Lakeside Parkway Parking Lot Restripe Site Plan Transmittal date:1st Review 3/5/06 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. As per the submitted last approved site plan this site was approved for use as an Industrial Business use. The new plans submitted indicate a change of use to a Retail Shopping Center. Per discussion with zoning staff (Craig Gross, David Rivera, Patricia Gehlen) because of the change of use the following comments will apply to this site. 2. Loading zones must be provided as per LUC Sec. 3.4.5.3. Based on the size and location of the building this site will require a total of 7 loading zones. See LUC Sec. 3.4.4.1.B.2 for locational requirements for loading zones. Currently the are no loading zones indicated on the submitted site plans. 3. Pedestrian circulation paths as per DS 2-08.3.1, DS 2-08.4.1, and DS 2-08.5.1 are required. The indicated striped walkways will require to be changed to physically separated 4' wide concrete sidewalks which then can be depressed at and overhead door locations. Clearly indicate the location of all overhead doors which could be used for vehicular traffic. The pedestrian circulation path must provide access and a handicap accessible route from both streets to the entire site. Pedestrian refuge areas (5' in width) and sidewalks (4' in width) are required between any building and an adjacent PAAL. Clearly indicate the location of all handicap ramps and crosswalks. Access ramps at crosswalks and handicap parking access aisles connecting to sidewalks must be provided. In addition Truncated Dome (early warning systems) must be added to all access ramps where transitioning from the pedestrian area to the vehicular use area or at HC access aisles transitioning to the sidewalk area 4. Bicycle parking spaces are required as per LUC Sec. 3.3.5.6.A.2 and DS 2-09. Clearly indicate the type, location, directional signage, and the number of required and proposed bicycle parking spaces. 5. It is acknowledged that the vehicle parking spaces required is for a General Merchandise Sales: Shopping Center for a shopping center with a gross floor area greater than 50,000 square feet per LUC Sec. 3.3.5.6.A.1. Per LUC Sec. 6.2.19 in order to be considered a shopping center 50% or more of the use must be retail. The required parking spaces as per this code is 1 space per 200 square feet of gross floor area. The gross floor area as per the last approved site plan is 66,670 square feet. The gross floor area provide in the calculations indicate 66,510 square feet. Based on the 66,.510 sq. ft. the required number of parking spaces for this site is 333 parking spaces. The parking calculations provided indicate that 286 parking spaces are provided. 47 more parking spaces are required per the provided calculations. The provided restriped plan indicates that there are 234 parking spaces provided. Based on the provided restripe plan an additional 99 parking spaces are required. Please clarify. The last provided site plan indicates there are "loading access areas" along the north side of both southern buildings. These areas are usually in front of overhead doors used for vehicular use. If the overhead doors are still in place then parking spaces will not be allowed to block the overhead doors. Clearly indicate the location of all overhead doors. The area between the two southern building was a landscaped area as per the last approved site plan. If this is a required landscape area parking spaces will not be allowed in this area. Provide a dimension between the two buildings as it appears that three loading zones at 12' wide would not fit into this area then 5 parking spaces at 8'6" will not fit also. Handicap parking spaces must be provided as per IBC Sec. 1106.1. The required number of spaces is based on the number of provided parking spaces at a ratio of 1 space for every 25 parking spaces provided. Van accessible handicap parking spaces are also required as per IBC Sec. 1106.5 at a ratio of 1 space for every 6 handicap parking spaces required. Please provide. 6. This review has been done in conjunction with the provided last site plan which is not an approved site plan. On the plan provided is a note which indicates to see the approved development plan. For the next submittal please provide the last stamped and approved site/development plan. 7.
