Please include a response letter to the comments below along with the corrected copies of the Site Plan and complete Drainage Report with your next submittal. Response Letter and Drainage Report not submitted. Site Plan: 1. Please provide the Basis of Bearings and the Basis of Elevations, including vertical datum. Basis of bearings requires two points please provide centerline monumentation, not sewer manholes unless the manhole is a published monument. 2. Please provide the estimated cut and fill quantities, listed separately in measurements of cubic yards, even if the quantity is zero (D.S. 2-02.2.1.17). Please note that if the total fill quantity equals or exceeds 50 cubic yards, a separate Grading Permit and Grading Plan are required. Not provided. 3. Please provide the dimensions of the rights-of-way, including any applicable Major Streets and Routes (MS&R) Plan right-of-way (D.S. 2-02.2.1.19). The MS&R that affects this property is Stone Ave. with a future ROW width of 90'. Labeled future Stone ROW but not existing or Kelso. 4. Please provide the dimensions from the street monument line to existing, proposed and future curbs and sidewalks. Sidewalk width for a future ROW of 90' is 6' within a sidewalk area of 10'. Need elevations and/or cross sections to determine if sidewalk and parking lot at the same elevation or there is a 6-inch step. 7. Please add a new curb symbol to the legend and/or call out where applicable on the Site Plan with Keynote No. 12 or label Keynote No. 12 as Typical. Provided. 8. Curb access ramps are required at all points where a sidewalk intersects a curb (D.S. 3-01.3.3.C). Truncated domes are required on all curb access ramps where the interface of the pavement or vehicle use area and the pedestrian area do not have a vertical separation. The area where the truncated domes are required is 6 inches back from the interface, a minimum 2 feet deep and extending the width of the interface. Provided callouts, provide detail to clarify 6-inch separation from interface and 2 foot width. 9. Please provide existing and future sight visibility triangles (SVT) for all existing and future ingress/egress locations on the property (D.S. 2-02.2.1.10). Lines of sight will not be obscured between 30 inches and six feet through the measured SVT by any object, including vegetation, walls, signs or buildings. Provided SVT. Need to callout “No obstructions shall be placed within the SVT between 30-inches and 6-feet above grade.” 10. The Transportation Access Management Guidelines 5.4.1 states that the minimum distance between driveways on arterial roadways is 80'. Please revise the location of the proposed northwestern drive as it is spaced approximately 30' from the adjacent property's drive. Show dimension to adjacent properties drive to verify. 17. The Land Use Code (LUC) 3.7.4.3.B requires storm water harvesting for supplemental onsite irrigation purposes. Please provide a note referencing water harvesting in the landscape areas on your next submittal. Provided curb cuts to drain water to landscape area. However no existing contours were provided to verify the parking lot will drain to that area. And a drainage report was not provided with an analysis of the drainage to verify the landscape area has adequate capacity to store runoff or pass it to some other place not shown on the plan. 18. Stone Avenue Re-pave/re-stripe parking lot, add new vehicle entrance - new uses TRANSMITTAL DATE: 05/22/07 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. Per DS 2-02.2.1.8 - is there a landscape border at the east side? Is parking going to interfere/overhang? 2. Parking calculations per the Zoning Administrator's determination are as follows - and the plan must be revised accordingly: A) park the processing area with document storage room, inventory room, recycled inventory room, two offices, break room, janitorial closet and two bathrooms all as a Craftwork ratio of 1 space for every 500 s.f. of gross floor area B) park the value village space and associated office and bathrooms at a 1 space for every 200 s.f. of gross floor area C) park the vacant retail area at a 1 space for every 200 s.f. of gross floor area ratio D) park the future retail area at a 1 space for every 200 s.f. of gross floor area ratio E) park the outlying office spaces both at a 1 space for every 200 s.f. of gross floor area ratio F) revise the calculations on sheet C-1 accordingly. 3. Per DS 2-02.2.2.1.9 - bicycle parking must be within 50' of main entrance. Once Zoning Administrator's determination made, further review forthcoming. A) provide a notation on the detail that shows a 5' clear pedestrian area to one side of the racks. B) Provide bicycle parking summary based upon principal use parking requirements. 4 Per DS 2-02.2.1.12 - clarify handicapped accessible ramp locations, slopes, etc. A) provide notation that sidewalks are flush at west side of site or provide ramp B) if sidewalk is flush at west side, what is the slope of the sidewalk since it has to connect to the sidewalk along the south side of the building that is raised from the asphalt? C) ensure note provided for truncated domes on the concrete walk where transitioning from pedestrian to vehicular use area. D) Handicapped detail shows a different size access aisle than is shown on the plan E) Handicapped parking spaces that are angled must have an access aisle to the passenger side per ANSI 5. Per DS 2-02.2.2.A.5 - the number and size of loading zones will be reviewed after the Zoning Administrator's determination has been issued. A) per the Zoning Administrator's determination, the uses may share the loading zone provided, as the access to it is close to all parties. (provide this note on plan) B) Please dimension the loading zone as 12x55. C) Please revise the loading zone calculations on the plan to show 1 loading zone provided, 1 required per zoning administrator advisement 04/27/2007 email 6. In the course of this review, staff found that it appears the square footages of the areas shown on the building do not add up to 25,000 square feet shown on sheet C-1.
