COMMENTS: Please resubmit revised drawings and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC).

2. Based on discussions with the Zoning Administrator about the proposed building located partially on the R3 zoned portion of this site, provide documentation that meets the requirements of LUC Sec. 1.3.5. If documentation meeting the requirements of LUC Sec 1.3.5 can not be provided then the building will need to be relocated out of the R3 zoned area. Parking will be allowed within the R3 zone.

3. Provide a location map which meets the minimum requirements of D.S. 2-05.2.1.D, show the subject property approximately centered in the one (1) square mile area, identify conditions within the square mile area, such as major streets and watercourses, section, township and range, north arrow and scale.

4. D.S. 2-02.2.1.A.6 If applicable show all canopies and overhangs.

5. D.S. 2-02.2.1.A.7 Dimension the required zoning setbacks and distance between builds on the site. The street setbacks are based on LUC Sec. 3.2.6.5.B.

6. D.S. 2-02.2.1.A.8 Provide a detail for a standard parking space.

7. D.S. 2-02.2.1.A.9 Provide required information in regards to the Class 1 bicycle parking which is required for this project, this includes materials for lighting, paving, and security; fully dimensioned layout; location; specific type of rack and the number of bicycles it supports; and the location and type of directional signage if required. If the required Class 1 bicycle parking is to be provided inside of the building provide a floor plan showing the location and how the requirements of D.S. 2-09 are met.

8. D.S. 2-02.2.1.A.9 The location of the proposed Class 2 bicycle parking does not meet the requirements of D.S. 2-09. Per D.S. 2-09.4.1 Class 2 bicycle parking facilities will be located no more than fifty (50) feet from the main entrance and will be along the front side of the building. Per D.S. 2-09.5.2 Dimension the required aisle width on the Bike Space detail.

9. D.S. 2-02.2.1.A.12 The pedestrian circulation/accessible route (crosswalk) which runs from the handicapped access aisle, located on the north side of the building, to the sidewalk along Speedway Blvd. presents a safety hazard as it angles behind parking spaces. This crosswalk should run perpendicular to the parking area access lane (PAAL).

10. D.S. 2-02.2.1.A.12 The pedestrian circulation/accessible route (crosswalk) which runs from the end of the sidewalk located at the southwest corner of the building, to the sidewalk along Anderson Blvd. presents a safety hazard as it runs to the south end of the sidewalk near the drive-through PAAL. This crosswalk should run perpendicular to the parking area access lane (PAAL) to the sidewalk along the west side of the building.

11. D.S. 2-02.2.1.A.12 Provide a pedestrian circulation/accessible route between the proposed building and the existing building.

12. D.S. 2-02.2.1.A.12 Provide some type of barrier per D.S. 3-05.2.3.C.1 to prevent vehicles from having access to the sidewalk located at the northwest corner of the building.

13. D.S. 2-02.2.1.A.14 The proposed loading zone cannot be located in front of the proposed trash compactor.

14. D.S. 2-02.2.1.A.18 Speedway Blvd is a Major Street and Route, add MS&R to the street name.

15. D.S. 2-02.2.1.A.19 Speedway Blvd. right of way (ROW) appears to meet the existing and future, revise the dimension of the ROW to read "60' FUTURE & EXISTING ½ ROW.

16. D.S. 2-02.2.1.A.25 Provide the type of site lighting on the site plan.

17. D.S. 2-02.2.1.A.28 Remove the reference to C-2 ZONING located at the southwest corner of this site.

18. D.S. 2-02.2.1.A.31 The proposed use should be "GENERAL MERCHANDISE SALES, SUBJECT TO: SEC. 3.5.9.2.A". The existing use should be listed as "GENERAL MERCHANDISE SALES"

19. D.S. 2-02.2.2.A.3 Zoning acknowledges that the floor area ratio (FAR) for this project is 0.9. Provide a FAR calculation that meets LUC Sec. 3.2.11.2.C.1.

20. D.S. 2-02.2.2.A.4 Remove the reference to Variance C10-01-52 from the plans. This Board of Adjustment for Variance was never totally actuated. Per conditions of the B of A, a permit was required for a tenant improvement for a Health/Exercise Club/Gymnasium, this permit was never issued. Revise the parking calculation.

21. D.S. 2-02.2.2.A.5 The loading zone calculation is incorrect. Per LUC. Sec. 3.4.5.3 for a building square footage of 14,980 two (2) 12 x 35 loading spaces are required. Revise the site plan and calculation.

22. D.S. 2-02.2.2.B Provide existing calculations along with the proposed for the entire site. The existing calculation will be based on the last approved site plan.

23. Under the "PERIMETER YARD" the setbacks for the "F.Y. (NORTH), S.Y. (SOUTH) and S.Y. (WEST) are incorrect. Per LUC. Sec. 3.2.6.5.B the setback along Speedway Blvd. MS&R is 21 feet or the height of the proposed exterior building wall, whichever is greatest, measured from the back of existing curb or future curb location. The setback along Anderson Blvd. is 21 feet or the height of the proposed exterior building wall, whichever is greatest, measured from the back of existing curb or future curb location. The setback along 1st Street is 21 feet or the height of the proposed exterior building wall, whichever is greatest, measured from the outside edge of the nearest adjacent travel lane.

RESUBMITTAL REQUIRED: SITE PLAN, DRAINAGE REPORT

1. Provide a location map which meets the minimum requirements of D.S. 2-05.2.1.D, show the subject property approximately centered in the one (1) square mile area, identify conditions within the square mile area, such as major streets and watercourses, section, township and range, north arrow and scale. D.S. 2-02.2.1.A.4.

2. Indicate on the site plan if the shown sight visibility triangle (SVT) for the ingress/egress off of Speedway Blvd is existing, future or coincident. Label appropriately. DS 2-02.2.1.A.10.

3. A clear line of sight between 30" and 6' must be maintained through a triangular area adjacent to a street. The 5' screen wall located on the south boundary of the site is located within the far side SVT for First Street to Anderson Blvd. Revise the site plan to show a far side SVT for First Street to Anderson Blvd and to show the 5' wall outside the SVT. Refer to redlines. DS 2-02.2.1.A.10.

4. Provide a far side SVT for Anderson Blvd. to Speedway Blvd. (northeast corner of the site). The length for a far side SVT for a local street to an arterial road is 125'. Revise appropriately. Refer to redlines. DS 2-02.2.1.A.10.

5. Indicate in keynote 2 the width of the sidewalk. DS 2-02.2.1.A.12.

6. Provide the direction of roof drainage and general drainage patterns for the site. It is acknowledged that the requested information is shown on the grading plan, however per DS 2-02.2.1.A.16., general drainage information shall be provided on a site plan. Revise appropriately.

7. Show on the plan the existing and proposed quantity and location of the onsite to offsite 100-year storm volume that is discussed in the drainage report page 2.

8. It appears (via the grading plan, sheet 2 of 3) all of the stormwater is only being directed to the Speedway Blvd. access point, when historically the stormwater exited the site from Anderson Blvd. and Speedway Blvd. Stormwater must be accepted and released from developments essentially at the same locations, and with the same magnitudes, as encountered under natural or existing conditions. The drainage report discusses some of the drainage will be directed to Anderson Blvd. and the majority will be directed to Speedway Blvd. Revise the site plan and the grading plan to maintain the historical drainage patterns and to reflect the discussion in the drainage report. SMDDFM 12.5

9. The grading plan shows a concrete flow channel on sheet 2 and 2-4" PVC pipes, this drainage information is not provided on the site plan. At minimum, provide finish grade information on the site plan and keynotes indicating the drainage structures with reference to the location of the civil detail and sheet number.

10. In addition to the above comment, be aware it appears there is a ponding issue within the parking lot where the PVC pipes are located. Unattended vehicles will be limited in areas where the depth does not exceed 1' in a 100 year event. Please refer to grading comments number SMDDFM 12.3.2.

11. Sheet 2 of the grading plan shows on the west side of the structure the flow channel is directing concentrated flows toward the handicap access ramp. This is not approvable. Pedestrian access must be designed and constructed to convey at minimum the 10-year event. The development must be designed meet this requirement. Revise the grading plan and site plan to direct the concentrated flow to avoid the pedestrian access.

12. It is acknowledged that detailed grade and drainage information is provided on the civil drawings. Per DS 2-02.2.1.A.16., drainage and finish grades are required to be on a site plan. The site plan and the civil drawing are both utilized by the Engineering Inspectors to verify required site infrastructure during inspections. These plans are often separated at the construction site. Because the site plan is used to verify site infrastructure by the Engineering Inspectors and is required information to be on the plan, this office requests that the civil sheets are referenced on the site plan.

13. It is acknowledged the site is flat, has an existing building and cut/fill quantities probably will be small or nil, however it is required to be noted on the plan. Provide cut and fill quantities for the project, if the quantities equal zero state so on the plan via general note. DS 2-02.2.1.A.17.

14. Provide the future ROW width for Speedway Blvd. If the existing ROW is built out to the future ROW width, label the dimension, "existing and future ROW ." If Speedway Blvd. is not built out to the future ROW width provide the ½ ROW width, future curb and sidewalk location and provide future SVTs for the entrance/exit drive. Revise as necessary. DS 2-02.2.1.A.19.

15. All easements of record must be provided on the plan with docket and page. If applicable provide the information on the plan. DS 2-02.2.1.A.20.

16. After reviewing parcel on the Department of Transportation Map Site there appears to be ROW that extends into the footprint of the building. It is acknowledged this ROW has been abandoned, however the docket and page of the recordation must be provided on the plan. Revise as necessary. DS 2-02.2.1.A.20.

17. Street landscape borders shall be located entirely on site, except that, if approved by the City Engineer or designee, up to five (5) feet of the required ten (10) foot width can be placed within the adjacent right-of-way area. The current proposal shows the entire street landscape border for 1st Street within the ROW. This proposal does not meet the minimum requirements of LUC 3.7.2.4. Revise the site plan to meet the minimum requirements and/or provide written approval from the Department of Transportation for 5' of ROW utilized for the street landscape border.

18. All new development shall provide 5 foot wide sidewalk along the entire length of the street frontage. First street does not have a sidewalk. A 5' sidewalk must be provided along the entire 480' of First Street frontage. The space between the curb and sidewalk within the ROW is a minimum width of two feet. The space is reserved for traffic signs, fire hydrants, etc. Revise the site plan to show this space and a proposed 5' sidewalk within the ROW. DS 3-01.2.7.B., DS 3-01.3.3.A.

19. The demolition plan shows existing power poles to remain along the street frontage of First Street. This must also be shown on the site plan. Ensure the location of the new 5' sidewalk does not conflict with the location of the existing power poles. DS 2-02.2.1.A.21.

20. Grading, hydrology, landscape islands and borders are to be integrated in effort to make maximum use of stormwater runoff for supplemental irrigation purposes. Landscape islands and borders must provide water harvesting from the vehicle use area and the rooftops. Small curb openings must be provided to accept the surface stormwater. Revise the site plan to meet this criteria. Revise or provide explanation on why this requirement is not being incorporated on this project. LUC 3.7.4.3.B.

21. Sheet 3 of the civil drawings, provides a Detail 3 of solid waste enclosure. It appears the solid waste detail does not match the solid waste enclosure on the site plan view, sheet C1.1. The site plan and the detail are from different consultants. Revise the documents to be consistent with each other.

22. On the site plan callout the break in the 5' south wall for pedestrian access that is shown on the landscape plan.

23. At least one (1) sidewalk will be provided to a project from each street on which the project has frontage. The sidewalk should be located to minimize any conflict with vehicular access to the project. Revise the plan to show a sidewalk from the proposed structure to First Street. The area providing pedestrian circulation across the PAAL should be striped. DS 2-08.04.

DRAINAGE REPORT COMMENTS

1. Include the activity number, "T06CM06417" on the cover sheet. SMDDFM 2.3.1.1.A.

2. Include the address on the cover sheet. SMDDFM 2.3.1.1.B.

3. Be aware it appears there is a ponding issue within the parking lot where the PVC pipes are located. Unattended vehicles will be limited in areas where the depth does not exceed 1' in a 100 year event. If the depths exceed 1' the drainage structure may need to be revised to meet the requirement SMDDFM 12.3.2.

4. Describe and provide the hydraulic calculations for the stormwater conveyance through the 2 4" PVC pipe. SMDDFM 2.3.1.5.C.

5. Provide a site map of the onsite drainage for existing and proposed conditions showing at minimum the onsite watershed boundaries and all points of concentration, include the quantity for a 100 year event. SMDDFM 2.3.1.3.B.2.

§ All vegetation complies with the requirements of Sec. 3.7.2.2.

§ The landscaping does not interfere with the use of the sidewalk.

4. Within a vehicular use area, one (1) canopy tree is required for each 10 motor vehicle parking spaces and every parking space shall be located within forty (40) feet of the trunk of a canopy tree (as measured from the center of the tree trunk) per LUC 3.7.2.3.A.1. Additional trees

5. All landscaping and screening must comply with the sight visibility requirements of Development Standard 3-01.0. Plant materials located within sight visibility triangles should consist of ground cover or low-growing vegetation of a species that will not grow higher than thirty (30) inches. However, trees may be installed within those areas provided that:

§ The trunk caliper, at maturity, will not exceed twelve (12) inches in diameter;

§ The lowest branch of any tree is at least six (6) feet above the grade of the street or driveway, whichever is the determining factor in the sight visibility triangle; and….

§ Revise landscape plan as necessary to remove vegetation that will not meet requirements within the SVT. Cassia nemophila and Caesalpinia pulcherrima will typically grow in excess of 3 feet.

6. All landscape areas will be depressed to accept water flow from roofs, PAAL, and parking areas. Show by detail or spot elevations how landscape areas will accommodate water harvesting.
