Report package. The remaining items on the Grading, Drainage & Site Plan have been completed. Engineering had recommended and maintains approval of the W.A.S.H. Overlay package. The W.A.S.H./E.R. Report was reviewed for overlay and grading permit purposes only. City of Tucson Stormwater Advisory Committee has reviewed and recommended to DSD acceptance of the W.A.S.H. Overlay project on April 10, 2007. All remaining conditions/comments have been addressed adequately for Site and Grading Plan engineering approval. The Grading Permit with Floodplain Use Permit have conditions that apply that shall be completed prior to permit closure and final inspection approval. PROJECT SAC SUMMARY: The Railroad project proposes mitigation and proposed development encroachment into the Railroad W.A.S.H. Ordinance wash over a length of approximately 4,000 feet. The existing Railroad Wash is within a FEMA Special Flood Hazard Zone AE and consists of a constructed channel, approximately 6 feet deep and top width 40 feet, with earthen bottom and 1.5:1(H:V) side slopes, and has an existing 3-ft deep concrete toedown plates running along the toe of the slopes. Proposed encroachment into the 50-ft W.A.S.H. Study Area includes proposed gantry railroad structure, a relocation/new access entrance that crosses the W.A.S.H, mitigative planting, and storage of railroad ties. A mitigation plan is expected to address disturbance activities which occurred in June 2006, where approximately 4,000 feet of the wash was bladed and trees were removed in the channel and slopes of the wash. From aerials, there was minimal previous vegetation within the north Study Area prior to disturbance. The essential Engineering comments for the W.A.S.H. / ERR Report for the Railroad project Overlay approval have been addressed by the consultants. City of Tucson Stormwater Advisory Committee reviewed and recommended to DSD acceptance of this W.A.S.H. Overlay project on April 10, 2007. Final submittal of the W.A.S.H. / Environmental Resource Report was submitted May 23, 2007. GRADING PERMIT CONDITIONS: The following 12 conditions apply to grading permit T06BU02535: 1) Call for Pre-construction meeting, intermediate and final inspections. For a DSD Engineering Inspection, call IVR (740-6970), or contact DSD Engineering at 837-4991, or schedule inspections online at: http://www.ci.tucson.az.us/dsd/Online_Services/Online_Permits/online_permits.html 2) During onsite Pre-construction meeting and after any rain events, any special or more specific interim sediment and erosion control measures shall be determined and implemented for control of stormwater runoff from the landscape and gantry construction areas to minimize potential adverse impact to the Railroad Wash. Field adjustments to the SWPPP shall also be considered throughout the monsoon season. All SWPPP reports shall be prepared and kept onsite and made available to City of Tucson DSD Inspectors. 3) A copy of the Grading Plan and Grading Permit shall be kept at the site at all times, until final grading approval. 4) See also floodplain use permit T06OT02735 which is issued concurrently with the grading permit T06BU02535. All work shall conform to the approved Grading, Drainage & Site plan for Union Pacific Railroad Gantry Crane Rail Project, activity number T06BU02535, by Conestoga-Rovers & Associates (dated 2-8-07), drainage report: Union Pacific Railroad Company Proposed Gantry Crane Rail Project Tucson Rail Yard Watercourse, Amenities, Safety, and Habitat / Environmental Resources Report (May 17, 2007), and Ninyo & Moore Geotechnical Evaluation Report (dated 9-8-06) with any addenda, which is made part of this permit. 5) Any revision to the Grading Plan may require a re-submittal of a revised grading plan for review. Contact DSD Engineering at 791-5550 to discuss changes in grading design. 6) If grading construction is expected to last longer than the expiration date of the grading permit, contact DSD to renew/extend the Grading Permit. If Final Grading Inspection has not been completed before the Grading Permit expires, and the permit has not been renewed, additional fees and reviews may be required. 7) Separate building permit applications are required for any walls or other structures. 8) Call for DSD Engineering Inspection of toedowns or other below-grade constructed structures prior to backfill. 9) The permitee shall notify the DSD when the grading operation is ready for final grading inspection. Final grading approval shall not be given until all work, including installation of all drainage improvements and their permanent protective devices, and all erosion control measures have been completed in accordance with the approved grading plan and grading permit, and all conditions of permit are completed. 10) Prior to request for final inspection approval, any outstanding fees shall be paid. 11) There shall be no disturbance outside of the disturbance/grading limits, and no grading shall begin until all required SWPPP controls are installed. There shall be NO stockpiling within the Railroad Wash which runs along the southwest side of the project. There shall be NO disturbance within the Railroad Wash or W.A.S.H. 50-foot Study Area except that which is specified on the approved plans. Disturbance limits shall be adhered to as shown on the approved plans. Any disturbance activity outside of the limits shall be subject to notice of violation, Stop Work Order, citation, and/or other penalties. 12) Contact Permits and Codes (791-5100) for any questions regarding any right-of-way permit requirements. FLOODPLAIN PERMIT CONDITIONS: The following 8 conditions apply to floodplain use permit T06OT02735: 1) For inspection purposes, submit to DSD Engineering Division (4) 24"x36" copies of the access road bridge design as shown on the W.A.S.H. / ERR Report Figure 5 with registrant's seal. 2) All work shall conform to the approved Grading, Drainage & Site plan for Union Pacific Railroad Gantry Crane Rail Project, activity number T06BU02535, by Conestoga-Rovers & Associates (dated 2-8-07), drainage report: Union Pacific Railroad Company Proposed Gantry Crane Rail Project Tucson Rail Yard Watercourse, Amenities, Safety, and Habitat / Environmental Resources Report (May 17, 2007), and Ninyo & Moore Geotechnical Evaluation Report (dated 9-8-06) with any addenda, which is made part of this permit. 3) Within 5 (five) days of issuance of this permit, and through completion of the project, notification must be posted and maintained in a conspicuous place on the job site stating "Construction proceeding under requirements of City of Tucson Floodplain Use Permit # T06OT02735. For information please call 791-5550." 4) Floodplain Engineering inspections required. Call for SWPPP inspection and Pre-construction meetings. Contact DSD Engineering at 837-4991. 5) Except as approved by the City Engineer prior to the start of construction, development under this permit shall not obstruct, retard or divert the existing flow of floodwaters from or to adjacent properties. 6) There shall be NO stockpiling within the Railroad Wash which runs along the southwest side of the project. There shall be NO disturbance within the Railroad Wash or W.A.S.H. 50-foot Study Area except that which is specified on the approved plans. Disturbance limits shall be adhered to as shown on the approved plans. Any disturbance activity outside of the limits shall be subject to notice of violation, Stop Work Order, citation, and/or other penalties. 7) This permit becomes invalid and is subject to additional floodplain review, if any required development permit changes the configuration of the structure and / or site development, or, if there is any further disturbance within the floodplain other than that outlined in the approved grading plans. This floodplain use permit may be subject to conditions or restrictions designed to reduce or mitigate the potential damage or hazard to life or property resulting from development within the regulatory floodplain, floodway or erosion hazard areas as determined by the project engineer and accepted by the City of Tucson. 8) This permit does not authorize the construction of walls, building pads, or building of other structures.
