T07BU00958, T06CM06319 WILLDAN PROJECT NO. 16608-7002 The initial review for the above project has been completed. This letter contains comments which need to be addressed by written responses to each which indicate any actions taken. In order to facilitate a shorter second review, all corrections and revisions must be made on the original plans and two complete new sets of prints, along with one complete redlined set, must be returned to our office. To avoid delays, ensure that all corrections have been made, are complete, and have been coordinated on all applicable detail and note sheets. Pen or pencil corrections on final prints are not acceptable. Should you have questions regarding the comments herein, please contact your plans examiner, David Gue. GENERAL COMMENTS: Plans are difficult to decipher what is existing and proposed. If existing elements are being removed, they need to be shown, clearly dimensioned and called out. Call-out the following: Saw-cuts and removals of pavement, sidewalk, curb and gutter, etc. Clearly label and call out what is to be constructed with these plans. Show clearly where the existing utilities are located and sizes of lines. Call out the removal or relocation of utilities. Call out the utilities to be constructed with these plans. Clearly label size, materials, etc. Dimensions and horizontal control to the plans. Add bearings and distances to all street centerlines Add a detail or dimensions for typical park spaces. Add a detail for the handi-cap parking spaces. Adding callouts at the locations where they are to be installed. Add call outs where sidewalk ramps are to be installed Show the location of all sidewalk to be constructed with these plans. Adding call-outs for the construction of the sidewalk and notes where sidewalk is to match into the existing sidewalk. Call out paving to be installed with these plans. Sheet 4 and 5 Add Finish Floor Elevations to the existing buildings. Add bearings and distances and street names to the adjoining streets. Add dimensions and horizontal control to the plans. Add dimensions for the parking spaces and handi-cap parking. How will new sewer lines be connected into existing? Call out the size, material, lengths, etc. Call out the construction of the waterline, using material, size, lengths, etc. Drainage Report Water harvest area 1 (WH 1) seems small to retain all the runoff from eastern half and its off-site flow. Provide volume required and provided, HW and contour elevations for WH1. Clearly show the overflow for this basin. How does the volume of flow and velocity effect the water harvesting basin and overflow outlet? If there is overflow for WH 1, mention where the flow is draining. If it is draining onto 12th Street, discuss the effect. Is 12th Street capable of taking the overflow from the basin? Mention the size of the bleed-off pipe in the report? Provide the orifice equation and calculations for the bleed-off pipe. Provide invert/rim elevations for the manhole and catch basin the bleed-off pipe tying into. How the additional run off going to affect the catch basin and its storm drain system. Provide drainage exhibits in the report that are 24x36 in size. The exhibits provided are small and hard to read. Cover Sheet A1.0 Correct details: #5 Typical Curb ‘A’ Vertical; show all dimensions including outside curb to curb. #12 COT STD & Access Parking; show detail for truncated domes. Sheet A1.1 Fix scale on details #2, 3 & 4 and designation “East” or “West of building”. A 4-foot minimum sidewalk clearance must be maintained throughout the site. Tree wells should be staggered to allow for a 4-foot minimum clear around open doors. See details #3 & 4. (DS 2-08.3.0) A 4-foot minimum clear should be maintained with the 2-foot 6-inch car overhang to the West of buildings 6 and 7 and around building 8. (DS 2-02.2.1.12) This 4-foot clear pedestrian area must be constructed of sidewalk surface. Pedestrian surface/access should not include tree well grates. (DS 2-08) Please clarify Class 1 bicycle parking. Is designated parking located within the buildings? Class 1 bicycle parking must meet long-term bicycle parking standards. (DS 2-09.2.2) See redlines for additional comments and clarification. Sheet A1.2 Fix scale on detail #3. Reference detail #4 to above Class 1 bicycle parking comment. Is the existing electrical box being relocated? If so, show the new location. Please provide easement abandonment documentation when available. See redlines for additional comments and clarification. Per DS 2-02.2.1.7, please revise the setback notes to declare where the measurements are taken from - property line, travel lane or back of future curb - as applicable. 2. Per DS 2-02.2.1.8, with regards to parking: A) Handicapped parking should be provided more evenly distributed on sides of the buildings that have public entrances. Please disperse the handicapped parking around each building, where near public entrances. B) I see 11 handicapped spaces on the plan - are there more? Revise the calculation for the required number of handicapped parking spaces to be based upon the amount of overall parking PROVIDED on the site. 3. Per DS 2-02.2.1.9, with regards to bicycle parking: A) Revise bicycle parking calculation to be based upon the PROVIDED number of spaces for EACH use. B) Demonstrate that class 2 bicycle parking is within 50' of a public entrance to buildings 6 and 8. Call out whether the closest entrance is public and provide straight line dimension. 4. Per DS 2-02.2.1.11, dimension PAALs at west entry off Park, from islands to edges. 5. Per DS 2-02.2.1.14, with regards to loading zones: A) The Zoning Administrator has determined the loading zone for building 8 may be located on the adjacent lot near existing buildings 2 and 3, providing the cross access agreement is amended to include loading zone use. B) Building 6 does not have a loading zone within reasonable distance. Relocate loading zone closer to building. 6. Per DS 2-02.2.1.20, I see easements noted on sheet A.1.2. Please ensure that all easements, even those to be abandoned, are graphically depicted on the plan, with their docket, page of recordation and type. For those easements that are to be abandoned, please provide additional note that they are abandoned, and list their docket and page of recordation. 7. Per last review, staff is consulting the City Attorney's office on what impact the existing mineral rights (listed as individual parcels) may have on the proposal to develop this site.
