This letter reflects comments to be addressed. In order to facilitate a shorter back check time, we request that you please provide revised plans and calculations, highlighting any changes, along with a written response to each of the noted items indicating action taken. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2003 International Residential Code, 2003 International Energy Conservation Code, and Arizona State amendments to the 2003 Uniform Plumbing Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval. GENERAL REQUIREMENTS: All corrections and revisions shall be made on original tracings or finished reproducible set. Return this set and a copy along with a set of the first submission. Pen or pencil corrections on final prints will not be acceptable. To avoid delays, ensure that all corrections have been made, are complete, and have been coordinated on all applicable detail and note sheets. All engineers and architects involved in the design of the structure are to seal the related sheets of plans, details and calculations in accordance with the rules of the State Board of Technical Registration. As of 9-02-04 the City of Tucson has adopted the 2003 IRC with the exception of the plumbing portion which has been replaced with the 2003 UPC with amendments. All plans should reference these codes. See this site for all adopted amendments: http://www.tucsonaz.gov/dsd/Codes___Ordinances/Building_Codes/building_codes.html All code references to the International Residential Code shall be changed from 2000 to 2003 with appropriate paragraph references. SITE PLAN: 1. Show barrier compliance. The Tucson pool code requires dwelling openings exceeding 4" to have a 4' barrier between the opening and the water, or a motorized safety cover, 2003 IRC amendment Section AG105.2.3. (page 17 of 25) 2. Provide a note for: Underground facility tracer wires per DSD Memo, 10/24/2005. FOUNDATION PLANS: 1. Specify all anchor-bolts with 7" embedment into concrete or masonry, R403.1.6. 2. Specify and locate all foundation hold-downs and anchor-bolt spacing (at quarter points) for brace wall panels on the North wall, R403.1.6 & R602.10.3 or R602.10.6. 3. Epoxy connections require special inspections. If used, a special inspection request must be included with the permit application. SECTIONS - DETAILS - MISC. NOTES: 1. Show that the ramp shall not exceed one unit vertical in eight units horizontal, R311.6.1. 2. Eave ventilation is not appropriate without attic space, or rafter cavity space between insulation and roof sheathing. PLUMBING PLANS: 1. The City of Tucson has adopted the 2003 Uniform Plumbing Code with state amendments (ARIZONA STATE PLUMBING CODE). The plans should reference this code. Change reference on General Plumbing Note #1, sheet 4. 2. Change General Note #12 to reference 2003 UPC Sec. 412.7. 3. Provide the total fixture unit demand for both the guest unit and the existing dwelling if a water pipe services both units per 2003 UPC Table 6-4. Hose bibs require backflow preventers, UPC 603. ELECTRICAL PLANS: 1. Note on plan that all electrical work shall comply with 2003 IRC chapters 33 - 42. 2. Change the electrical Service Entrance Diagram grounding note showing the 2003 IRC at two locations, E3508. 3. Provide equipment rated for 22,000 AIC short circuit protection at the electrical Service Entrance Diagram, 2006 Edition of Electric Service Requirements TEP SR-510. 4. Provide consistent circuit numbers on the panel schedule and plan for the AC disconnect, E3304.11 & E3606.2. OUTDOOR LIGHTING CODE 1. Show compliance with City of Tucson Outdoor Lighting Code; the total property lighting limit for area E3 is 55,000 lumens per acre and the unshielded limit for area E3 is 12,000 lumens per acre. Include all exterior fixtures on the property in the calculations. Show the exterior fixture wattage for determining lighting limits. Incandescent lamp cut-sheets may also be provided showing average lumen ratings, or the values of 60 watts = 850 lumens, 100 watts = 1700 lumens and 150 watts = 2850 lumens may be assumed. Select values for the maximum fixture rating. Show compliance for both total lumen output and the unshielded component fixture types. 3. Full cut-off fixtures have no emittance above the nadir (fixtures are completely opaque above and to the lowest point of the lamp). Fixtures may be exempt from the total lumen budget if both of the full cut-off FCO style and located under overhangs, OLC 5.1.2. Provide cut sheets for all FCO fixtures showing the angle of cutoff, light emissions and fixture wattage. All other fixtures are assumed to be unshielded (non-FCO style). 4. Show the total number of exterior fixtures located on the property when calculating the new total. INTERNATIONAL ENERGY CONSERVATION CODE: 1. Tucson is in climate zone 4B, 2100 HDD, IRC chapter 11, Tucson amendment. The simplified prescribed energy values for glazing U=0.65, ceiling R=19 and walls R=13 complies with 2003 IECC energy requirements, if glazing does not exceed 12% of exterior wall area. Show these values, or provide energy calculations per the 2003 IECC for compliance validations. Select the climate zone 4B, Pima County < 4000 ft, 2100 HDD if using REScheck. http://www.energycodes.gov/rescheck/ 2. Show the "R" values of insulation, as well as the "U" factors of the windows and doors on the plans as well as the solar heat gain coefficient SHGC minimum value of 0.40 rather than the previously accepted MEC values. The 20% exemption rule no longer applies. Replace the MEC information shown on sheet 2 with energy code information.
