COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This project is for the tenant improvement and restripe of an existing site, formerly a skating rink. The proposal on the submittal does not require full code compliance as of this review because this project stripes existing paving and does not expand vehicular or building area.

The use(s) of the site is not completely clear - as the Beacon Group is one organization and therefore one use. Staff recently reviewed a project for the Beacon Group and the use was not determined to be among the uses listed on the site plan. I acknowledge there are individual uses listed on this site, but the tenants are not declared.

To ensure staff is fully aware of what this project entails, please submit a letter to the Zoning Administrator, Walter Tellez at P.O. Box 27210, Tucson, AZ 85726 specifying what the property is going to be used for in its entirety. Please note that the parking, bicycle parking and loading zone ratios will be reviewed after the appropriate use classification is made for this project. This review was done only for the functional aspects of the site, and references are obtained from the Land Use Code (LUC), Development Standard (DS), American National Standard Institute (ANSI) and International Building Code 2003 (IBC). Specifically, the site plan criteria I looked for are outlined in DS 2-02.

2. For clarity, please add Kelso Street to the location map.

3. Specify the entrances of the building (clearly label all public entrances as well). (This is used for assessing the location of the bike parking and handicapped parking).

4. Per DS 2-02.2.1.8 - with regards to parking:
A) is there a landscape border at the east side? Is parking going to interfere/overhang?
B) Please fully extend the parking space stripes for space 1
C) Please show wheel stops are contained fully within the top 2'6" of the parking space
D) Please provide a typical detail measurement for the width of a parking space
E) Please declare the width of the hairpin curb provided next to the trash enclosure.
F) Parking cannot back over a pedestrian route at angle proposed with crosswalk
G) Strongly recommend to relocate handicapped parking spaces closer to building
H) Label width of access aisles
I) Provide handicapped parking signage- fine $518
J) Parking calculations may change with Zoning Administrator's determination

5. Per DS 2-02.2.2.1.9 - bicycle parking must be within 50' of main entrance. Once Zoning Administrator's determination made, further review forthcoming.

6. Per DS 2-02.2.1.10 - provide sight visibility triangles.

7. Per DS 2-02.2.1.12 - clarify handicapped accessible ramp locations, slopes, etc.

8. Per DS 2-02.2.1.13 - signage information will be reviewed after SVTs provided.

9. Per DS 2-02.2.1.38 - list prior variance/Board of Adjustment cases & notes.

10. Per DS 2-02.2.2.A.5 - the number and size of loading zones will be reviewed after the Zoning Administrator's determination has been issued.

11. Please note, further review comments may be forthcoming, depending upon the response provided. Please include the Zoning Administrator's determination with the resubmittal. RESUBMITTAL REQUIRED: Site Plan.

The Site Plan cannot be approved as submitted. Please include a response letter to the comments below along with the corrected copies of the Site Plan and complete Drainage Report with your next submittal.

Site Plan:
1. Please provide the Basis of Bearings and the Basis of Elevations, including vertical datum.
2. Please provide the estimated cut and fill quantities, listed separately in measurements of cubic yards, even if the quantity is zero (D.S. 2-02.2.1.17). Please note that if the total fill quantity equals or exceeds 50 cubic yards, a separate Grading Permit and Grading Plan are required.
3. Please provide the dimensions of the rights-of-way, including any applicable Major Streets and Routes (MS&R) Plan right-of-way (D.S. 2-02.2.1.19). The MS&R that affects this property is Stone Ave. with a future ROW width of 90'.
4. Please provide the dimensions from the street monument line to existing, proposed and future curbs and sidewalks. Sidewalk width for a future ROW of 90' is 6' within a sidewalk area of 10'.
5. Please clarify where the existing and proposed sidewalks are onsite.
6. Please clarify the vertical separation between the vehicle use area and the pedestrian areas.
7. Please add a new curb symbol to the legend and/or call out where applicable on the Site Plan with Keynote No. 12 or label Keynote No. 12 as Typical.
8. Curb access ramps are required at all points where a sidewalk intersects a curb (D.S. 3-01.3.3.C). Truncated domes are required on all curb access ramps where the interface of the pavement or vehicle use area and the pedestrian area do not have a vertical separation. The area where the truncated domes are required is 6 inches back from the interface, a minimum 2 feet deep and extending the width of the interface.
9. Please provide existing and future sight visibility triangles (SVT) for all existing and future ingress/egress locations on the property (D.S. 2-02.2.1.10). Lines of sight will not be obscured between 30 inches and six feet through the measured SVT by any object, including vegetation, walls, signs or buildings.
10. Please provide the existing and future SVT for the intersection of Stone Ave. and Kelso St.
11. Please provide existing topographic contours (D.S. 2-02.2.1.23).
12. Please provide the drainage flow arrows and finished grades (D.S. 2-02.2.1.16).
13. Please show maneuverability for the loading zone and the refuse collection vehicle (D.S. 6-01.4.1.L).
14. Please provide the detail sheet with the next submittal for review.
15. Keynote No. 9 is not called out on the Site Plan.
16. The Transportation Access Management Guidelines 5.4.1 states that the minimum distance between driveways on arterial roadways is 80'. Please revise the location of the proposed northwestern drive as it is spaced approximately 30' from the adjacent property's drive.
17. The Land Use Code (LUC) 3.7.4.3.B requires storm water harvesting for supplemental onsite irrigation purposes. Please provide a note referencing water harvesting in the landscape areas on your next submittal.
