SUMMARY: Engineering Division of Development Services Department has received and reviewed the Floodplain Use Permit and the submitted Drainage Analysis, prepared by Physical Resource Engineering, Inc. dated July 24, 2006, for the above referenced property and does not recommend approval of the Floodplain Use Permit at this time. Please provide the following for further review:

1. Provide a revised watershed map for both existing and developed conditions for the offsite hydrology. Label the topography, direction of flow, subject parcels and delineated watershed. Show on the watershed maps the entire delineated watershed used for the hydraulic calculations.
2. Provide verification for the 251 cfs discharge value used for the hydraulic calculations. Initial review of the TSMS node N0040 from the Development Services MapGuide shows that this Node is in draft status and that the Q100 has not been compiled.
3. Provide a statement in Section 4.2 on Page 2 of the Analysis to state that all water harvesting areas will be depressed 6" to maximize water harvesting. Refer to the City of Tucson Water Harvesting Guidance Manual, Ordinance # 10210, for recommendation on how to construct and maintain the required water harvesting areas.
4. Revise the cross-section in Appendix B so that it includes the subject parcel and shows the limits of the WSEL in respect to each parcel. Provide a statement indicating if the cross section is taken looking upstream or downstream. The picture provided is looking upstream of the subject parcels, however Exhibit 2 shows the cross section looking downstream, please clarify.
5. Revise Section 6 of the Drainage Analysis to state that finish floor elevations will be determined at the building permit review stage. All finish floor elevations must be elevated 1 foot above the calculated WSEL at the upstream end of each structure individually. If the finish floor elevation is to be set to 1 foot above curb grade then spot elevation will be required to show that all finish floor elevations comply with Chapter 26 of the City of Tucson Code requirements.
6. Revise Exhibit 3, FIRM Panel Map, to show the location of the subject parcels.


GENERAL COMMENTS:

Please provide a revised drainage analysis for review and approval that address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.
