09/14/2006 KEN VAN KARSEN BUILDING-RESIDENTIAL REVIEW Denied PLAN REVIEW COMMENTS for Activity # T06CM04625

Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. In order to facilitate a shorter back check time, we request that you please provide revised plans and calculations, highlighting any changes, along with a written response to each of the noted items indicating action taken.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2003 International Residential Code, 2003 International Energy Conservation Code, and Arizona State amendments to the 2003 Uniform Plumbing Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval.

GENERAL REQUIREMENTS:

All corrections and revisions shall be made on original tracings or finished reproducible set. Return this set and a copy along with a set of the first submission. Pen or pencil corrections on final prints will not be acceptable. To avoid delays, ensure that all corrections have been made, are complete, and have been coordinated on all applicable detail and note sheets.

All engineers and architects involved in the design of the structure are to seal the related sheets of plans, details and calculations in accordance with the rules of the State Board of Technical Registration.

As of 9-02-04 the City of Tucson has adopted the 2003 IRC with the exception of the plumbing portion which has been replaced with the 2003 UPC with amendments. All plans should reference these codes. See this site for all adopted amendments: http://www.tucsonaz.gov/dsd/Codes___Ordinances/Building_Codes/building_codes.html

STRUCTURAL PLANS:

1. The 2" x 6" porch rafters appear undersized. Provide rafter sizes in compliance with Table R802.5.1.

ELEVATIONS:

1. All dimensions and notes shall be consistent on each plan or elevation. The 3 ½" batt insulation note at the first Cross Section sheet 3 is not consistent with General Note #1 sheet 2.

OUTDOOR LIGHTING CODE

1. Show compliance with City of Tucson Outdoor Lighting Code; the total property lighting limit for area E3 is 55,000 lumens per acre and the unshielded limit for area E3 is 12,000 lumens per acre. Include all exterior fixtures on the property in the calculations. Review guidance: www.ci.tucson.az.us/dsd/Codes___Ordinances/Tucson_Lighting_Code.pdf
2. Full cut-off fixtures have no emittance above the nadir (fixtures are completely opaque above and to the lowest point of the lamp). Fixtures may be exempt from the total lumen budget if both of the full cut-off FCO style and located under overhangs, OLC 5.1.2. Provide cut sheets for all FCO fixtures showing the angle of cutoff, light emissions and fixture wattage. All other fixtures are assumed to be unshielded (non-FCO style).

INTERNATIONAL ENERGY CONSERVATION CODE:

1. Correct the energy conservation values shown on sheets 2 & 6. Metal framed low E windows typically range between U= 0.35 and 0.87. Batt insulation in a 2" x 6" framed wall is usually R-19. The simplified prescribed energy values for glazing U=0.65, ceiling R=30 and walls R=13 complies with energy requirements 2003 IECC w/ local amendments if glazing does not exceed 15% of exterior wall area. Show values as well as the solar heat gain coefficient SHGC minimum value of 0.40 rather than the previously accepted MEC values.
