Swan Road Commercial Site plan, 1st Review TRANSMITTAL DATE: October 9, 2006 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. This project was reviewed for compliance with the Land Use Code (LUC), Development Standard (DS), American National Standard Institute (ANSI), and International Building Code 2003 (IBC). Specifically, this plan was reviewed for compliance with content identified in DS 2-02, commercial site plan criteria. Staff requests a more detailed plan - one large enough to read dimensions for all aspects of development on site. You may use overall site drawing (sheet 1) as a location plan. 2. Per DS 2-02.2.1.2, provide exact legal description. Staff noted this site is the result of lot splits from two parcels to west. Provide the last approved site plans and city approved lot splits for the parcels to the west, which will be crossed for access. A lot combination and lot combination covenant must be recorded for lots 110-10-024F and 110-10-024H. Please see our web site at www.tucsonaz.gov/dsd under forms for these documents. 3. Per DS 2-02.2.1.4, add Fort Lowell, Camp Lowell and Grant Roads to location map. 4. Per DS 2-02.2.1.5, clarify what points south lot line dimensions are measured from. 5. Per DS 2-02.2.1.6, with regards to buildings: A) provide dimensioned building footprints B) provide building setbacks at each lot line - code required and proposed C) provide square footage of each building D) clarify number of floors in each building E) clarify if height of building at 24' is taken from flat roof, or pitched roof F) clarify if building will have roof or porch overhangs or parapets G) clarify number of bedrooms in each unit (for parking) H) clarify building entries I) provide elevations if available STAFF WILL VERIFY SETBACKS AT NEXT REVIEW 6. Per DS 2-02.2.1.8, with regards to parking: A) this project is multi-family residential -parking is based on number of bedrooms per unit, per LUC 3.3.4. Please provide the number of bedrooms in each unit. B) Provide dimensions for each parking space in a typical detail drawing. C) Provide wheel-stops for each parking space D) Provide handicapped parking and associated access aisle E) Provide handicapped parking signage F) Provide dimension from garage door to edge of parking space to ensure backing out of the parking space adjacent is possible and safe 7. Per DS 2-02.2.1.9, because this is a multi-family development, bicycle parking is required. Per LUC 3.3.4. 8% of the total number of vehicular parking spaces provided is required for bike parking -50% class I (locker) and 50% class 2 (post). Provide typical detail drawings for each type, dimensioned. Position bicycle parking either in center of development or in evenly distribute throughout complex. Give directional signage too. 8. Per DS 2-02.2.1.11, dimension all Parking Area Access Lanes (PAALS) and entry. 9. Per DS 2-02.2.1.12, with regards to pedestrian/handicapped access: A) clarify pedestrian routes on the site with distinct lines, marks, etc. B) clarify width of sidewalks C) be sure to provide a 5' wide pedestrian refuge area inclusive of a 4' wide sidewalk between all PAALs and buildings. D) Provide the last approved site plan for adjacent development and show how pedestrian access from the street is going to be accomplished E) Provide striped crosswalks across PAALs F) Provide handicapped ramps where applicable and a typical detail drawing of them G) Provide early truncated domes-at handicapped ramps. See ANSI 705.5 for assistance. H) Provide a notation -sidewalks are concrete and are physically raised from asphalt. 10. Per DS 2-02.2.1.13, clarify if any free-standing lighting or signage, including billboards, is proposed. Provide size and specs. 11. Per DS 2-02.2.1.19 - staff acknowledges this site does not directly front off Swan. For records, please provide a dimension from the future back of curb of Swan (or current if already at it's widest) to the west property line. 12. Per DS 2-02.2.1.20, be sure to show all easements on the site - their type, and associated recordation information. Staff acknowledges the 30' wide ingress/egress easement noted on the plan with recordation information. 13. Per DS 2-02.2.1.28, please show the zoning of adjacent parcels. 14. Per DS 2-02.2.1.32, please clarify trash location. 15. Per DS 2-02.2.2.A.2., please provide the gross floor area and building footprint square footage for each building. 16. As this project is a commercial site plan review, please remove all references to a subdivision project. There are several references of a subdivision, Home Owners Association, common areas, and RCP notes throughout the submittal that should be removed. These aspects will be requested on the final plat, which is the document and process that converts these apartments to condominiums. NOTE, THIS PROJECT IS NOT AND WILL NOT QUALIFY AS AN RESIDENTIAL CLUSTER PROJECT (RCP), THUS ALL REFERENCES AS SUCH SHOULD BE REMOVED. 17. Please address the following review comments prior to the next submittal. Site Plan: 1. Please include a response letter to the comments along with the corrected copies of the SP. 2. The site plan does not provide adequate information in order to perform a proper site review. The following comments do not include all requirements needed on a site plan per City of Tucson Development Standards. See chapter 2-02.0 for site plan requirements. 3. Please provide property description per D.S. 2-02.2.1.3. 4. Please label lot dimensions and bearings per D.S. 2-02.2.1.5. Include the survey, if applicable. 5. Please label all vehicular, bicycle, pedestrian, and handicapped circulation clearly identified per D.S. 2-02.2.1.12. 6. Show the limits of the 100-year floodplain and water surface elevation per D.S. 2-02.2.1.15. 7. Please provide Drainage patterns and finished grades per D.S. 2-02.2.1.16. 8. Include a detail of the Ret./Det. basin on the SP, including dimensions and cross-sections with the railing shown. 9. Show Site plan number (T06CM05270) on all sheets per D.S. 2-02.2.1.29. 10. Show refuse container location, size, and access thereto fully dimensioned per D.S. 2-02.2.1.32 and D.S. 6-01.0. The refuse enclosure cannot be placed in the floodway per Chap. 26-5.2.13 and D.S. 6-01.4.1F. Perhaps another place can be found for the enclosure. 11. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information. 12. Please show a typical cross section of the P.A.A.L. or call out the percentage of slopes, paving material and thickness. 13. Please show the proposed roof drainage patterns, 100% of the 10-year flow must be conveyed under the sidewalks including any other site drainage as well. Please provide supporting calculations to demonstrate compliance with D.S. 3-01.4.4. If the location(s) of the roof scuppers have not yet been decided, a general note indicating sidewalk scuppers will be used when the roof scuppers locations have been designed and located will suffice. Drainage Report: 1. Please include a response letter to the comments along with the corrected copies of the DR. 2. This review was performed for Site plan purposes only. Final review and acceptance will be at the grading plan stage. 3. List the velocity and depth of the existing and proposed drainage from the off-site areas onto the site. The depth shall not exceed 1' in the P.A.A.L. 4. An energy dissipater may be required depending on the velocity of the discharge entering and exiting the site. 5. Include a detail of the Ret./Det. basin in the DR, including dimensions and cross-sections with railing. 6. Demonstrate basin stability with the amount and velocity of discharge going through the property and into the basin edge. Will rock rip-rap be used on the West Side of the basin? Include size of rock rip-rap. 7. Show the project address on the cover of the DR. 8. If applicable, add the basin(s) maintenance checklist per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the DR. 9.2. It appears by intercepting the drainage and conveying the drainage through a basin, you are creating an on-line detention basin. Sec. 3.5.1.7 of the Det/Ret Manual (D.S. 10-01) states "(n)o "on-line" detention facilities shall be permitted if any portion of the wash is in a natural state upstream of the proposed basin."
