6. Additional tree is required for canopy requirement.

The Site Plan (SP) and Drainage Report (ER) cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Site Plan:

1. Please include a response letter to the comments along with the corrected copies of the SP.
2. The feed store (4000 sf ) building is encroaching into the flowage easement. This may impede stormwater flow and the building shall be removed from encroaching into the 16' drainage easement.
3. Label existing and future sight visibility triangles per D.S. 2-02.2.1.10.
4. Show all points of egress and ingress including locations and width of driveways and parking area access lanes (P.A.A.L.) per D.S. 2-02.2.1.11.
5. Please label all vehicular, bicycle, pedestrian, and handicapped circulation clearly identified per D.S. 2-02.2.1.12.
6. Fully dimensioned loading space(s) and maneuvering area(s) per D.S. 2-02.2.1.14.
7. Show the limits of the 100-year floodplain and water surface elevation per D.S. 2-02.2.1.15.
8. Please list estimated cut & fill quantities per D.S. 2-02.2.1.17.
9. Please show dimensioned right-of-way, including any applicable Major Streets and Routes (MS&R) Plan right-of-way per D.S. 2-02.2.1.19.

15. Show refuse container location, size, and access thereto fully dimensioned per D.S. 2-02.2.1.32 and D.S. 6-01.0. The refuse enclosure entrance is not located on the projects property, explain why? Also the inside dimentions of the enclosure shall be a 10'x10' "clear aera" form bollard to bollard.
16. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information.
17. Please show a typical cross section of the P.A.A.L. or call out the percentage of slopes. Call out the GB at the D/W, if applicable.
18. Any parking lot that is subject to flooding from either Regional Watercourse, a Major Wash or a Minor wash shall have a prominent sign posted…………………………….per SMDDFM Chap. 12.3.2 and 3.
19. Please show the proposed roof drainage patterns, 100% of the 10-year flow must be conveyed under the sidewalks including any other site drainage as well. Please provide supporting calculations to demonstrate compliance with D.S. 3-01.4.4. If the location(s) of the roof scuppers have not yet been decided, a general note indicating sidewalk scuppers will be used when the roof scuppers locations have been designed and located will suffice.
20. List all the consulting engineers (civil) and the owner/developer on the plans with the pertinent information.
21. A floodplain use permit is required.
22. Add note: "Depress all landscaped areas 6" maximum for water harvesting". Provide curb openings at each landcsaped area and grade to accept water for harvesting.
23. A Stormwater pollution prevention plan (SWPPP) is required during Grading plan submittal. Contact Paul P. Machado at 791-5550 x1193 for any additional information.

Drainage Report:
1. Please include a response letter to the comments along with the corrected copies of the DR.
2. Demonstrate that any unattenuated 100-yr. peak discharge from the existing culvert system is able to be conveyed through the site without adverse impact to the existing or proposed main structures per D.S. DS Sec.2-02.2.1.A.16 and 22.
3. Any parking lot that is subject to flooding from either Regional Watercourse, a Major Wash or a Minor wash shall have a prominent sign posted…………………………….per SMDDFM Chap. 12.3.2 and 3.

COMMENTS: Please resubmit revised drawings along with a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This site plan was reviewed for full code compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC).

2. Per the provided approved site plan for Circle K this proposed development is impacting how Circle K accesses the approved location for the dumpster and loading zoning. Provide documentation, which approves the relocation of Circle K's dumpsters and shows how the loading zoning is accessed. Additional comments may be forth coming.

3. The proposed 4000 sq. ft. retail building is shown being built over a 16' flowage easement. Provide documentation, which either allows construction of a structure in this easement, or abandons the easement. Additional comments may be forth coming.

4. D.S. 2-02.2.1.A.4 Provide a location map which meets the minimum requirements of D.S. 2-05.2.1.D, show the subject property approximately centered in the one (1) square mile area, identify conditions within the square mile area, such as major streets and watercourses, section, township and range, north arrow and scale.

5. D.S. 2-02.2.1.A.6 Provide the building heights, overhangs and canopies. It appears that there is a canopy on the south side of the retail store, label.

6. D.S. 2-02.2.1.A.7 Under the Project Data: Street Frontage = Sec. 3.2.6.5 the 1.5 x 17'-10" (bldg hgt) = 26'-9" is incorrect. Per LUC Sec. 3.2.6.5.B the required street setback is 21' or the height of the proposed exterior building wall, which ever is greatest. Based on 17'-10" building height the minimum setback from the back of future curb would be 21', revise.

7. D.S. 2-02.2.1.A.8 The parking space located just to the east of the proposed dumpster enclosure does not meet the minimum width requirements. Per D.S. 3-05.2.1.B.3 When the side(s) of a parking space abuts any vertical barrier of six (6) inches in height, other than a vertical support for a carport, the required width for the space is ten (10) feet to provide extra width to allow passengers to enter and exit the vehicle on the side where the barrier exists.

8. D.S. 2-02.2.1.A.8 Per D.S. 3-05.2.1.3.a When PAALs area designated as fire lanes or are used as access lanes for refuse collection or loading zones, a minimum unobstructed radius of eighteen (18) feet is required where they intersect another PAAL. The radius shown just to the southeast of the loading zone does not meet this requirement.

9. D.S. 2-02.2.1.A.8 A recorded cross access agreement will need to be provide for the PAAL between this project and Circle K prior to approval of the site plan.

10. D.S. 2-02.A.2.1.9 The bicycle parking detail does not meet the requirements of D.S. 2-09.0 Figure 9, revise detail. Per D.S. 2-09.0.4.4 the class 2 bicycle parking facilities will be clearly visible form the adjacent sidewalks, drives and the main entrance. If the Class 2 bicycle parking is to remain as shown on the plan, near the southeast corner of the proposed retail building then signage will be required which provides direction to the bicycle parking area. Ensure that your copy of D.S. 2-09.0 is Supplement 9.

11. D.S. 2-02.A.2.1.10 It does not appear the future near side sight visibility triangle (SVT) is shown correctly, see engineering comments.

12. D.S. 2-02.A.2.1.12, D.S. 2-08.4.1.B A sidewalk shall be provided adjacent and parallel to any PAAL on the side where buildings are located, provide a sidewalk along the west side of the hay barn.

13. D.S. 2-02.A.2.1.12, D.S. 2-08.4.1.D Sidewalks must connect all areas of the development and must also connect to the pedestrian circulation path located in any adjacent street, a sidewalk will connect the retail building to the pedestrian circulation path located in any adjacent street.

D.S. 2-02.A.2.1.12, D.S. 2-08.4.1.F Sidewalks or pedestrian refuge areas may not be located between any motor vehicle parking space and the PAAL providing access to that space, the pedestrian refuge shown behind the three (3) vehicle parking spaces located just north of the hay barn needs to be relocated.

14. D.S. 2-02.A.2.1.12 Detectable warnings (truncated domes) will be required at all curb access ramps. ICC/ANSI A117.1-2003 Sec. 406.13

15. D.S. 2-02.2.1.A.14 Show the maneuvering area for the loading zone on the site plan. It does not appear to be sufficient maneuvering area for the proposed loading zone.

16. D.S. 2-02.2.1.A.19 Label Golf Links Rd as an MS&R route.

17. D.S. 2-02.2.1.A.25 If applicable provide existing and proposed freestanding lighting layout and type. Provide a detail; list the height of pole and type of lighting.

18. D.S. 2-02.2.1.A.28 The existing zoning as shown on the plan is incorrect. The zoning for this parcel is C1, along with the parcels to the north, east & west. The parcel just to the north is a small portion connect to the parcel to the west which is zoned C1. North of that parcel is R1 zone. Revise the plan.

19. D.S. 2-02.2.1.A.31 Provide the existing and proposed use on the plan. On the plan under the PROJECT DATA: GENERAL MERCHANDISE SALES: "28" is shown, revise this to read "EXISTING USE: VACANT" "PROPOSED USE: GENERAL MERCHANDISE SALES: "28" SUBJECT TO: SEC. 3.5.9.2.C

20. D.S. 2-02.2.1.A.32 Zoning acknowledges that a refuse container location is shown on the plan. If access to the refuse container location is approved by Engineering & Environmental Services a copy of a recorded cross access agreement must be provide between this project and Circle K prior to approval of the site plan.

21. D.S. 2-02.2.2.3 Zoning acknowledges that the Floor Area Ration (FAR) allowed is provided on the plan. Provide the actual FAR provided on the plan.

22. D.S. 2-02.2.2.3 Per LUC Sec 3.2.3.2 Development Designator "28" Site coverage is not applicable, remove from plan.

23. D.S. 2-02.2.2.4 The bicycle parking calculation is incorrect. The calculation shows "4 CLASS 1 PROVIDED" all information/details on the plan specify Class 2. Per LUC Sec. 3.3.7.8 Any use providing less than fifty (50) motor vehicle parking spaces my substitute Class 2 for Class 1 spaces. Revised the bicycle parking calculation.

24. Ensure that all changes to the site plan are reflected on the landscape & grading plan. There currently inconsistencies between the site and landscape plan.
