ACTIVITY: T06CM01123 (Site Plan) and T06OT00831 (Floodplain Use Permit) SUMMARY: Engineering Division of Development Services Department has received and reviewed the Site Plan (T06CM01123) and Floodplain Use Permit (T06OT00831) for the above referenced property and does not recommend approval of the Site Plan or Floodplain Use Permit at this time. The subject property is entirely located within a Shaded Zone X as shown on the Flood Insurance Rate Map (FIRM), Community-Panel No. 040073-04019C-1015K, effective date February 8, 1999. Shaded Zone X are areas of 100-year flood with average depths of less than 1 foot or with drainage areas less than 1 square mile. The proposed addition to the above referenced existing single-family residence is located within the Shaded Zone X and is considered a substantial improvement to a nonconforming structure. Therefore the proposed addition to the existing nonconforming single-family residence must be brought up to compliance with Tucson Code, Chapter 26, Floodplain and Erosion Hazard Management and elevated to or above a regulatory flood elevation (RFE), 2 feet from highest adjacent grade. Please note that as per the Substantial Improvement & Substantial Damage Rule: A Guideline for Permitting, dated October 2003 only one 3-foot wide doorway may be provided between the common wall of the existing structure and the new improvement. If more than one 3-foot wide linking doorway is proposed for the new improvement, and the improvement is substantial, then the entire existing structure and improved portions of the structure must be brought into compliance by elevation of the floors to or above the regulatory flood elevation. In order to help you permit the addition we will need the following information from you. SITE PLAN: 1) Revise the site plan to show that the lowest finished floor of the proposed addition is 2.0 feet from highest adjacent natural grade. 2) Revise the site plan to show only 1-3' wide doorway between the common wall of the existing single-family residence and the proposed addition. 3) Revise the site plan to show that all service equipment, such as air conditioning, evaporating coolers, electrical and heating equipment servicing the proposed addition are elevated 2.0 feet from highest adjacent grade. GENERAL COMMENTS: Please be advised that since the subject property is located within the shaded zone X floodplain, it will be required that 2 elevation certificates for the proposed addition be filled out by an Arizona Registered Land Surveyor showing that the lowest finished floor of the proposed addition and the service facilities are elevated to or above the RFE, and returned to our office. The first elevation certificate must be returned to this office prior to the pouring of the slab. The second elevation certificate must be returned to our office prior to the certificate of occupancy. Please provide a revised Site Plan that address the comments provided above.
