TRANSMITTAL DATE: October 4, 2006

COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This project was reviewed for compliance with the Land Use Code (LUC), Development Standard (DS), American National Standard Institute (ANSI) and International Building Code 2003 (IBC). Specifically, this plan was reviewed for compliance with content requirements of DS 2-02. This project is a less than 25% expansion of building area, and a reduction in vehicular use area - which does not require a full code compliance review. The area of new development was reviewed for code compliance.

2. Be advised, this project is zoned HC-3, Historic Commercial 3 zoning, which requires a special review of the proposal for all exterior elements. Please ensure you contact Frank Podgorski at 791-4541x1145 for information on the Historic Review process.

3. Per DS 2-02.2.1.2, provide a legal description for entire site. In addition, a lot combination and associated covenant are required to combine all lots. The forms are on our website at www.tucsonaz.gov/dsd forms. Provide copies please upon resubmittal.

4. Per DS 2-02.2.1.4, provide a location map at a scale of 3" equals 1 mile and show major intersections nearby, and smaller streets that bound the site. Also show the Township, Range and Section and adjacent TRS numbers.

5. Per DS 2-02.2.1.6, please clarify where the sanctuary is (where religious services are held) and label use of all buildings please. Staff noted the number of seats.

6. Per DS 2-02.2.7, please list the required setbacks (HR-3 to HR-3 has a setback the greater of 10' or ¾ of the height of the exterior building wall) and the setbacks provided. Staff scaled the wall height on the elevation drawings facing the south lot line and came up with approximately 9'4" from design grade to the top of the wall. The setback appears to be 10', via scaled dimensions. These setbacks are adequate, but need to be listed on the plan please. Please show the roof overhang with a distinct dashed line.

7. Per DS 2-02.2.1.8, with regards to parking, staff understands there is an excess amount of parking for the church use and that 10 of the excess parking spaces are being removed with the construction of the new admin building. That should leave the site with 102 parking spaces, which would be 2 extra parking spaces. Only 98 parking spaces were clear. Please clarify if any of the other parking spaces are being altered/restriped (dashed parking) and ensure at least 100 parking spaces remain per code requirements. (Maybe a better copy of last approved plan will help clarify)

8. Per DS 2-02.2.1.11, please label all PAAL widths and parking angles for records. In addition, please provide a back up spur between new admin building and parking area.

9. Per DS 2-02.2.1.12, please clarify pedestrian route to and around the new building.

10. Per DS 2-02.2.1.13, clarify if any new free-standing signage or lighting is proposed.

11. Per DS 2-02.2.1.20, ensure any/all easements shown on plan with recordation notes.

12. Per DS 2-02.2.2.A.2, staff acknowledges the FAR calculation, and that it will meet code, thank you. Please provide the FAR expressed in a decimal format as well.

13. Per DS 2-02.2.2.A.3, please provide a total lot coverage calculation. Lot coverage includes all vehicular use areas and buildings, expressed in square footage and percent.

14. Per DS 2-02.2.2.A.6, please provide a summary of lot expansion/reduction in square footage and percentage for both vehicular use area and building area.

RESUBMITTAL REQUIRED: Site Plan.

The Site Plan cannot be approved as submitted. Please include a response letter to the comments below along with the corrected copies of the Site Plan with your next submittal.

Site Plan:
1. Please provide a location map (D.S. 2-02.2.1.4).
2. Please provide lot dimensions and bearings, including the basis of bearings (D.S. 2-02.2.1.5).
3. Please provide existing topographic contours or spot elevations, including the basis of elevation (D.S. 2-02.2.1.23).
4. Please provide drainage flow arrows, supported by spot elevations, to demonstrate positive drainage away from the proposed building (D.S. 2-02.2.1.16). The spot elevations on the Site Plan and the proposed finished floor elevation of the new structure as shown appear to direct drainage towards and into the building.
5. Please provide the estimated cut and fill quantities, listed separately in measurements of cubic yards, even if the quantity is zero (D.S. 2-02.2.1.17).
6. Please clearly identify if there are any pedestrian areas on the Site Plan (D.S. 2-02.2.1.12).
7. Related to comment no. 6, if there are any pedestrian areas, handicap access is required by means of a ramp. Truncated domes are required on all sidewalk ramps where the interface of the pavement or vehicle use area and the pedestrian area do not have a vertical separation. The area where the truncated domes are required is 6 inches back from the interface, a minimum 2 feet deep and extending the width of the interface.
8. Please provide the existing and future sight visibility triangles (SVT) for the existing drives (D.S. 2-02.2.1.10).
9. Please provide the dimensions of the rights-of-way (D.S. 2-01.2.1.19).
10. Please provide dimensions from the street monument lines to the existing/proposed curbs and sidewalks (D.S. 2-02.2.1.20).
