PROJECT REVIEWER: Richard Leigh, Senior Engineering Associate Permits and Codes Section RESUBMITTAL REQUIRED: Permits and Codes Section has reviewed the PIA Plan and does not recommend approval of the PIA Plan at this time. The following comments need to be addressed in the next submittal. 1. Indicate book and page on cover sheet. Plat must be recorded before submittal of mylars for final review and approval. (Reminder) 2. Revise pavement cross sections, detail 1/6 and 4/6, to indicate a minimum pavement section of 3" of AC and 6" of AB and provide a pavement structural detail. 3. Provide proposed asphalt mix in detail 5/6. 4. Provide a 6" vertical curb with terminal sections at the back of the northern curb access ramp at the northeast corner of 1st Avenue and Limberlost Road. 5. Provide applicable construction details for the bus pull out on this plan set (pavement structural section, cross sections, joint details, etc.). Sheet 2/11: Replace “Limberlost Dr” with “Limberlost Rd” in all cases (at least one in plan view). Sheet 2/11: Need minimum 15 ft between new median and existing curb for EB Limberlost (see other related comments, below). Sheet 3/11: Replace “Limberlost Dr” with “Limberlost Rd” in all cases (at least one in plan view). Sheet 5/11, First Ave: Show crosswalk striping at Limberlost. New ramps are being places at NE corner of Limberlost/1st. The crosswalk needs to line up with the new ramp. (If it doesn’t, it will need to be restriped.) Sheet 5/11, First Ave: Place R3-5f (“Right Lane”) below each R3-5R sign, per 2003 MUTCD ( Total seven times). Sheet 5/11, First Ave: Remove RPMS from bike lane; replace WS8-C20 with WS8 (six references). Sheet 5/11, First Ave: At exits onto First Avenue (except the northernmost one), use a WG8 (2x6) on the right hand side to guide exiting motorists into the nearest through lane. The WG8(2x6) should have a minimum 25 ft radius and arc from either middle of the curb radius or the top of the sidewalk ramp. Sheet 5/11, First Ave, Traffic Island at northernmost driveway: Use YS4 sted WS8-C20 around the island. Sheet 5/11, First Ave, Traffic Island at northernmost driveway: Post a Do Not Enter sign (R5-1) facing west (eastbound), so SB First Avenue drivers understand they may not make a left turn into this driveway. Sheet 5/11, First Ave, Traffic Island at northernmost driveway: Post a No Left Turn Sign across from the Do Not Enter sign (see comment above). Sheet 5/11, Limberlost Rd: Our policy specifies that10 ft lanes require approval from Jim Glock, Director of Transportation. I have asked the director via email for approval for 10 ft lanes for Limberlost Road east of 1st Avenue, approximately 260 ft. He has provided that approval via email 7/11/06. Sheet 5/11, Limberlost Rd: Show new crosswalks at traffic signal. New curb ramps at NE corner may result in existing crosswalks failing to match up with the new curb ramp. Sheet 5/11, Limberlost Rd: Specify median end treatment per the PCDOT/COT Pavement Marking Design Manual Sheet 5-13. Sheet 5/11, Limberlost Rd: Need 15 ft min. from median to south curb. Sheet 5/11, Limberlost Rd: Remove legends from left turn bay. Sheet 5/11, Limberlost Rd: Replace WS8-C20 with WS8 for bike lane (three references). Sheet 5/11, Limberlost Rd, traffic island at exit: Replace WS8-C20 with YS4. Sheet 5/11, Limberlost Rd, traffic island at exit: Use a WG8 (2x6) on the right hand side to guide exiting motorists into the nearest through lane. Sheet 5/11, Limberlost Rd, Sta 12+56.69: Add an R3-5f (“Right Lane”) to the sign assembly that includes the R1-1 and R3-5R. Sheet 5/11, Limberlost Rd, Sta 13+22.77: Specify median end treatment per the PCDOT/COT Pavement Marking Design Manual Sheet 5-13. Sheet 5/11, Limberlost Rd: FYI, A bike lane that is not adjacent to a curb may be as narrow as 4 ft. Sheet 5/11, Limberlost Rd. WB through lane transitions from 10 ft at STA 18+50 to almost 20 ft at approx STA 17+70 back to 10 ft at approx. STA 13+15. Please try to smooth out these transitions. Sheet 6/11, Limberlost Road Proposed Cross Section: As mentioned above, the 11-ft through lane on the south side of Limberlost is too narrow. We require a minimum of 15 ft from curb to curb. The new raised median should be closer to the construction center line. Ten-ft through lanes require approval from the director (received via email to Diahn Swartz on 7/11/06). A bike facility not adjacent to a raised curb may be as narrow as 4 ft, so you can gain an extra foot there. Per Vince Catalano, the median may be as narrow as 3 ft. Diahn L.
