COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This plan was reviewed for compliance with the Land Use Code (LUC), Development Standards (DS), American National Standards Institute (ANSI) and International Building Code 2003 (IBC). The content of this site plan was reviewed under criteria outlined in DS 2-02.

2. Per DS 2-02.2.1.4, please show the location map at 1 inch equals 3 miles, enlarge the type face to a minimum of 12 point for all street names to allow for microfilming, and show the Township, Range and Section of this location and adjacent sections.

3. Per DS 2-02.2.1.6, with regards to buildings:
A) clearly dimension the building footprints of all buildings
B) dimension distance between building walls in drive thru lane areas
C) dimension distance between buildings - roof edges
D) dimension 1' setback of roof area between PAAL and carport cover
E) show and dimension distance between posts in carport

4. Per DS 2-02.2.1.8 with regards to parking:
A) 6 parking spaces are required for this development, with a GFA of 1118 at 1:200
B) 1 parking space must be van accessible with a van accessible aisle - provide detail
C) provide handicapped parking sign detail with $518 fine for illegal parking
D) the parking in the front of the building does not appear to have a 24' wide PAAL behind it - not including the entry area - thus parking should be redesigned in the rear
E) further comments on parking may be forthcoming.

5. Per DS 2-02.2.1.9, with regards to bicycle parking:
A) bicycle parking should be provided at a ratio of 8% of the total number of vehicle spaces provided on the site. Provide calculation.
B) Bicycle parking should be provided within 50 feet of the entry of the building

6. Per DS 2-02.2.1.11, with regards to PAALs
A) the PAAL off 6th is not sufficient room for two way maneuvering into a parking space, thus parking should be redesigned for the rear.
B) Is alley access proposed? A variance would be required.

D) The drive thru vehicle stacking of 6 spaces needs to be shown, dimensioned, from the pick up window
E) The parking area cannot exit through a drive thru lane - re-route/re-design

7. Per DS 2-02.2.1.12 - with regards to pedestrian and handicapped routes- pedestrian access must be from a street to the building entrance on site
A) the pedestrian route must be cement except where crossing a PAAL
B) the pedestrian route parallel and along a PAAL must be 5' wide
C) the pedestrian refuge between a parking space and a building must be 4' wide (front)
D) the pedestrian route cannot cross a drive thru lane (DS 3-05)
E) the pedestrian route must have truncated domes and ramps where needed
F) provide an accessible route from the handicapped parking spaces to the building, that does not cross the drive thru lane

8. Per DS 2-02.2.1.13 - clarify if any free-standing signage or lighting is proposed with specs for base width and vertical clearance of light height for vehicles.

9. Per DS 2-02.2.1.14, with regards to loading zones:
A) the requirement for a loading zone is based upon the square footage of the gross floor area of the use area - which is under 1500 square feet in the store, thus a loading zone is a choice, not a requirement
B) if a loading zone is provided, maneuverability must be demonstrated on the plan
C) if a loading zone is provided, vehicles cannot use the loading zone area for PAAL ingress/egress
D) the minimum loading zone size is 12x35 feet

10. Per DS 2-02.2.1.19 - with regards to the right of way
A) staff received an advisement from Vince Catalano that 6th Avenue will not widen further. Please place this note on the site plan and label the existing curb as existing/future curb location.

11. Per DS 2-02.2.1.20, please ensure all easements are shown on the plan with type and recordation information.

12. Per DS 2-02.2.1.32, please see engineering comments for the trash enclosure location and specifications.

13. Per DS 2-02.2.2.A.2, please show the gross floor area of the area of the sales for all gross floor area calculations. The rest of the building area - drive thrus and carports - are considered vehicular use areas.

The following items must be revised or added to the site plan. Please include a response letter with the next submittal that states how all comments have been addressed.

RESUBMITTAL REQUIRED: SITE PLAN

1. All lettering and dimensions will be the equivalent of twelve point or greater in size. The purpose of this requirement is to assure that the lettering is legible when reproduced or microfilmed for record keeping purposes. The current font measures to 10 point, it must be at least 12 point or greater in size. Revise all lettering to be at least 12 point within the location map and on the plan where the font is less than 12point (i.e. labeling for SVTs, building information, etc).

2. The plan has several areas where the shading has made it difficult to read/review information provided on the plan. The legibility of plan after microfilming could be inhibited. Remove the grey shading from the plan for plan clarity.

3. Add a legend to the plan indicating different line type, shading, etc.

4. Provide a location map which meets the minimum requirements of D.S. 2-05.2.1.D, show the subject property approximately centered in the one (1) square mile area, identify conditions within the square mile area, such as major streets and watercourses, section, township and range and scale. D.S. 2-02.2.1.A.4.

5. Provide bearings for all dimensions for the lot lines. DS 2-02.2.1.A.5.

6. Provide a label for the 40' ROW dimension. If 6th Avenue is built out to the future ROW width (per zoning comment 10) the label should read, "existing/future ROW width." DS 2-02.2.1.A.19.

7. If the ROW will no be built to future width, a future sight visibility triangle is not necessary and should be removed. Revise appropriately. DS 2-02.2.1.A.10.

8. It appears the area on the south and east side of the building being utilized as a one-way PAAL. The minimum width for a one way PAAL is 12' unless it is used as a fire lane. There appears to be a line with an arrow indicating the direction of travel, however a legend has not been provided, so the line weight can not be identified. Please clarify. DS 2-02.2.1.A.11.

9. There is an existing 5' fence and tree located to the east of the parking canopy, is the intent to drive through this area for access? Or is there no vehicle access in this area? If the intent is to provide vehicle access through this area the travel lane must be free from obstructions. Clarify on the plan view or in the response letter. DS 2-02.2.1.A.11.

10. Clarify the vertical distance of the parking canopy. The minimum height clearance for a PAAL is 15'. Indicate the height clearance for the parking canopy structure. DS 2-02.2.1.A.11., DS 3-05.2.1.4.a.

11. The PAAL on the west side of the structure appears not provide adequate vehicle maneuverability the ingress and egress to a space. (See Zoning comment 6) A recommendation is to provide the parking spaces on the east side of the structure. DS 2-02.2.1.A.11.

12. Show the loading vehicle maneuverability for the required loading space. The minimum requirements for a 30' single unit vehicle is an outside radius of 42' and inside radius of 28'. American Association of State Highway and Transportation Officials.

13. It is not clear how the solid waste vehicle will access the dumpster. Demonstrate on the plan view solid waste vehicle maneuverability. Solid waste vehicles require 36' inside radius and 50' outside radius. Additional comments could be forth coming. DS 2-02.2.1.A.32.

14. Indicate a refuse enclosure detail as per D.S. 6-01.4.2. The base shall be a concrete slab with an inside clear dimension of ten (10) feet by ten (10) feet by five (5) inches thick. Steel pipes are required between the container and the enclosure's rear and side walls to prevent the container from damaging the enclosure while being serviced. Enclosure gates have a minimum opening of ten (10) feet.

15. Provide existing finish grades to determine the drainage of drainage. DS 2-02.2.1.A.16.

16. Provide existing contour(s) at interval not exceeding two feet as pertinent and Bench Mark based on a City of Tucson Datum, include City Book and Page. DS 2-02.2.1.A.23.

17. The finish floor elevation is not visible. Clearly indicate on the plan view the building finish floor elevation. DS 2-02.2.1.A.16.

18. 6th Avenue is designated as an arterial road per the Major Street & Route Plan (MS&R Plan). Indicate that 6th Avenue is a public MS&R Road. Include the recordation data with the label. DS 2-02.2.1.A.18.

19. Dimension from the centerline of 6th Avenue to the existing curb and sidewalk location. Label appropriately. DS 2-02.2.1.A.21.

20. Indicate the width of the sidewalk within the ROW. DS 2-02.2.1.A.12., 21.

21. Graphically show on the plan view any existing easements with recordation data (docket and page). DS 2-02.2.1.A.20.

22. At least one sidewalk must be provided from the sidewalk within the ROW to the structure. The sidewalk should be located to minimize any conflict with vehicular access to the project. Revise the plan to show a sidewalk from the sidewalk located within the street frontage of 6th Avenue to the structure. DS 2-08.04.

23. A minimum setback distance of five (5) feet for a pedestrian refuge area must be maintained between any enclosed structure and a PAAL. The refuge area may have a roof for shade, provided it contains a sidewalk and pedestrian access which is unobstructed and is set back one (1) foot from the PAAL. Sidewalk is required adjacent and parallel to any PAAL on the side where buildings are located. Provide a sidewalk and pedestrian refuge between the PAAL and all applicable sides of the existing structure. Revise plan as necessary. DS 3-05.2.2.B.1., Figure 1 and DS 2-08.4.1.B.

24. Per the Transportation Access Management Guidelines (TAMG) 25' curb returns are required for an ingress/egress for arterial road. Indicate on the plan 25' curb return at the ingress/egress. TAMG 5.5

25. Please note that subsequent comments may be necessary upon resubmittal, depending on the nature and extent of revisions that occur to the plans.
