Irvington Road Building Plans for New Church TRANSMITTAL DATE: October 5, 2006 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. The applicable codes reviewed for this project are the Land Use Code (LUC), Development Standard (DS), American National Standard Institute (ANSI) and International Building Code 2003 (IBC). 1. Zoning reviewed this building plan for compliance with the last approved development plan. The elements zoning looks at for the building plan approval are setbacks, heights and square footages, which were not an issue on this project. It came to the attention of the reviewer that the development plan has a stamped approval date of 12/14/04. Per LUC 5.3.8, the development plan is only good for permits to be issued within a one year time allotment from the approval date of the development plan. Due to the approval of the development plan being past one year, the development plan has effectively expired, and the building plans cannot be issued at this time. To proceed with construction, the development plan must be revised to meet current code requirements. Please submit 10 copies of the development plan to the Community Design Review Committee (CDRC) office, with 3 copies of the landscape plan. In the submittal, please include a letter that indicates in fine detail exactly what changes were made to the plan. Per Craig Gross, there will be no fee for the review of the revision, and only a review by core members of CDRC will need to be done. Once the development plan has been revised and approved, the building plans can be reviewed at the counter by Zoning and Engineering. To assist with this plan revision, staff conducted a brief review to compare how the plan was approved versus what code revisions have occurred in the last two years. The following comments may only be a portion of what has changed. 2. With regards to handicapped circulation, Per ANSI 705.5, early warning detection systems (truncated domes - not grooves) are required to be installed at all handicapped ramps where transitioning from pedestrian to vehicular use area. Please add. 3. With regards to handicapped parking signage, please revise the plan to show handicapped signage will have a post height of 7' from grade to the bottom of the sign. In addition, the fine has been increased to $518.00. Please revise. 4. With regards to bicycle parking, Per DS 2-09, class 2 bicycle parking must now be located within 50' of the main entry, and new styles of bike racks/posts are in effect. Please review DS 2-09 under supplements at www.tucsonaz.gov/dsd and revise the plan. 5. With regards to landscaping, Per LUC 3.7.2.3.A, canopy trees must be provided for every 10 parking spaces, and every parking space must be within 40' of the trunk of a canopy tree. The east and center of the parking lot are affected by this code change. Please review this section of the LUC and provide landscaping to code.
