Site plan T06CM04951 (First Review) Floodplain Use Permit T06OT02509 T15S, R15E, Section 12 RESUBMITTAL REQUIRED: Site Plan, Drainage Report, Floodplain Use Permit and Stormwater pollution prevention plan The Site Plan (SP), Drainage Report (DR), Floodplain Use Permit (FUP) and Stormwater pollution prevention plan (SWPPP) cannot be approved as submitted. Please address the following review comments prior to the next submittal. Site Plan: 1. Please include a response letter to the comments along with the corrected copies of the SP. 2. The Site plan cannot be approved prior to the issuance of a CLOMR and/or LOMR. Please provide a timetable for completing a CLOMR and/or LOMR for the revision to the federally mapped Unnamed Wash. Coordination with Suzanne Shields at the Pima County flood control district, 740-6350, is advised. This review was done assuming the acceptance of the CLOMR and/or LOMR by FEMA. Should the CLOMR be denied or significantly modified form it's present form, a new review will be required. 3. Per the adopted Mayor and Counsel policy, sidewalks are required for MS&R right-of-ways for arterial and collector streets and are required to be 6-foot wide. Label and dimension the proposed sidewalks as 6-foot wide. 4. As per the Federal ADA requirements, all wheel chair ramps shall have the truncated domes instead of the standard grooves that are shown on COT SD 207. Aside from the Truncated Domes, all wheel chair ramps shall be constructed in accordance with COT SD 207. 5. Please provide property description per D.S. 2-02.2.1.3. 6. Please label lot dimensions and bearings per D.S. 2-02.2.1.5 7. Label existing and future sight visibility triangles per D.S. 2-02.2.1.10. 8. Fully dimensioned loading space(s) and maneuvering area(s) per D.S. 2-02.2.1.14. 9. Please show dimensioned right-of-way, including any applicable Major Streets and Routes (MS&R) Plan right-of-way per D.S. 2-02.2.1.19. 10. Add the basin(s) maintenance responsibility note per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the SP. 11. Sidewalks, curbs and wheelchair ramps are required where applicable per D.S. 3-01.3.0 and installed with "Detectable Warnings" per ADAAG. Show/Call out the truncated domes at the key notes for the wheelchair ramps or a detail of the wheelchair ramps showing the truncated domes or a general note indicating truncated domes will be installed at each wheelchair ramp on the plans. 12. Dimension from street monument lines to existing and proposed curbs, sidewalks, driveways, and utility lines per D.S. 2-02.2.1.21. 13. Show Site plan number (T06CM04951) on all sheets per D.S. 2-02.2.1.29. 14. Show refuse container location, size, and access thereto fully dimensioned per D.S. 2-02.2.1.32 and D.S. 6-01.0. 15. Add note: "Depress all landscaped areas 6" maximum for water harvesting". Drainage Report: 1. Please include a response letter to the comments along with the corrected copies of the DR. 2. This project is considered commercial; therefore section 3.0 of the DR will need to be revised. 3. Due to the extent of the floodplain review, comments for the DR will be forthcoming. Floodplain Use Permit: 1. Please include a response letter to the comments along with the corrected copies of the FUP. 2. The FUP cannot be approved prior to an approved CLOMR and/or LOMR for the revision to the federally mapped Unnamed Wash. Some portions of the school, which is North of the unnamed wash, is encroaching into the floodplain considerably. Stormwater pollution prevention plan: Structural Practices 1. Provide adequate sediment basins. (Part IV.D.5.a.) a. For common drainage locations that serve an area with 10 or more acres disturbed at one time, a temporary (or permanent) sediment basin that provides storage for a calculated volume of runoff from a 2 year, 24 hour storm from each disturbed acre drained, must be provided where attainable until final stabilization of the site. Where no calculation has been performed, a temporary (or permanent) sediment basin providing 3,600 cubic feet of storage per acre drained, shall be provided where attainable until final stabilization of the site. When computing the number of acres draining into a common location it is not necessary to include flows from offsite areas and flows from onsite areas that are either undisturbed or have undergone final stabilization where such flows are diverted around both the disturbed area and the sediment basin. In determining whether installing a sediment basin is attainable, the operator may consider factors such as site soils, slope, available area on site, etc. If "non-attainability" is claimed, then an explanation of that non-attainability shall be included in the SWPPP. In any event, the operator must consider public safety, especially as it relates to children, as a design factor for the sediment basin and alternative sediment controls must be used where site limitations preclude a safe design. b. For drainage locations that serve 10 or more disturbed acres at one time and where a sediment basin meeting the provision of Part IV D.5.a.1 is not attainable, smaller sediment basins and/or sediment traps shall be used. Where a sediment basin is not attainable, silt fences, vegetative buffer strips, or alternatives which achieve effective sediment control are required for all down slope boundaries of the construction area (and for those side slope boundaries deemed appropriate as dictated by individual site conditions).
