structures must take into account the forces due to change in flow directions. |
