| 09/08/2006 | JASON GREEN | ENGINEERING | REVIEW | Denied | DATE: September 11, 2006 SUBJECT: 2055 E 19th St- Tenant Improvement to an Existing Retail Store TO: Fast Permits- Attn: Mandy LOCATION: T14S R14E Sec17, Ward 5 REVIEWERS: Jason Green, CFM ACTIVITY: T06CM04342 (Site Plan) and T06OT02254 (Floodplain Use Permit) SUMMARY: Engineering Division of Development Services Department has received and reviewed the Site Plan (T06CM04342), Floodplain Use Permit (T06OT02254), and the submitted cost estimate for the tenant improvement for the above referenced property and does not recommend approval of the Site Plan or Floodplain Use Permit at this time. The subject property is located within a mapped City of Tucson Flood Hazard Area as shown on the Flood Hazard Maps associated with the Lopez Wash. Any improvements to the existing structure are considered a substantial improvement to an existing floodprone structure if the value of the new improvement is 50% or more than the assessed/appraised value of the existing structure. Please note that as per the Tucson Code Chapter 26 Section 26-4.1 if the improvements to the existing structure exceed 50% of the appraised/assessed value of the structure then the improvements are determined to be substantial and the entire existing structure and improved portions of the structure must be brought into compliance by elevation of the floors 1-foot above the regulatory flood elevation. At the time of improving or reconstructing the structure, flood proofing (nonresidential structures only) may be considered as one of the means of bringing the existing structure into compliance with this chapter. A cost estimate was submitted for review and the value for the proposed tenant improvements exceed 50% of the assessed value of the existing structure. In order to help you permit the tenant improvement we will need the following information from you. 1) Since the cost estimate provided exceeds the 50% threshold a hydraulic analyses performed by an Arizona Registered Civil Engineer is required to calculate water surface elevations and flow velocities during the 100-year flood event. The analysis must evaluate channel and over bank flow depths and velocities, and scour depths. The lowest finished floor elevation of the existing structure must be a minimum of one foot above the computed 100-year water surface elevation of the adjacent wash, evaluated at the upstream end of the structure. A revised site plan drawn to scale is needed showing the proposed building location, vertical datum used for calculating the water surface elevation, locations of hydraulic cross sections, floodplain limits, the lowest finished floor elevation for the existing structure, and a detail of the foundation demonstrating that it is founded below the maximum scour depth. The site plan must be sealed by the engineer. Or, 2) Submit an engineering analysis accompanied with a flood proofing design certification (see attached) showing that the combination of structural and nonstructural additions, changes or adjustments to the existing structure reduces or eliminates flood damage to the existing structure, water and sanitary facilities. The engineering analysis must demonstrate that the flood proofing measure do not adversely affect adjacent properties or structures. GENERAL COMMENTS: Please be advised that the improvements are determined to be substantial from the cost estimate submitted and since the subject property is currently located within the Flood Hazard Area then it will be required that an elevation certificate for the existing structure must be filled out by an Arizona Registered Land Surveyor showing that the lowest finished floor of the structure and the service facilities are elevated to or above the RFE, and returned to our office. Please provide a drainage report that address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.
