TRANSMITTAL DATE: September 20, 2006

COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This project was reviewed for compliance with requirements of the Land Use Code (LUC), Development Standard (DS), American National Standard Institute (ANSI), and International Building Code 2003 (IBC 2003). Specifically, the project was reviewed for content compliance with DS 2-02, site plan content.

This project is the proposed addition of a new parking lot on the UPS site, adjacent to the existing parking area. The information submitted on the site plan indicates this new parking lot is a greater than 25% expansion of the existing vehicular use area. Due to this percentage of expansion, staff has reviewed this project for full code compliance for the entire site, including the lot configuration history and buildings.

It is staff's understanding this project was meant to be in phases, per a meeting after this plan was submitted. Should a phased plan be submitted at the next review, showing that the first phase is less than a 25% expansion, the following comments will drastically change and apply only to a full code compliance scenario.

Staff noted that the official use classification for this site, per the Zoning Administrator, is both the primary uses of Office and Warehouse (commercial storage). In the general notes, please provide minimum parking and loading zone ratios based upon the following ratios 1 parking space per every 200 square feet of office area(1/200) and 1 parking space per every 5000 square feet of warehouse/commercial storage area (1/5000). Please declare the gross floor areas on the plan for each use, taking into account all buildings.

2. Per DS 2-02.2.1.2, please provide the legal description for the lot on the site plan. Also, staff noted the parcel number for this project, 129-15-006G, suggests the lot has a history of splits and/or reconfigurations. Please provide a history of this parcel's prior configurations to show how it achieved such a high tax code number, and that the current configuration is approved. Our records section may assist with the last approved site plan on file as well.

3. Per DS 2-02.2.1.4, with regards to the location map, please add township 14 S, Range 14 E, Section 19 to it, as well as adjacent TRS information. Please provide map at a scale of 1"is equal to 3 miles.

4. Per DS 2-02.2.1.6, provide dimensions for building footprint.

5. Per DS 2-02.2.1.7, per recent aerial photos, it appears that there are other smaller buildings on the site that are not shown on the drawing. All buildings should be shown.

Staff acknowledges the building setbacks do not appear to be an issue for the main building. For record purposes, please provide setback dimensions from the building to surrounding lot lines. As Silverlake Road is a Major Streets and Routes, please provide the future curb location on Silverlake (maximum right of way is 76') and provide building setback from that future curb.

Be sure to revise building square footage notations on the plans.

6. Per DS 2-02.2.1.8, with regards to parking/vehicular use areas:
A) staff noted there appear to be several parking areas surrounding the building for larger delivery vehicles, per recent aerials. Please depict the total vehicular use area, with loading areas, parking areas, etc. on the plan.
B) Please revise the total square footage of the vehicular use area on the plan to show the areas surrounding the building.
C) In addition, a percentage of expansion calculation should be shown on the plan, based upon the information on the last city approved site plan.
D) Dimension all handicapped parking spaces.
E) Per IBC 2003, Section 1106.1, please provide 3 additional handicapped parking spaces
F) Ensure 2 handicapped parking spaces are van accessible
G) Clarify where the handicapped access aisles are and their widths/lengths
H) Provide signage for handicapped parking spaces
I) Clarify what large crossed area is in new parking lot - loading? Dimension.
J) Note that further parking spaces shown for delivery trucks may cause further comments

7. Per DS 2-02.2.1.9, provide bicycle parking and typical detail drawings of racks/lockers.

8. Per DS 2-02.2.1.10, ensure all existing an future sight visibility triangles are on the plan.

9. Per DS 2-02.2.1.11, show width of PAAL near guard booth to objects that are apparently stationary (identify these please). Show circulation and PAAL widths for large vehicle traffic and any surface changes (markings, etc). Show any curbing.

10. Per DS 2-02.2.1.12, with regards to pedestrian and handicapped circulation:
A) a continuous pedestrian circulation path is required from all streets the project fronts to all buildings on the site.
B) Show handicapped accessible ramp locations, their slope, width etc.
C) Provide truncated domes (early detectable warnings per ANSI 705.5) on all handicapped ramps where transitioning from pedestrian to vehicular use area
D) Show pedestrian circulation within PAALs and around buildings per DS 2-08
11. Per DS 2-02.1.13, clarify any proposed freestanding signage locations.

12. Per DS 2-02.1.20, ensure all easements are on referenced on the plan, clarifying type and associated recording information.

13. Per DS 2-02.1.28, show zoning of adjacent parcels.

14. Per DS 2-02.2.1.32, please call out all trash locations.

15. Per DS 2-02.2.1.38, list any prior Board of Adjustment variances or other similar processes - if applicable to this site.

16. Per DS 2-02.2.2.A.1, show gross and net lot areas in square footage and percentage.

17. Per DS 2-02.2.2.A.2, show floor area ratio - include all buildings - in percentage. Show any expansion calculations applicable.

18. Per DS 2-02.2.2.A.5, show all loading zones, striped and dimensioned. Provide list showing required number of loading zones and number of loading zones provided.

19. Per DS 2-02.2.2.a.6, provide percentage of expansion calculations for all buildings and vehicular use areas.

20. Note that on the resubmittal, should a phased plan be submitted, calculations must be provided for each phase and must show code compliance for each phase.

SUMMARY: Engineering Division of Development Services Department has received and reviewed the site plan (T06OT02036) for the above referenced property. Engineering Division does not recommend approval of the site plan at this time. The following items need to be addressed:


SITE PLAN COMMENTS:

1) The proposed project and the information that was submitted on the proposed site plan indicates that this new parking lot is greater than 25 % expansion of the vehicular use area. Per the requirements of the Land Use Code (LUC) this project was reviewed for full code compliance for the entire site, including existing access points, parking area, and Detention/Retention requirements.

2) DS Sec.2-02.2.1.A.2: Provide the property description in a title block or on the location map to read Township 14, Range 14, Section 19.

3) DS Sec.2-02.2.1.A.4: Revise the location map to show the correct parcel location approximately centered within a one square mile area, with a scale of 1 inch equals 3 miles. Identify conditions within the square mile area shown on the project location map located on Sheet A-1, such as subdivisions, major streets, railroads, and major watercourses. Reference recorded subdivision plats by book and page numbers.

4) DS Sec.2-02.2.1.A.10: Show existing and future sight visibility triangles (SVT) on plan view for all (proposed and existing) PAAL access points. Revise the SVTs shown for Silverlake Road to reflect the dimensions for a Collector Street. Revise the SVTs for Euclid Avenue to reflect the dimensions for a Local Street. Refer to DS Sec3-01.5.1 for sight visibility triangle procedures and criteria. Parking spaces, signs, landscape and walls will not be approved within the future right-of-way and SVTs.

5) DS Sec.2-02.2.1.A.11: Provide the width of the PAAL adjacent to the existing guard booth to any stationary objects. Show PAAL widths and maneuverability for all large vehicles.

6) DS Sec.2-02.2.1.A.11: Depict and label the 25-feet radii concrete curbs per City of Tucson/Pima County Standard Detail 213 (PC/COT SD 213 and the Transportation Access Management Guidelines (TAMG) at all of the existing and proposed driveway entrances located on Silverlake Road. Depict and label the 18-feet radii concrete curbs at the proposed driveway entrances located on Euclid Avenue. The curbs should be constructed at the edge of pavement, which must also be depicted on the site plan. Curb returns must be constructed entirely within the subject parcel refer to DS Sec.3-01.3.2.C for street development standards.

7) DS Sec.2-02.2.1.A.12: Provide a continuous pedestrian circulation path that connects all public access areas of the proposed building and the proposed circulation path located on both Euclid Avenue and Silverlake Road. Per DS Sec.2-08 provide pedestrian circulation around the entire proposed structure for pedestrian safety. Truncated domes are required for all proposed handicap access ramps per ANSI requirements Section 705.5.

8) DS Sec.2-02.2.1.A.14: Provide the required maneuvering area for all loading zones that are shown on the site plan. Refer to AASHTO for the national standards for turning radii.

9) DS Sec.2-02.2.1.A.15: Provide the 100-year floodplain limits with the calculated water surface elevations for the required retention basin. Provide a detail for the retention basin and the location in plan view.

10) DS Sec.2-02.2.1.A.16: Provide onsite and offsite drainage flow arrows to show how flow is conveyed through the subject parcel. Provide flow arrows showing roof drainage and respective concentration points.

11) DS Sec.2-02.2.1.A.16: Provide a detail for the dimension of the proposed scuppers that are used for collecting onsite roof drainage at all pedestrian sidewalk. Any scuppers proposed under the sidewalk will be designed and constructed to convey the 10-year flood flow. Provide a drainage statement showing scupper calculations that demonstrate that the 10-year flood flow is contained under the sidewalk.

12) DS Sec.2-02.2.1.A.17: Provide estimated cut and fill quantities on the site plan for grading plan purposes.

13) DS Sec.2-02.2.1.A.19: Provide the dimensioned MS&R right-of-way width for Silverlake Road. Label future curb and sidewalk locations (existing curb and sidewalk if maximum right of way taken). Provide recordation information for both Euclid Avenue and Silverlake Road with existing right-of-way widths labeled.

14) DS Sec.3-01.3.3.A: Provide on the site plan the required 6-foot wide sidewalk with curb along the street frontage of Silverlake Road. Per the adopted Mayor and Counsel policy all sidewalks along MS&R right-of-ways for arterial and collector streets require 6-foot wide sidewalks. Label the sidewalk to be constructed as 6-foot.

15) DS Sec.3-01.3.3.A: Provide on the site plan the required 5-foot wide sidewalk with curb along the street frontage of Euclid Avenue.

16) DS Sec.2-02.2.1.A.20: Provide the Docket and Page number for any existing easements that exist on the subject parcel, i.e. utilities, gas, and sewer.

17) DS Sec.2-02.2.1.A.21: Provide dimensions from street monument lines to existing and proposed curbs, sidewalks, driveways, and utility lines.

18) DS Sec.2-02.2.1.A.23: Provide a revised site plan with existing topographic contours at intervals not exceeding 2-feet and/or spot elevations as pertinent and Bench Mark based on City of Tucson Datum, including City Field Book and page number.

19) DS Sec.2-02.2.1.A.29: Provide a copy of the last approved development plan or site plan and a copy of the last approved Master Drainage Report.

20) DS Sec.2-02.2.1.A.32: Provide the location in plan view for the detail 2/A1.1 called out for the proposed trash container. Revise detail 2/A1.1 showing the dimensions for refuse container, the enclosure must have a minimum inside clear dimension of 10 feet by 10 feet between steel pipes that are required between the container and the enclosure's rear and sidewall. Refer to DS Sec.6-01.4.2 for specifications and requirements on access, placement of containers, bin enclosure and construction. Show maneuverability for refuse vehicles in plan view.

21) DS Sec.2-02.2.1.C: Provide the proposed SVTs on the landscape plan. Provide a note on the landscape plan stating that landscape areas are to be depressed 6" to maximize stormwater-harvesting areas. For the water-harvesting areas provided refer to the City of Tucson Water Harvesting Guidance Manual, Ordinance # 10210, for recommendation on how to construct and maintain the proposed water harvesting areas.


DRAINAGE REPORT:

22) DS Sec.2-02.2.1.A.15: Provide a copy of the original approved Master Drainage Report for the site that addresses all 100-year flows for the required onsite retention basin and the onsite/offsite drainage. The Master Drainage Report must show that 5-year retention has been addressed for the existing and proposed impervious cover.

23) DS Sec.10-01.2.2: Provide, if the Master Drainage Report does not address 5-year retention, a drainage report showing that the 5-year threshold retention for the proposed parking lot has been addressed. For all commercial development larger than 1 acre in size threshold retention systems must be incorporated. The drainage report must meet the minimum standards for development outlined in the Stormwater Detention/Retention Manual.

24) DS Sec. 3-01.4.4.F: Provide in the drainage report scupper calculations that demonstrate that the 10-year flood flow from the roof drainage and parking lot drainage is contained under the sidewalk. Provide details and dimensions in plan view for all proposed scuppers.


GEOTECHNICAL REPORT:

25) DS Sec.10-01.III.3.5.1.3.a, 10-02.14.2.6: Provide a Geotechnical Report Evaluation that addresses the following:

a) Soils report should provide conformance with DS Section 10-02.14.2.6 regarding 30-foot boring for basin, and provide a discussion of the potential for hydro-collapsible soils.

b) The soils report shall provide identification / assessment of any potentially hazardous geotechnical areas, and state any geotechnical recommendations and whether there are special provisions for the soil preparation for this development.

c) Provide slope stability recommendations for any proposed constructed slopes.

d) Provide percolation rates for retention basin for 5-year threshold retention.


STORMWATER POLLUTION PREVENTION PLAN:

26) Arizona Pollutant Discharge Elimination System (AZPDES) requirements are applicable to this project. Stormwater Pollution Prevention Plans (SWPPP) and text addressing stormwater controls for all areas affected by construction activities related to this development will be required with the re-submittal. GENERAL COMMENTS:

Please provide a revised site plan, a drainage report, a geotechnical engineering report, and a SWPPP that address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.

Further comments may be generated upon resubmittal of the site plan, drainage report, geotechnical report, and SWPPP reviews.
