Bilby Road PROPERTY OWNER'S NAME: Vail School District No. 20 The applicant is authorized to use a portion of the flood hazard area in the City of Tucson on the property described as (legal description): The West 1137.64' of the North 1713.62' of the Southeast quarter of Section 12, T-15-S, R-15-E, being 44.75 Acres for the purpose of constructing three school buildings. The applicant agrees to comply with City of Tucson Floodplain and Erosion Hazard, and Watercourse Amenities, Safety and Habitat regulations, and are particularly bound by the conditions stated below. Violation of any of the conditions stated or referred to below, as determined by the City Engineer, shall be grounds for revocation of this permit. Responsibility for renewal of this permit, if necessary, is with the applicant. Issuance of this permit does not constitute a waiver of other requirements contained in the Tucson City Code, Land Use Code, or any other Federal, State, or local regulation. No use other than as permitted herein is allowed. Additional uses allowed under City of Tucson Floodplain and Erosion Hazard Regulations and Watercourse Amenities, Safety, and Habitat regulations require the issuance of an additional Floodplain Use Permit. The following conditions shall apply to this permit. (Or refer to Chapter 26 page 35) 1. All work shall conform to the attached plans (Drainage Report and all improvement plans) which are made part of this permit. 2. Any building shall be placed on a engineered pad, compacted to 95% density, extending twenty-five (25) feet beyond the buildings foundation, unless a study prepared by a state-registered professional civil engineer and approved by the city engineer shows that a lesser distance is acceptable. 3. The proposed buildings are impacted by the regulatory floodplain. The floodplain 100-year water surface elevation (WSE) just upstream of the proposed buildings are: · North and South Building "B" WSE = 2868.1 (NAVD88) · Building "C2" WSE = 2874.4 (NAVD88) The building must be elevated above the floodplain 100-year WSE. This can be achieved by either building up the building pad to the 100-year WSE or higher, or elevating the building by any other acceptable method such as stem walls, piers, etc, depending on what the drainage report, the engineer or the owner is proposing. The building lowest finish floor, utilities, machinery, equipment (i.e. furnaces, water heaters, heat pumps, air conditioners and their associated equipment, including all electrical equipment), or an open utility platform that provides utility services for the structure on this property, under this permit shall, be placed at a minimum of 1 foot above WSEL level, NAVD88 datum as certified by a Registered Land Surveyor. The minimum finished floor elevations are: · North and South Building "B" Minimum FFE = 2869.1 (NAVD88) · Building "C2" Minimum FFE = 2875.4 (NAVD88) This Certification (Elevation Certificate) is required and must be completed and returned to Development Services Department, Engineering Division, on the first floor of the County/City Public Works Building at 201 N. Stone Avenue. This Certification must be completed and returned prior to the final inspection, occupancy of the structure, or issuance of Certificate of Occupancy. 4. The existing drainage patterns at the property lines shall not be obstructed. 5. Within 5 (five) days of issuance of this permit, through completion of the project, notification must be posted and maintained in a conspicuous place on the job site stating "Construction proceeding under requirements of City of Tucson Floodplain Use Permit No. T06OT02509. For information please call 791-5550." 6. Except as approved by the City Engineer prior to the start of construction, development under this permit shall not obstruct, retard or divert the existing flow of floodwaters from or to adjacent properties. 7. This permit becomes invalid and is subject to additional floodplain review, if any required development permit (s') changes the configuration of the structure and or site development. 8. Adhere to specifications outlined in Section C, C2 of the elevation certificate. 9. Return of the completed elevation certificate must be submitted to the Records Department, 201 N. Stone Ave. prior the issuance of a Certificate of Occupancy. 10. Any walls to be constructed will require a separate Permit. This Floodplain Use Permit will be automatically revoked and becomes invalid if conditions set forth in this permit are not complied with. Also, this permit will expire one year from its date of issue. Renewal of this permit will require a new application, review and approval of that application by the City of Tucson, Development Services Department, Engineering Section.
