| 01/23/2007 | ELIZABETH EBERBACH | ENGINEERING | REVIEW | Approved | DATE: January 23, 2007 TO: John Hucko, LA SUBJECT: 600 West St Marys Rd, Oury Park improvements, T14S R13E Sec02, Ward 1 REVIEWER: Elizabeth Eberbach, PE, CPM, CFM ACTIVITY: T06OT03228 (Floodplain Use Permit), T06CM06292 SUMMARY: The subject property is entirely located within a Special Flood Hazard Area (SFHA), Zone AO (depth 1) as shown on the Flood Insurance Rate Map (FIRM), Community- Panel No. 04019C-2226K, effective date February 8, 1999. Per Section 26-5.2 of the Tucson Code no development, storage of materials or equipment or other uses shall be permitted which acting alone or in combination with existing uses, create a danger or hazard to life or property. Any electrical equipment pump will need to be elevated 1 foot above the 100-year water surface elevation, and for this floodplain, the water surface elevation is 1 foot above existing grade. The plans indicate elevating the equipment 2 feet above existing grade, which is acceptable; Engineering Division of Development Services Department has received and reviewed the submittal package and recommends approval. Please be advised that since the subject property is located within the SFHA Zone AE floodplain, it will be required that an elevation certificate for the electrical panel / pump be filled out by an Arizona Registered Land Surveyor showing that the bottom of the equipment is above the regulatory flood elevation (one foot higher than the regulated water surface elevation of the base flood), and returned to our office. The following conditions apply to the floodplain use permit. PERMIT CONDITIONS: 1) Within 5 (five) days of issuance of this permit, and through completion of the project, notification must be posted and maintained in a conspicuous place on the job site stating "CONSTRUCTION PROCEEDING UNDER REQUIREMENTS OF CITY OF TUCSON FLOODPLAIN USE PERMIT # T06OT03228. FOR INFORMATION PLEASE CALL 791-5550." 2) This permit becomes invalid and is subject to additional floodplain review, if any required development permit changes the configuration of the improvement, or, if there is any further disturbance within the floodplain other than that outlined in this application. This floodplain use permit may be subject to conditions or restrictions designed to reduce or mitigate the potential damage or hazard to life or property resulting from development within the regulatory floodplain, floodway or erosion hazard areas as determined by the project engineer and accepted by the City of Tucson. 3) Except as approved by the City Engineer prior to the start of construction, development under this permit shall not obstruct, retard or divert the existing flow of floodwaters from or to adjacent properties. 4) All work shall conform to the approved Irrigation Plan sheet L-2 for the electrical controller and pump installation, sealed by John Hucko, LA (12-7-06), which is made part of this permit. 5) See the associated activity T06CM06292. 6) All service equipment, electrical and pump equipment shall be elevated at or above the regulatory flood elevation (2 feet above existing natural grade). 7) Certification of elevation must be prepared by a state registered land surveyor (RLS) and submitted to the Development Services Department Engineering Division, after the electrical controller and pump is installed, prior to final inspection for permit T06CM06292. A copy of the partially filled out elevation certificate is on file at DSD until the completed elevation certificate is returned. 8) Contractor will need to call for final inspection to permit T06CM06292 once elevation certificate has been completed by RLS for inspections by Development Services Department Engineering Division Inspection Team (791-5550) after the installation of the electrical controller and pump, and prior to final acceptance by DSD Inspector. 9) This Floodplain Use Permit and plans shall be kept in a readily accessible location on site at all times. 10) Any additional future disturbance of the floodplain shall have separate floodplain use permit applications submitted to this office for review and approval. 11) There shall be no stockpiling material, or storage of vehicles, other than that which is accepted by COT and as shown on the approved plans.
