COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This project was reviewed for compliance with the Land Use Code (LUC), Development Standard (DS), International Building Code 2003 (IBC) and American National Standard Institute (ANSI). Staff understands this project is not full code compliance for the entire site, however, current code is being applied to the review of the parking lot re-stripe and smaller site work with the stairs/walls additions. Zoning reviews for ANSI accessible route requirements as well. Site plan content is outlined in DS 2-02.

2. Per DS 2-02.2.1.4, revise location map to show site on south side of Fort Lowell and to a scale of 3" equals 1 mile.

3. Per DS 2-02.2.1.6, clarify where sanctuary (area where worship services are held) is and square footage. In addition, clearly identify all building entrances. This information is all requested to identify the minimum parking needs and accessible routes on the site.

Provide permit, specs and last approved site plan for building in south parking lot (paint storage). Note, further review comments may be forthcoming.

4. Per DS 2-02.2.1.8, with regards to parking:
A) parking restripe is required to meet current code
B) Last approved site plan from 1978 shows parking was one way down each aisle. The aisle width is adequate for only one way parking. Revise plan to one way PAALs.
C) Provide all parking space dimensions, angles etc. Reference LUC 3.3.7.2. for help.
D) Provide directional arrows down each PAAL
E) Provide dimensions for handicapped spaces and associated access aisles
F) Note that one handicapped accessible space must be devoted to van accessibility
G) number of handicapped spaces must increase per IBC 1106.1 - see ratio for number of handicapped parking spaces based upon number of provided parking spaces
H) Add note handicapped post signs advise a fine of $518.00 for illegal parking
I) With the restriping, staff noted a loss of 13 parking spaces from the 1978 plan. To justify this loss in parking, provide parking calculations per LUC 3.3.4. civic/religious use parking ratios allowed - and provide sanctuary square footage.
J) Parking near paint storage building in south parking lot appears in conflict.

5. Per DS 2-02.2.1.11, call out widths of all PAALs and vehicle entries.

6. Per DS 2-02.2.1.12, with regards to pedestrian/handicapped circulation:
A) identify handicapped accessible from parking lots, streets to building entrance.
B) identify slopes of all sidewalks
C) identify handicapped ramp locations with dimensions and slopes
D) provide truncated domes on all handicapped ramps where transitioning from pedestrian to vehicle use areas
E) provide pedestrian connection from Fort Lowell to church building - crosswalk - per DS 2-08 and ensure truncated domes and ramps are positioned where applicable.

7. Per DS 2-02.2.1.13/25 provide base width for free-standing lighting to ensure poles do not interfere with parking space length. Advise of any new free-standing signage.

8. Per DS 2-02.2.1.19, for records, provide right of way dimensions for Fort Lowell - future curb, sidewalk and travel lane.

9. Per DS 2-02.2.1.28, provide zoning of parcel and adjacent sites.

The Site Plan cannot be approved as submitted. Please include a response letter to the comments below along with the corrected copies of the Site Plan with your next submittal.

Site Plan:
1. Please provide the future right-of-way dimensions for Ft. Lowell Rd (D.S. 2-02.2.1.19). The arrow labeled "Future ROW 50'" is also labeled and measured as "Existing ROW 45'".
2. Please provide the location of the future sidewalk for Ft. Lowell Rd.
3. Please provide the future sight visibility triangles for the intersections of Chapel and Winstel with Ft. Lowell Rd. (D.S. 2-02.2.1.10).
4. Please provide dimensions from the street monument lines to existing and proposed curbs and sidewalks (D.S. 2-02.2.1.21). In addition, provide the dimensions for the future curb and sidewalk.
5. Please clarify existing and proposed curb locations. Keynote #4 references a new curb but is called out on Site Plan at same location as Keynote #3 that references an existing curb.
6. Please clarify all existing curb cuts. As shown on Site Plan, the existing curb entirely circles the property, including at driveway locations.
7. Please provide lot dimensions and bearings, including the basis of bearings (D.S. 2-02.2.1.5).
8. Please provide existing topographic contours or spot elevations, including the basis of elevation (D.S. 2-02.2.1.23).
9. Please provide drainage flow arrows, supported by finished grade spot elevations, to demonstrate positive drainage away from the proposed building (D.S. 2-02.2.1.16).
10. Keynote #32 references a change in existing grade at ramp however it is called out on the Site Plan at a sidewalk. The detail called out shows the ramp that Keynote #32 references. Please call it out correctly on the Site Plan.
11. Please provide existing and finished grades to show the change in existing grades as called out by Keynotes #32 and #33.
12. It is unclear if the wall on the western sidewalk (near the spot Keynote #32 is called out) is existing or proposed and whether a seat wall or wall. Please clarify.
13. Please provide the estimated cut and fill quantities, listed separately in measurements of cubic yards, even if the quantity is zero (D.S. 2-02.2.1.17). Be advised that if the total quantity of fill equals or exceeds 50 cubic yards, a separate Grading Plan and Grading Permit will be required.
14. Truncated domes are required on all sidewalk ramps where the interface of the pavement or vehicle use area and the pedestrian area do not have a vertical separation. The area where the truncated domes are required is 6 inches back from the interface, a minimum 2 feet deep and extending the width of the interface. Please provide truncated domes as needed, including driveway aprons and curb access ramps (Keynote #26).
15. Please provide the width of the driveways.
16. Please provide the existing or proposed refuse container location.
17. Please show how water harvesting will be incorporated with the revised landscaping.
