Mohave T06CM05925 Site Plan (2nd Review) TRANSMITTAL DATE: March 14, 2007 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. This site plan was reviewed for full code compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC). 2. Zoning acknowledges that there will not be any lot line relocation. This said the existing garage still does not appear to meet the minimum setback. The proposed lot line relocation must be completed prior to the approval of the site plan. Provide documentation that this has been completed with the next submittal. Based on a 2005 aerial the existing garage on the north parcel does not appear to meet the required setback. With the proposed lot line relocation to the north this setback will become even less. Provide dimensions for the required setbacks from the property line to the existing garage. 3. An easement is required to provide access to the existing residence to the north property. This easement will need to be recorded at the Assessor's Record Office prior to the approval of this site plan. Provide the recordation information for the "EXISTING EGRESS/INGRESS EASEMENT TO REMAIN". 4. Per LUC Sec. 3.5.4.3.E the proposed play areas as shown on the plan encroach in to the required twenty-five (25) foot setback from the adjacent R3 zoned properties. Revise plan to show the Recreational Areas correctly. Per LUC Sec. 3.5.4.3.G.5 the MINIMUM LOT SIZE for DAY CARE use in an R3 zone is ten-thousand (10,000) square feet. Revised the minimum site area to reflect the 10,000 sq. ft. minimum. Under "LAND USE CODE DATA 2. DEVELOPMENT DESIGNATOR "18" " add "SUBJECT TO SEC. 3.5.4.3.A, .B, .C, .D, .E, .F.2, AND /G.5. Demonstrate how this development will comply with the SUBJECT TO sections. Show play areas on the plan. 5. This comment was not fully addressed. Label the overhangs for the existing building. D.S. 2-02.2.1.A.6 Label all existing buildings and structures, including size, height, overhangs and canopies on the plan. 6. This comment was not fully addressed. Provide a dimension for the location of the wheel stops per D.S. 3-05.2.3.C.2. D.S. 2-02.2.1.A.8 Provide typical parking space details for both handicapped and standard parking spaces. 7. This comment was not fully addressed. Bicycle parking provided on the site plan does not meet the requirements of revised DS (Development Standard) 2-09. Please review the revised DS 2-09 and provide the necessary corrections to the bicycle parking as required. Once changes are provided and reviewed further comments may result. The revised DS may be found on the web at: http://www.tucsonaz.gov/dsd/Codes___Ordinances/DevStd209.pdf D.S. 2-02.A.2.1.9 & D.S. 2-09.0 Provide off-street bicycle parking; including materials for lighting, paving, and security; fully dimensioned layout; location; specific type of rack and the number of bicycles it supports; and the location and type of directional signage if required. 8. Zoning acknowledges that the sidewalk was relocate to the east property line. Per D.S. 3-05.2.2.B.3 a minimum setback of two (2) feet is required between the PAAL and the existing building. D.S. 2-02.A.2.1.11 There appears to be curbing which runs the entire length of the east property line, label and provide a dimension for the PAAL. Per D.S. 3-05.2.2.B.3 a minimum setback of two (2) feet is required along the property line to the PAAL. 9. This comment was not fully addressed. Provide a dimension for the 3' radius at the backup spur. Show the backup spur per D.S. 3-05.2.2.D and figure 2. Show where the support columns are for the existing front porch and provide a dimension from the support columns to the face of curb. D.S. 2-02.A.2.1.12 A backup spur is required per D.S. 3-05.2.2.D. at the north end of the proposed parking spaces (1, 2, 3, 4 & 5) located near the main entrance of the building. Dimension the 3' radius. If there is some type of accessible ramp proposed for this area then some type of barrier would be required to prevent vehicles from driving on to the sidewalk. 10. Per ICC/ANSI A117.1-2003 Sec. 406.7 a three (3) foot landing is required at the top of all curb access ramps. This said the landing shown at the top of the curb access ramps shown for the sidewalk between the two (2) entrance PAALs does not appear to meet the minimum three (3) foot requirement. D.S. 2-02.A.2.1.12 Handicapped ramps will be required for the sidewalk parallel to Mohave Road in the right-of-way at the east PAAL See engineering comments. 11. Show the required detectable warnings for the curb access ramp located at the southeast corner of the existing building. D.S. 2-02.2.1.A.12 Detectable warnings (truncated domes) will be required at all curb access ramps. ICC/ANSI A117.1-2003 Sec. 406.13 12. This comment has not been fully addressed. The maneuvering area is not clearing shown on the plan. It is unclear exactly where the loading zone is located. It appears to be right next to the existing building. Per LUC Sec. 3.4.4.2.D fifteen (15) foot clear is required for the loading zone. Clarify the exact location of the loading zone and the height of the eave. D.S. 2-02.2.1.A.14 This loading zone location does not provide adequate maneuvering area for the required vehicles, revise and show maneuvering area. 13. Provide written documentation from City of Tucson Solid waste that curb side service will be provided. A Development Standard Modification Request (DSMR) may be required, see engineering comments. D.S. 2-02.2.1.A.32 Provide the location of the refuse container enclosure on the plan along with access to and the location of the refuse containers for the parcel to the north. 14. This comment has not been addressed. Lot Coverage is a separate calculation from a Floor Area Ration (FAR). Per LUC Sec. 3.2.3.2.A both are required for this project. See LUC Sec. 3.2.9 for Lot Coverage. D.S. 2-02.2.2.A.3 Per LUC Sec. 3.2.3.2.A provide a lot coverage calculation for this project, maximum is 70% 15. Per D.S. 3-05.2.1.3 parking space 11 located at the northern end of the rear parking is required to be 10'-0" wide due to the fence and gate. 16. Based on a site plan found in City of Tucson records. There are two (2) sewer lines that run from the parcel to the north, south through this parcel, to the sewer located within the right-of-way of Mohave Road. One (1) sewer line runs along the west side of the existing building. The existing building on this parcel connects into this sewer line, therefore a sewer joint use agree will be required. The other sewer line runs at an angle across the northeast part of this parcel and turns and runs south along the east side of the existing building. Easements will be required for both sewer lines. 17. Ensure that all changes to the site plan are reflected on the landscape & grading plan. Provide a second monument to support the Basis of Bearings. 2. The access ramp located at the painted sidewalk next to the building is not noting truncated domes. Truncated domes are required on all curb access ramps where the interface of the pavement or vehicle use area and the pedestrian area do not have a vertical separation. The area where the truncated domes are required is 6 inches back from the interface, a minimum 2 feet deep and extending the width of the interface. 3. The 100-year floodplain is called out as Zone A3. Correct it to read Zone AE. Please do not hesitate to contact me with any questions.
