REVIEWER: Richard Leigh, Permits and Codes Section

RESUBMITTAL REQUIRED: Permits and Codes Section has reviewed the PIA Plan and does not recommend approval of the PIA Plan at this time. The following comments need to be addressed in the next submittal.

1. Provide a title on cover sheet to include "First Avenue and Limberlost Drive Offsite (Public) Paving, Signing, and Pavement Marking Plans for Rillito Crossing Market Place". Additionally, include recordation information "Book _____and Page_____".

2. Use City of Tucson, DOT Engineering title block, see attached.

3. Include the plan number "I-2006-016" in title blocks.

4. Provide the project's administrative address on cover sheet.

5. If a flood plain use permit was issued for this project please include FUP# in general notes. "Floodplain Use Permit No._______, has been issued by Development Services Department for work impacting City and/or FEMA Floodplains."

6. Add the following General and Paving Notes in plan set:

¨ All construction activity and test methods shall be in conformance with Pima County/City of Tucson Standard Specifications for Public Improvements (PC/COT SSPI) 2003 Edition.

¨ Aggregate Base Course shall conform to PC/COT SSPI Section 303.

¨ Asphaltic Concrete shall conform to PC/COT SSPI Section 406.

¨ All concrete shall conform to PC/COT SSPI Section 1006, Class S, 3,000 PSI compressive strength at 28 days, unless otherwise specified.

¨ Contractor shall obtain all permits required by governmental agencies.

¨ A copy of the approved plan shall be kept in an easily accessible location on the site at all times during construction.

¨ If unanticipated conditions are encountered during the course of construction and are beyond the scope of the design, the engineer shall submit the necessary revised or supplemental improvement plans for review and acceptance by the City Engineer.

¨ The Engineer of Record shall submit to the City for acceptance any changes to the approved plans prior to construction. Additionally, the Engineer of Record shall certify all changes meet all applicable standards, codes, and ordinances.

¨ Upon commencement of work, traffic control devices shall be posted and maintained by the contractor until such time as the work is completed. All warning signs, barricades etc. shall be in accordance with the manual on uniform traffic control devices adopted by the State of Arizona pursuant to A.R.S. 28-065. Contact Traffic Engineering, 791-4259, 48-hours prior to placing or removing any said traffic control devices.

¨ A qualified Registered Engineer or Land Surveyor must certify that this project was constructed in substantial conformance with the approved plans prior to the request of Final Inspection/Certification of Occupancy or Release of Assurances.

¨ All street striping & signage to be coordinated with C.O.T. Traffic Engineering. Call 791-4259 a minimum of 48-hours prior to the installation or removal of any signage or striping. All required striping and signage will be installed at contractors expense. If any omitted/additional signs are deemed necessary, the contractor will install them. New striping to be thermoplasitc material. Use Tel-Spar Post and Foundation for Signing. Barricade Plan must be submitted to City of Tucson Traffic Engineering for approval 48-hours in advance of any work in the Public Right-of-Way.

¨ The City shall not be held liable for any errors and/or omissions on these plans. Items not meeting City Standards shall be repaired/replaced at no cost to the City.

¨ An excavation permit shall be obtained from the City of Tucson Transportation Department prior to any work within the Public right-of-way.

¨ A pre-construction field meeting shall be conducted with the City of Tucson Transportation PIA inspector prior to any work within the public right-of-way.

¨ The extent and type of surface treatments/repairs indicated on the plans may not be all inclusive of the work that is needed. Additional repairs, paving, or replacement may be needed depending on field conditions.

¨ The contractor shall contact and/or coordinate any work with COT Streets & Traffic Maintenance Division, Median Island Maintenance Section (791-5279, ext. 234) prior to disturbing any COT/DOT landscaping or irrigation system. Additionally, the contractor shall repair or replace any disturbed COT/DOT landscaping or irrigation systems, including replacement of any damaged plants.

¨ First Avenue is under a "NO-CUT MORATORIUM" until August 4, 2009, no pavement cuts will be allowed without prior approval of the City Engineer.

7. Provide stationing (location/limits) for all proposed structures (sidewalk, curb, bus bay median and diverter islands, storm drains and structures).

8. Remove screening applied to storm drain notations in profile view.

9. Station all ECR and BCR and angle points in plan views and details.

10. Callout the radii for all curb returns.

11. Include proposed edge of pavement in the profile view.

12. Callout all proposed signs in plan view.

13. Indicate asphaltic concrete mix for the proposed roadways and include a pavement structure section detail.

14. Provide a hydraulic analysis supporting the sizing and relocating of the proposed catch basins in First Avenue and Limberlost Drive.

15. Provide details for the required Bus Pullout (C9-04-11, Rezoning Condition No. 6). Bus pullout should be constructed in general accordance with ADOT Standard C-05.50.

16. Indicate the surface treatment for the median and diverter islands.

17. Sheet 2 and 3: Indicate the construction of a curb access ramp at the northeast corner of First Avenue and Limberlsost Drive. Curb access ramps must meet current ADA requirements.

18. Sheet 2: Indicate the use of a curb terminal section per PC/COT Std. Dtl. 212 at the east end of Limberlost Drive.

19. Sheet 3 and 4: correct roadway cross section reference.

20. Sheet 6, detail 2: make corrections as noted on redlines.

21. Sheet 6, detail 6 and 10: Indicate the use of truncated domes, indicate the maximum cross slope (2%) in pedestrian cross walk area, indicate curb reveal and station ECR's and BCR's.

22. Sheet 6, detail 8 and 9: Indicate if the proposed catch basin, Std. Dtl. 307, will be a single or double.

1. The striping plans are not in accordance with the Pavement Marking Design Manual. PMDM can be found at the following URL: http://www.dot.co.pima.az.us/trafeng/Design%20Manual/PavementManual.pdf Add notes as required by the PMDM. Use standard linetype designators as delineated in the PMDM.

2. The symbol used for new street signs is not correct in accordance with Standard Details for Public Improvements, SD100, 2003 edition.

3. Add R3-5R signs at the north egress from the site.
