On streets designated as Major Streets and Routes (MS&R), the street landscape border is measured from the MS&R right-of-way line as determined by LUC 2.8.3.4. 3. Indicate square footage of all landscaped areas and calculation of the percentage of vegetative coverage per DS 2-07.2.2.2.g. Verify that street landscape borders meets 50% coverage requirement. 4. A 30" continuous screen along street frontages for display area must be provided per LUC Table 3.7.2-I. The screening requirement is in addition to the landscape requirements. 5. All landscape areas including between the right-of-way line and sidewalk and the area between the sidewalk and the curb, if not covered with vegetation, shall be covered with an appropriate inorganic ground cover, such as decomposed granite. 6. Landscape plan shall include irrigation specification design and layout per DS 2-06.5.4.A & DS 2-06.5.4.B including source of irrigation, sleeves for driveways and sidewalks, locations of valves, low-flow bubblers or drip irrigation. 7. Engineering Division does not recommend approval of the site plan at this time. The following items need to be addressed: SITE PLAN COMMENTS: 1) DS Sec.2-02.2.1.A.1: Revise the site plan so that it is drawn at a standard engineering scale no larger than 1"=60'. 2) DS Sec.2-02.2.1.A.2: Provide the property description on the revised site plan. Include the Township, Range and Section along with the lot number and the subdivision book and page for the subject parcel. 3) DS Sec.2-02.2.1.A.4: Revise the site plan to provide a project location map on Sheet A1. The project location map must identify conditions within the square mile shown, such as watercourses, section corners, major roads, and subdivisions adjacent to the site. Reference recorded subdivision plats by book and page numbers. 4) DS Sec.2-02.2.1.A.5: Provide the bearings along with the dimensions shown for the property lines on the revised site plan. 5) DS Sec.2-02.2.1.A.8: Provide a back-up spur or show maneuverability for the 4 parking spaces along the southern portion of the re-stripped parking area. The spur must have a minimum of a 3-foot radii and 3 feet in depth, but must also provide a minimum of 3 feet between the back of spur and any wall obstruction that is over 6 inches in height. DS Sec.2-02.2.1.A.8: Refer to DS Sec.3-05 for all vehicular use area requirements. 6) DS Sec.2-02.2.1.A.8: Provide a wheel stop barrier for the parking stall located adjacent to the handicap-parking stall. Wheel stop barriers are required at this location to prevent parked vehicles from extending beyond the property lines, damaging landscape areas, or walls. 7) DS Sec.2-01.2.1.A.8: Revise the 3 proposed parallel parking spaces to meet the minimum requirements of DS Sec.3-05.2.1.B.3. Where a parking space abuts any vertical barrier over 6-inches in height the required width for the space is 10-feet by 23-feet to provide extra width to allow passengers to enter and exit the vehicle on the side where the barrier exists. 8) DS Sec.2-02.2.1.A.10: Provide existing and future sight visibility triangles (SVT), labeled and dimensioned, for all intersections of the PAALs at 6th Avenue and Lincoln Street. Refer to DS Sec.3-01.5.1 for sight visibility requirements and dimensions. 9) DS Sec.2-02.2.1.A.10: Provide both SVT triangles, labeled and dimensioned, for the intersection of South 6th Ave and Lincoln Street. SVT's are only applicable on the subject property. 10) DS Sec.2-01.2.1.A.11: Revise the site plan to show the minimum unobstructed radius of 18' that is required at the PAAL intersection at the entrance points that are being used as access for refuse collection and fire lanes. Refer to DS Sec.3-05 for PAAL requirements. 11) DS Sec.2-02.2.1.A.12: Revise the site plan to show the required pedestrian circulation paths that are required from the existing building to the pedestrian circulation path located along 6th Avenue and Lincoln Street. 12) DS Sec.2-02.2.1.A.12: Clarify on the site plan that all handicap ramps at crosswalks or at the transition of a pedestrian circulation area to a vehicular use area has the required detectable warning devices (truncated domes) per ANSI Standards A117.1-2003 Section 406.13. 13) DS Sec.2-02.2.1.A.12: Revise the site plan to show the required pedestrian circulation path around the existing building. The pedestrian circulation paths must be provided around the entire structure or clarify adequate pedestrian refuge areas to all public use areas. Pedestrian circulation must be 5-feet in width were adjacent to a PAAL and a structure. 14) DS Sec.2-02.2.1.A.14: Label and show on the site plan the maneuvering area for all loading zones required on the site plan. Refer to AASHTO for the national standards for turning radii. 15) DS Sec.2-02.2.1.A.16: Provide drainage arrows and locations of all concentration points. Specifically show proposed lot drainage and down spout locations at pedestrian circulation areas. A detail for the dimension of the proposed scuppers that are used for collecting onsite roof drainage at all pedestrian sidewalk is required. Any scuppers proposed under the sidewalk will be designed and constructed to convey the 10-year flood flow. Provide a drainage statement showing scupper calculations that demonstrate that the 10-year flood flow is contained under the sidewalk. 16) DS Sec.2-02.2.1.A.19: Provide the recordation information on the site plan for 6th Ave and Lincoln Street along with the right-of-way widths for each street. 17) DS Sec.2-01.2.1.A.20: Provide on the site plan all easements for existing and proposed utilities (water, gas, electric) and public/private sewer lines. The easements must be shown graphically on the plan together with recording docket and page reference. 18) DS Sec.2-02.2.1.A.21: Revise the site plan to provide dimensions from street monument lines to existing and proposed curbs, sidewalks, driveways, and utility lines. 19) DS Sec.2-02.2.1.A.32: Provide a detail with dimensions for refuse container on the site plan, the enclosure must have a minimum inside clear dimension of 10 feet by 10 feet between steel bollards that are required between the container and the enclosure's rear and sidewall. Refer to DS Sec.6-01.4.2 for specifications and requirements on access, placement of containers, bin enclosure and construction. 20) DS Sec.2-02.2.1.A.32: Label and show the maneuverability for refuse vehicles in plan view at the proposed refuse container location. 21) DS Sec.2-02.2.1.C: Revise the landscape plan to match the revised site plan. Verify that the SVTs on the landscape plan match the site plan. GENERAL COMMENTS: Provide a revised site plan that address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Further comments may be generated upon resubmittal of the site plan.
