Norris Blvd., I-1 Commercial Site Plan, 1st review TRANSMITTAL DATE: October 13, 2006 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. This project was reviewed for compliance with the Land Use Code (LUC), Development Standard (DS), American National Standard Institute (ANSI) and International Building Code 2003 (IBC). Specifically, this project was reviewed for content required under DS 2-02, site plan criteria. 2. Per DS 2-02.2.1.6, with regards to the existing building A) please provide a notation that indicates the kitchen will be removed, as a kitchen (stove/oven, double-sink, full-sized refrigerator) indicates a dwelling use B) please provide a note as to the vertical clearance between the porch and floor and advise if there are any roof overhangs (looking for a minimum clearance of 8') 3. Per DS 2-02.1.8, with regards to parking: A) Please provide a dimension for the back up spur in the west parking lot (need 6' clear from edge of back up spur to structure) B) Handicapped parking space must be van accessible, increase access aisle to 8' wide or parking space to 11' wide to keep the 5' wide access aisle. C) Please provide handicapped parking sign with $518.00 fine noted and 7'post height from grade to bottom of sign 4. Per DS 2-02.2.1.9, with regards to bicycle parking: (please reference DS 2-09) A) please provide a specs detail drawing with dimensions of the class 2 bike racks 5. Per DS 2-02.2.1.11, with regards to access: A) Per LUC 3.2.8.2, vehicle access shall be from a street. Alley access is not permitted. A Board of Adjustment variance would be required to seek alley access. 6. Per DS 2-02.2.1.12, with regards to pedestrian/handicapped access: A) please provide a handicapped ramp clearly labeled with dimensions/slopes from the access aisle to the sidewalk at the east parking lot B) Provide truncated domes (early warning devices) on the handicapped ramp (see ANSI 705.5. for design criteria) C) Please provide an accessible route from the street right of way to the sidewalk provided on the site (see engineering comments) 7. Per DS 2-02.2.1.13, please clarify if there are any proposed free-standing signs or lighting on the site with their specs. 8. Per DS 2-02.2.1.19, please dimension Norris Avenue right of way (centerline, curb, sidewalk, edge of right of way). 9. Per DS 2-02.2.1.20, please ensure any and all easements are on the plan with recordation information noted. 10. Per DS 2-02.2.1.32, please clarify where trash collection is provided. 11. Per DS 2-02.2.2.A.2, please revise the floor area ratio calculation, per example provided in LUC 3.2.11. Staff advises there is clearly no issue with the floor area proposed. Plant materials located within sight visibility triangles should consist of ground cover or low-growing vegetation of a species that will not grow higher than thirty (30) inches. However, trees may be installed within those areas provided that: § The trunk caliper, at maturity, will not exceed twelve (12) inches in diameter. § The lowest branch of any tree is at least six (6) feet above the grade of the street or driveway; whichever is the determining factor in the sight visibility triangle. And trees are not planted in a line that could result in a solid wall effect when viewed at an angle. 2. Revise the landscape plan as necessary to remove vegetation that will not meet requirements within the SVT. Texas Ebony (Pithecellobium flexicaule) and some verities of Texas Rangers (Leucophyllum candidum ThunderCloud™ would be appropriate) will typically grow in excess of 3 feet. 3. Both the proper and common name of each type of plant material must be listed. 4. A 30" continuous screen along street frontages for vehicle use area must be provided per LUC Table 3.7.2-I 5. Landscape plan shall include irrigation specification design and layout per DS 2-06.5.4.A & DS 2-06.5.4.B including source of irrigation, sleeves for driveways and sidewalks, locations of valves, low-flow bubblers or drip irrigation. 6. The site plan was reviewed for Development Standards compliance. The site plan is not approved at this time. Please address the following comments: SITE PLAN COMMENTS: 1) DS Sec.2-02.2.1.A.8: Revise the back-up spur provided at the end of the PAAL on the proposed site plan. The spur must be a minimum of 3 feet in depth with a 3-foot radii, but must also provide a minimum of 3 feet between the back of spur and any wall obstruction that is over 6 inches in height. 2) DS Sec.2-02.2.1.11: Per LUC 3.2.8.2, vehicle access shall be from a street. Alley access is not permitted. A Board of Adjustment variance will be required to seek alley access. 3) DS Sec.3-01.3.3.A: Revise the site plan to show the required 5-foot wide sidewalk along Norris Ave. 4) DS Sec.2-02.2.1.A.10: Show existing and future sight visibility triangles (SVT) on plan view for all PAAL access points and for the existing alley adjacent to the site. Refer to DS Sec3-01.5.1 for sight visibility triangle procedures and criteria. Parking spaces, signs, landscape and walls will not be approved within the future right-of-way. 5) DS Sec.2-02.2.1.A.11: Depict and label the 18-feet radii concrete curbs per City of Tucson/Pima County Standard Detail 213 (PC/COT SD 213) at all of the driveway entrances located on Norris Ave. The curbs should be constructed at the edge of pavement, which must also be depicted on the site plan. Curb returns must be constructed entirely within the subject parcel refer to DS Sec.3-01.3.2.C for street development standards. 6) DS Sec.2-02.2.1.A.12: Revise the site plan to show the connection from the required 5' sidewalk located along the frontage of Norris Ave and the required 4-foot pedestrian circulation path that is shown. 7) DS Sec.2-02.2.1.A.14: Provide the required maneuvering area for all loading zones that may be required on the site plan. Refer to AASHTO for the national standards for turning radii. 8) DS Sec.2-02.2.1.A.16: Provide a detail for the location and type of drainage structure, label and dimension proposed scuppers, that are used for collecting onsite roof drainage at all pedestrian sidewalk. Any scuppers proposed under the sidewalk will be designed and constructed to convey the 10-year flood flow. Provide a drainage statement showing scupper calculations that demonstrate that the 10-year flood flow is contained under the sidewalk. 9) DS Sec.2-02.2.1.A.17: Provide cut and fill quantities on the proposed site plan for grading plan purposes. 10) DS.2-01.2.1.A.19: Provide the recordation information for the existing right-of-way for Norris Ave. Dimension Norris Avenue right of way (centerline, curb, sidewalk, edge of right of way). 11) DS Sec.2-02.2.1.A.20: Revise the site plan to clearly label and show all existing and proposed easements. Provide the docket and page for any existing easements. 12) DS Sec.2-02.2.1.A.32: Provide the location with a detail showing the dimensions for refuse container, the enclosure must have a minimum inside clear dimension of 10 feet by 10 feet between steel pipes that are required between the container and the enclosure's rear and sidewall. Refer to DS Sec.6-01.4.2 for specifications and requirements on access, placement of containers, bin enclosure and construction. Show maneuverability for refuse vehicles in plan view. 13) DS Sec.3-01.2.7 A: Revise the site plan to reflect handicap access ramps with truncated domes (see ANSI 705.5. for design criteria) at all handicap ramp location. Please refer to this standard and the figures provided for additional curb access ramps requirements. 14) Provide water-harvesting areas, depressed 6-inches, shown in plan view to provide for onsite drainage. Refer to the City of Tucson Water Harvesting Guidance Manual, Ordinance # 10210, for recommendation on how to construct and maintain the required water harvesting areas GENERAL COMMENTS: Please provide a revised site plan that address the comments provided above.
