§ If the expansion is less than 25%, the requirements of this Division apply only to the proposed expansion. Existing development on the site is subject to the zoning regulations in effect at the time the existing development received zoning approval per LUC 3.7.1.2.B

§ If the expansion is 25% or greater or if expansions as of February 15, 1991 cumulatively result in a 25% or greater expansion in land area, floor area, lot coverage, or vehicular use area, the requirements of this Division apply to the entire site per LUC 3.7.1.2.B. Verify expansion calculation for the entire site.

2. Submit a landscape plan per DS 2-07.0. to verify that the site meets current minimum requirements. Indicate all improvements.

1. A street landscape border, per Sec. 3.7.2.4 of the LUC, is a landscape area with a minimum width of ten (10) feet, running the full length of the street property line(s) bounding the site except for points of ingress-egress. On streets designated as Major Streets and Routes (MS&R), the street landscape border is measured from the MS&R right-of-way line as determined by LUC 2.8.3.4.

2. Fifty (50) percent or more of the street landscape border area must have shrubs and vegetative ground cover per LUC 3.7.2.4

3. Indicate square footage of all landscaped areas and calculation of the percentage of vegetative coverage per DS 2-07.2.2.2.g

4. One (1) canopy tree must be provided for every thirty-three (33) linear feet of landscape border per LUC 3.7.2.4.

5. A 30" continuous screen along street frontages for vehicle use area must be provided per LUC Table 3.7.2-I

6. Show on the site plan existing and future sight visibility triangles DS 2-02.2.2.1.A.10

7. The planting plan and layout calculations will include the following Information:

Both the proper and common name of each type of plant material must be listed.

Locations, size, and name of all existing vegetation to remain in place.

Material and areas of inert ground cover. All disturbed areas including adjacent right of ways shall be treated with ground cover such as decomposed granite to help reduce dust pollution per LUC 3.7.2.7. Indicate treatment for landscaped areas.

8. Within vehicular use areas, one (1) canopy tree is required for each 10 motor vehicle parking spaces and every parking space shall be located within forty (40) feet of the trunk of a canopy tree (as measured from the center of the tree trunk) per LUC 3.7.2.3.A.1.a. Verify entire site meets canopy tree requirement

9. Landscaping along parking lots where plants are susceptible to injury by vehicular traffic must be protected by appropriate means, such as curbs, bollards, or low walls per LUC 3.7.2.3.B

10. Submit Application for Exception; include acceptable documentation, which clearly indicates that the project will not impact Protected Native Plants.


11. Include irrigation system specifications, design, and layout per DS 2-06.5.4.A and 2-06.5.4.B.

12. Landscape plan shall include irrigation specification design and layout per DS 2-06.5.4.A & DS 2-06.5.4.B including source of irrigation, sleeves for driveways and sidewalks, locations of valves, low-flow bubblers or drip irrigation.

COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This project was reviewed for proposed site changes, not full code compliance. The parking lot proposed is a less than 25% expansion, and the site, though comprised of several lots, functions as one. Please note the entire site will have to undergo a lot combination with associated covenants ( see our web site at www.tucsonaz.gov/dsd under forms for these documents) to ensure the lots remain consolidated. Staff acknowledges lot combo form given, show recordation receipt and covenant please.

In addition, Per DS 2-02.2.A.6, an expansion calculation for new vehicular use and new building area, based upon existing conditions of all lots involved, should be submitted.

It will be only when any of those issues, building or vehicular use area, is expanded 25% or greater that the entire site will have to be brought up to code.

2. Per DS 2-02.2.1.2, provide legal description for all parcels of church site.

3. Per DS 2-02.2.1.6, identify all structures (what's in NW corner of overall site).

4. Per DS 2-02.2.1.8, with regards to parking:
A) Provide access aisle width at 8' to ensure handicapped space is van accessible.
B) Provide note in north parking lot area that wheel stops will be within 2'6" of top of parking space (staff acknowledges note for south parking lot spaces)
C) Per DS 3-05, a minimum distance between any obstruction over 6" and the back of a back up spur curb is 3' - with the proposed wall that measurement is compromised.
D) Provide handicapped parking sign with $518.00 fine note

5. Per DS 2-02.2.1.9, provide bicycle parking at 8% of the total number of parking spaces provided for this new parking lot. All can be class II bicycle parking spaces.

6. Per DS 2-02.2.1.10, provide sight visibility triangles.

7. Per DS 2-02.2.1.11, provide north PAAL width at new parking area -though existing, it must allow new parking room to maneuver. Provide curbing at east side of new parking lot.

8. Per DS 2-02.2.1.12, with regards to pedestrian/handicapped circulation
A) provide sidewalks from both streets to building
B) give truncated domes on ramp where transitioning from pedestrian to vehicular area
C) locate sidewalk and width - between north parking lot and building

9. Per DS 2-02.1.13/25 - show any proposed freestanding lighting signage/billboards

10. Per DS 2-02.1.18, show Parkway Terrace labeled on plan.

11. Per DS 2-02.1.19, for records, show Tucson Blvd. Right of way dimensioned from centerline to curb, future curb and sidewalk to edge of right of way - show building setback from future curb.

12. Per DS 2-02.1.20, show any easements with type and recordation information.

13. Per DS 2-02.1.28, show existing zoning of all parcels site encompasses.

14. Per DS 2-02.1.31, clarify building use- is it to remain a convent or will worship services be held there? Beware, parking could change for any new religious service use.

15. Per DS 2-02.1.38, list any prior variances or similar applications if applicable.
