This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC). 2. Add a note to the plan stating "THIS SITE PLAN IS DESIGNED TO MEET THE REQUIREMENTS OF THE OVERLAY ZONES, MAJOR STREETS AND ROUTES (MS&R) SETBACK ZONE". 3. It appears that the cumulative building area expansion may exceed 25%. Provide a copy of the last approved site plan so that the expansion can be verified. Additional comments may be forth coming. 4. It appears that this project is comprised of four (4) different parcels. Prior to approval of the site plan the parcels will need to be combined. Provide a Pima County Tax Parcel Combo and a recorded covenant regarding development and use of real property. Copies of the lot combo covenant & tax combo attached 5. Provide the project address. D.S. 2-02.1.A.3 6. The lettering under the Location Plan does not meet the twelve (0.12) point requirement. Also the section, township and range is incorrect. It should be Section 23, T14S, R14E. D.S. 2-02.1.A.4 7. Provide a building setback from the west property line. D.S. 2-02.1.A.7 8. The backup spur provided at the west end of the parking area for the existing building has a dimension of 2'-6" which appears to run from the property line to somewhere behind the proposed curd. Clarify what this dimension is depicting. The requirement is 3'-0" between the back of spur to any wall, screen, or other obstruction over 6" in height. D.S. 3-05.2.2.D, D.S. 2-02.1.A.8 9. A minimum 1'-0" distance must be maintained between a structure and a PAAL serving as a drive-through aisle. D.S. 3-05.2.2.B.4 10. Minimum vehicle stacking of four (4) spaces is required to be shown on the plan, this includes the spaces at the window. Demonstrate the required stacking. D.S. 3-05.2.1.C.2.c Additional comments may be forth coming. 11. The minimum radius at the intersection of PAALs where the PAAL is used for access for refuse collection or access to loading zones is 18'. D.S. 3-05.2.1.C.3.a. The radius at the PAALs located at the northwest corner of the proposed building does not meet this requirement, see Engineering comments. 12. Show the vehicle overhang for the two (2) parking spaces located near the southeast corner of the proposed building and dimension the width of the sidewalk. D.S. 2-02.1.A.8 13. The bicycle parking detail does not meet the current development standard D.S. 2-09.0 Supplement 9. The bollard type rack does not provide the two-point support system per D.S. 2-09.2.3 revise the detail. D.S. 2-02.1.A.9 14. All curb access ramps are required to have detectable warnings (truncated domes) per ICC/ANSI A117.1-2003 Section 406.13 15. The pedestrian circulation path and accessible route does not clearly indicate how access works from the handicapped parking space located on the eastern parking area to the sidewalk which connects to the sidewalk along Craycroft. Please clarify. D.S. 2-02.1.A.12 16. Provide a dimension for the length of the loading zone. D.S. 2-02.1.A.14 17. The existing sign which is shown as half in the future right-of-way will need to be removed at the time of street widening at no expense to the City of Tucson as required by Article 1, Division 26 of the Tucson Zoning code. 18. If applicable all easements of record must be graphically shown on the plan together with recording docket and page reference. D.S. 2-02.2.1.A.20 19. If applicable provide existing and proposed lighting layout and type. D.S. 2-02.2.1.A.25 20. The vehicle parking calculation is incorrect. Based on 4,897/175 the total number of parking spaces required for the proposed building is 28. Revise the calculation. D.S. 2-02.2.A.4. 21. The bicycle parking calculation is based on the total number of parking spaces provided, LUC 3.3.3.5, this said the total number of parking spaces provided is 64 x 8% = 5 bicycle parking spaces required. | 11/30/2006 | JASON GREEN | ENGINEERING | REVIEW | Denied | DATE: December 1, 2006 SUBJECT: 2222 S Craycroft Rd- Engineering Review of site plan and grading plan TO: Fast Permits LOCATION: T14S R14E Sec23, Ward 5 REVIEWERS: Jason Green, CFM ACTIVITY: T06CM05276 (site plan) and T06BU02417 (grading plan) SUMMARY: Engineering Division of Development Services Department has received and reviewed the site plan (T06CM05276), grading plan (T06BU02417), drainage report (prepared by CMG Drainage Engineering, Inc.), geotechnical report addendum (prepared by Western Technologies, Inc), and Stormwater Prevention Pollution Plan (SWPPP), for the above referenced property. Engineering Division does not recommend approval of the site plan or grading plan at this time. The following items need to be addressed: SITE PLAN COMMENTS: 1) DS Sec.2-02.2.1.A.4: Revise the project location map on Sheet T1 to identify conditions within the square mile shown, such as watercourses and subdivisions adjacent to the site. Reference recorded subdivision plats by book and page numbers. 2) DS Sec.2-02.2.1.A.5: Provide the basis of bearing used to establish dimensions and bearings of property lines and property corners. The basis of bearing should be established from 2 found, physically monumented points described and shown on the site plan. 3) DS Sec.2-02.2.1.A.8: Revise the back-up spur provided at the end of the PAAL located on the north-west side of the existing building and proposed vehicular use area on the proposed site plan. The spur must have a minimum of a 3-foot radii and 3 feet in depth, but must also provide a minimum of 3 feet between the back of spur and any wall obstruction that is over 6 inches in height. 4) DS Sec.2-02.2.1.A.8: Provide wheel stop barriers for the 2 parking stalls located adjacent to the back-up spurs. Wheel stop barriers are required at this location to prevent parked vehicles from extending beyond the property lines, damaging landscape areas, or walls. Detail 7/C5 shows a concrete header with no extruded concrete curb due to the inlet for the water harvesting area. 5) DS Sec.2-01.2.1.A.8: Provide post barricades or other form of separation for the 2 parking spaces adjacent to the back-up spur to prevent encroachment into the landscape area along the west side. 6) DS Sec.2-01 Revise the site plan to show the minimum unobstructed radius of 18' that is required at all PAAL intersection that are being used as access for refuse collection and fire lanes. Refer to DS Sec.3-05.2.1.3.b for PAAL requirements. 7) DS Sec.2-02.2.1.A.11: Verify and label the 25-feet radii and concrete curbs per City of Tucson Transportation Access Management Guidelines (TAMG), Section 5.5 at all of the driveway entrances located on Craycroft Road. Refer to DS Sec.3-01.3.2.C for street development standards. 8) TAMG Sec.5.4.1: Revise the site plan to show that all entrance and exits drives crossing Craycroft Road are limited to two per three hundred feet of frontage and that the nearest pavement edges are spaced a minimum of eighty feet apart. 9) DS Sec.2-02.2.1.A.12: Clarify Detail 2/C5 on Sheet C5 to show that the handicap access ramps at all pedestrian circulation locations have truncated domes per ANSI Standards A117.1-2003 Section 406.13. Provide a note on the detail to refer to General Note #11 or state that truncated domes are required. 10) DS Sec.2-01.2.1.A.12: Revise the site plan to show the required 6-foot wide sidewalk with curb along the street frontage of Craycroft Road. Per the adopted Mayor and Counsel policy all sidewalks along MS&R right-of-ways for arterial and collector streets require 6-foot wide sidewalks. 11) DS Sec.2-01.2.1.A.20: Provide on the site plan all easements for the proposed utilities. The easements must be shown graphically on the plan together with recording docket and page reference. GRADING PLAN COMMENTS: 12) DS Sec.11-01: Provide general grading notes, including a grading/drainage note specifying conformance with City of Tucson Development Standard 11-01.0 (excavation and grading requirements). 13) DS Sec.11-01.4.1.C.3: Provide the percent slope in the bottom of both water harvesting areas that are to be achieved by grading. 14) DS Sec.11-01.4.1.C: Provide typical lot grading details, show minimum side and rear setbacks. Provide detailed cross sections for each perimeter, fully labeled and dimensioned. 15) DS Sec.11-01.9: Revise the grading plan and site plan to provide the required 2-feet setback from all property boundaries to the proposed limits of grading, fill slopes, water harvesting areas, and associated erosion protection. The grading plan and site plan show that the tops of fill slopes for the water harvesting basins encroaches within the required 2-feet setback. Provide sufficient room for both water harvesting areas to allow for the 2-feet setback from property lines to top of fill slopes and wall footings. 16) DS Sec.11-01.4.1.C.4: Provide a detail for the location and type of drainage structure, label and dimension all scuppers that are used for collecting roof drainage and discharges at the pedestrian sidewalk. The scuppers proposed under the sidewalk must be designed and constructed to convey the 10-year flood flow. Provide a drainage statement showing scupper calculations that demonstrate that the 10-year flood flow is contained under the sidewalk. 17) Be advised that the grading plan can not be approved prior to site plan approval. All comments associated with the site plan must be corrected and the site plan must be approved prior to grading plan approval. STORMWATER POLLUTION PREVENTION PLAN: The SWPPP does not meet the minimum requirements of the AzPDES Construction General Permit (CGP). Revise the SWPPP according to these comments: 18) CGP Part IV.C.3.c: Provide wattles along both curb openings at the inlet to the water harvesting areas to prevent pollutants and excess sediment from entering the water harvesting areas. GENERAL COMMENTS: Please provide a revised site plan, a revised grading plan and a revised SWPPP that address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Further comments may be generated upon resubmittal of the site plan.
