1. A 5' sidewalk (keynote 25) is indicated along Speedway Blvd. Speedway Blvd is designated as a arterial road where 6' sidewalks are required. Revise the site plan to show 6' sidewalks along Speedway Blvd. DS 2-02.2.1.A.12.

2. Identify the sidewalk scupper that is located at the ingress/egress at Speedway Blvd. SMDDFM 12.3.2.

3. Street landscape borders shall be located entirely on site, except that, if approved by the City Engineer or designee, up to five (5) feet of the required ten (10) foot width can be placed within the adjacent right-of-way area. The current proposal shows the entire street landscape border for 1st Street within the ROW. This proposal does not meet the minimum requirements of LUC 3.7.2.4. Revise the site plan to meet the minimum requirements and/or provide written approval from the Department of Transportation for 5' of ROW utilized for the street landscape border.

This office recognizes a variance has been requested for the above requirement. The comment will stand until the variance is approved and the site plan has been revised to provided the case number of the variance and any conditions that apply.

4. Clearly indicate on the "existing to remain side," the 5' sidewalk is proposed. DS 3-01.3.3.A.

5. The demolition plan shows existing power poles to remain along the street frontage of First Street. This must also be shown on the site plan. Ensure the location of the new 5' sidewalk does not conflict with the location of the existing power poles. DS 2-02.2.1.A.21.

The above comment is from the first review and does not appear to be fully addressed. The existing east power pole appears to conflict with the proposed sidewalk. Is this a drafting error? Or is there not 5' of clear space to provide the required sidewalk. Please clarify in the response letter and make corrections to the site plan as needed.

6. Provide steel pipes (bollards) between the solid waste enclosure and the walls to prevent the container from damaging the walls. DS 6-01.4.2.C.2.

TRANSMITTAL DATE: April 5, 2007

COMMENTS: Please resubmit revised drawings and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC).

2. Provide documentation from the Zoning Administrator that allows the building to be located within the R3 zone. Based on discussions with the Zoning Administrator about the proposed building located partially on the R3 zoned portion of this site, provide documentation that meets the requirements of LUC Sec. 1.3.5. If documentation meeting the requirements of LUC Sec 1.3.5 can not be provided then the building will need to be relocated out of the R3 zoned area. Parking will be allowed within the R3 zone.

3. If the canopy, called out under keynote 38, has supporting columns, demonstrate how the minimum width of the sidewalk is maintained. D.S. 2-02.2.1.A.6 If applicable show all canopies and overhangs.

4. Demonstrate how the proposed Class 1 bicycle parking meets the requirements of D.S. 2-09.2.2 and how this bollard style rack provides the two (2) point support system and also supports 3 bicycles. Per D.S. 2-09.2.2.5 the proposed Class 1 bicycle parking my require approval of the DSD Director. D.S. 2-02.2.1.A.9 Provide required information in regards to the Class 1 bicycle parking which is required for this project, this includes materials for lighting, paving, and security; fully dimensioned layout; location; specific type of rack and the number of bicycles it supports; and the location and type of directional signage if required. If the required Class 1 bicycle parking is to be provided inside of the building provide a floor plan showing the location and how the requirements of D.S. 2-09 are met.

5. Based on the revision to the plan. Per D.S. 2-08.4.1 the pedestrian circulation/accessible route (sidewalk) must be physically separated from any vehicular use area. That said the stripped area located just to the east of the parking space located next to the handicapped parking space located along the north side of the proposed building must be physically separated from the parking space. Also demonstrate how the proposed concrete trench drain, called out under keynote 39 effects the access route as it leaves the parking area and crosses the sidewalk on the west side of the PAAL off of Speedway. D.S. 2-02.2.1.A.12 The pedestrian circulation/accessible route (crosswalk) which runs from the handicapped access aisle, located on the north side of the building, to the sidewalk along Speedway Blvd. presents a safety hazard as it angles behind parking spaces. This crosswalk should run perpendicular to the parking area access lane (PAAL).

6. The striped area located at the southwest corner of the building is not considered a crosswalk area. This area must be physically separated from the travel lanes. The pedestrian circulation/accessible route will use sidewalks and curb ramps to provide access to the crosswalks. D.S. 2-02.2.1.A.12 The pedestrian circulation/accessible route (crosswalk) which runs from the end of the sidewalk located at the southwest corner of the building, to the sidewalk along Anderson Blvd. presents a safety hazard as it runs to the south end of the sidewalk near the drive-through PAAL. This crosswalk should run perpendicular to the parking area access lane (PAAL) to the sidewalk along the west side of the building.

7. The striped area located at the northeast corner of the building is not considered a crosswalk area. This area must be physically separated from the travel lanes. The pedestrian circulation/accessible route will use sidewalks and curb ramps to provide access to the crosswalks. Per ICC/ANSI A117.1-2003 Sec. 406.6 curb access ramp, located at the east end of the crosswalk, may not be located within a parking access aisle. Revise the access route to meet this section of the code. D.S. 2-02.2.1.A.12 Provide a pedestrian circulation/accessible route between the proposed building and the existing building.

8. Zoning acknowledges the handicapped sign and bollard prevents vehicles from accessing the sidewalk at the handicapped parking spaces. Provide the handicapped sign & bollard detail on the site plan. The comment has not been addressed. Demonstrate how vehicles are prevented from accessing the sidewalk at the northwest corner of the building where the pavement is flush with the sidewalk. D.S. 2-02.2.1.A.12 Provide some type of barrier per D.S. 3-05.2.3.C.1 to prevent vehicles from having access to the sidewalk located at the northwest corner of the building.

9. This comment has not been addressed. Remove the reference of C-2 Zoning located just to the east of the intersection of Anderson and 1st. D.S. 2-02.2.1.A.28 Remove the reference to C-2 ZONING located at the southwest corner of this site.

10. D.S. 2-02.2.2.B.4 The parking calculation is not correct. Per LUC Sec. 3.3.5.1 the calculation for a mixed use development does not apply to the specific mixed uses listed in Sec. 3.3.5.2, 3.3.5.3, 3.3.5.4, 3.3.5.6, and 3.3.5.7. Based on LUC Sec. 3.3.5.6 General Merchandise Sales: Shopping Centers. and LUC Sec. 6.2.19 Definition of a Shopping Center this project does not qualify Under LUC Sec. 3.3.5 Mixed Use Parking Requirements. Provide a vehicle parking calculation which meets either the requirements of LUC Sec. 3.3.5.6.B or provide a vehicle parking calculation based on each individual use. Depending on the vehicle parking calculation provided the bicycle parking calculation may need to be revised. The provide parking calculation under "EXISTING BUILDING:" the sum total square footage of the five (5) uses provided does not match what is shown on the plan, 16,646 or under LUC Project Data, please clarify.
