Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. In order to facilitate a shorter back check time, we request that you please provide revised plans and calculations, highlighting any changes, along with a written response to each of the noted items indicating action taken.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2003 International Residential Code, 2003 International Energy Conservation Code, and Arizona State amendments to the 2003 Uniform Plumbing Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval.

GENERAL REQUIREMENTS:

All corrections and revisions shall be made on original tracings or finished reproducible set. Return this set and a copy along with a set of the first submission. Pen or pencil corrections on final prints will not be acceptable. To avoid delays, ensure that all corrections have been made, are complete, and have been coordinated on all applicable detail and note sheets.

· Two set of complete plans, a minimum plan size of 24"x 36" and a maximum plan size of 30"x 42". No loose sheets shall be attached, but structural calculations and manufactures cut sheets may accompany plans. The plans shall be drawn to scale of ¼"=1' and indicate the drawing scale.

All engineers and architects involved in the design of the structure are to seal the related sheets of plans, details and calculations in accordance with the rules of the State Board of Technical Registration.

Construction drawing guidelines are available from the residential desk of the Development Services Division.

· List the square footages for all the following areas separately on the drawings:
(or proposed addition, livable area, patio or others.. )
- Livable area
- Garage
- Porch/patio covers
- Decks

As of 9-02-04 the City of Tucson has adopted the 2003 IRC with the exception of the plumbing portion which has been replaced with the 2003 UPC with amendments. All model plans shall reference these codes.
· All dimensions and notes shall be consistent on each plan or elevation.
· Provide notes and information on each plan.

SITE PLAN:

· Provide dimension for projections extended out the main structure. (overhang )
· Indicate the location of gas, water, electric and sewer or septic line on the property, from property line to building. Provide the location of utility meters.


FLOOR PLANS:

· The plans shall be drawn to scale of ¼"=1' and indicate the drawing scale. All dimensions and notes shall be consistent on each plan.
· Provide habitable room shall have a floor area of not less than 70 square feet. (In specific your hall in bedroom do not count as a habitable room.)
· Label all rooms and spaces. Show all doors and windows. Show entire floor plan.
· Show compliance with R303.1 providing natural light into existing adjacent rooms (8%) if impacted by new construction.(provide size of windows)
· Show compliance with R303.1 providing natural ventilation for adjacent rooms (4%), or approved mechanical ventilation.
· Show that each water closet is located in a clear space not less than 30" wide (centered 15" from finished wall or fixture) and has a clear space in front not less than 21", IRC figure R307.2. (According with the scale proposed 1"=5' (no common) your project provides 11¼".
· Provide all window sizes and types, and designate the operable portion of windows, as well as the location of tempered glass (within 24" of doorways and when less than 60" above tub/shower floors), R308.4.
· Note that tub/shower enclosures shall have nonabsorbent surfaces to 6' above the floor, R307.2. All glass enclosures shall be tempered, R308.4.5.
· Show compliance with R311 providing the minimum width of a hallway shall be not less than 3 feet.
· Show compliance with R310 providing egress from bedrooms to meet the following minimum specifications.
Maximum sill height of 44".
Minimum net clear opening area of 5.7SF.
Minimum net clear opening dimension of 24" height and 20" width.
· Identify ceiling heights in all areas on floor plan, Table R602.10.5. Note average height at sloped ceiling areas.

STRUCTURAL PLANS:

· Provide complete roof framing plans. Show size, spacing and span of all framing members, trusses, joists, rafters, beams, glue-lams, lintels, headers, ledgers and blocking. (For enclosed portion)
· Show rafter to wall connection using (H2.5) ties having a resistance to uplift of not less than 175 pounds, R802.10.5.
· Show details for typical wall conditions (floor and rafter/joist connections & gaps). Provide information for new wall, size, stud separation, bottom plate, top plate and all connections.

ELEVATIONS:

· Provide complete drawings of all elevations. Include patio covers, decks, fireplaces and bay windows.
· Indicate all materials used; stucco, concrete block, glass block, roofing system, siding, veneer, etc.
· Note and size all roofing drains and scuppers for flat roofed areas, R903.4.
· Note and specify a complete roofing system: Roofing type, grade of materials and method of installation, R905.
· Note and specify all roof slopes appropriate with selected material. (Minimum allowable roof slope is ¼" per foot, R905.11.1)

SECTIONS - DETAILS - MISC. NOTES:

· Provide a building cross-section. More than one may be required to clearly illustrate how the structure is to be built.
· Cross-sections shall be cross-referenced to the floor plan and framing plans.
· Show wood framing members resting on concrete with protection against decay R319.1.
· Untreated exterior wood siding, sheathing and wall framing shall have a 6" clearance above the ground, R319.1 (5).
· Note and specify the size, spacing and length of anchor bolts for sill plates, top plates and ledgers, R403.1.6.
· Provide a header schedule consistent with Table 502.5(1).provide how the header for window is going to be constructed.

PLUMBING PLANS:

· The City of Tucson has adopted the 2003 Uniform Plumbing Code with state amendments (ARIZONA STATE PLUMBING CODE). The plans should reference this code.
· Note and specify all piping materials.
· Provide an isometric drawing of waste lines showing the size of waste lines, vents and required clean-outs.
· Note on plan compliance with the water conservation requirements. Water closets, 1.6 gallons per flush, sinks and showerheads, 3 gallons per minute, State Amend. R4-48-104.
· Note on plans that shower and tub / shower combinations that have individual control valves shall be of the pressure balance or thermostatic mixing valve type.
· Show a VTR for the water closet, UPC 904.0.
· Show plumbing vents (VTR) within acceptable distances from traps (maximum 6' for water closets), UPC Table 10-1.
· Plumbing vents shall be a minimum of 10 feet away from all air intakes, UPC 906.2.

MECHANICAL PLANS:

· Note on plans: Mechanical shall comply with 2003 IRC chapters 12 - 24.
· Provide a heated air source to all habitable rooms, R303.8.
· Show bathroom exhaust fan locations with CFM rating R303.3 and M1506.
· Gas appliances shall comply with ARIZONA STATE PLUMBING CODE combustion air requirements or Chapter 17, 2003 IRC. Show compliance for all appliances.
· Provide return air duct and register sizes, M1602.
· Size the return air ducts and registers, IRC sections M1602 (heat pump or air conditioner - 6 sq. in. / 1000 BTU, M1403.1) (1ton cooling = 12,000 BTU).
· Provide an equipment specification list including the furnace and evap cooler.
· Show dryer vent size and location, M1501.
· Air intake openings shall be located a minimum of 10' from (any street or alley), or 2 feet below any vent or chimney, R303.4.
· Note that fresh air openings shall be located a minimum of 10' from vent openings or exhaust outlets unless the outlet is 3 feet above the air inlet, M1602.2.1.

ELECTRICAL PLANS:

· Note on plan that all electrical work shall comply with 2003 IRC chapters 33 - 42.
· Note the location, type and amperage of the panel. Note the grounding and bonding method. Metallic gas lines must be bonded and shall not be used as the primary grounding method, E3508.
· Provide a ground electrode on the riser diagram for the sub-panel, E3507.3.
· Designate the location and circuit of each light fixture, receptacle, and switch, E3606.2.
· Designate the location and circuit of each light fixture, receptacle, and switch. Provide a panel schedule noting circuit number and breaker & wire size along with a general description.
· At least one wall switch controlled light or outlet must be provided in bathrooms, hallways, stairways, attached garages, outdoor entrances or exits and all habitable rooms, E3803.3.
· Receptacle outlets shall be installed in habitable spaces so that no point along the wall (exclude door openings) is more than 6' from a receptacle outlet, E3801.2.
· A receptacle outlet shall be provided within 3' of the basin in each bathroom, E3801.6. Bathroom receptacles shall be on a separate 20 AMP circuit with no other outlets, E3603.4.
· Lights installed over shower or bathtub must be approved for use in wet area, E3903.8.
· All receptacle outlets in bathrooms, kitchens, unfinished basements, garages or carports, at grade level and within 6' of a wet bar or sink shall have ground fault circuit interrupting protection. Note on the drawings at each outlet requiring such protection, E3802.
· Note that at least one 20 AMP branch circuit shall be installed to serve the laundry room and this circuit shall have no other outlets, E3603.3 and 3801.8.
· Provide a note indicating only approved outlet boxes shall be used for ceiling fans, E4001.6.
· Note that light fixtures in clothes closets shall be installed in accordance with E3903.11.
· Electrical load calculations are required when more than 4 circuits are added.
· Submit panel schedule showing circuit ampacity, wire size, panel size and circuit numbers.
· Show locations of smoke detectors, R313. Note that all smoke detectors must be interconnected with a power source from the building wiring, and shall be equipped with battery backup. When ceiling finish materials are removed in existing construction, existing bedrooms shall be in compliance. When ceiling finish materials are not removed, existing bedrooms shall be equipped with battery operated smoke detectors, R313.1.1.
· Smoke alarms are required outside each separate sleeping area R313.1.2.
· An arc-fault circuit interrupter shall protect bedroom outlets including receptacles, lights and smoke detectors, E3802.11.

INTERNATIONAL ENERGY CONSERVATION CODE:

· Provide the simplified prescribed energy values for glazing U=0.65, ceiling R=30 and walls R=13, or provide energy calculations per the 2003 IECC w/ local amendments for compliance validations. If using REScheck select the climate zone 4B, Pima County < 4000 ft, 2100 HDD on the web version. http://www.energycodes.gov/rescheck/ The solar heat gain coefficient SHGC should have a minimum value of 0.40.
· Show the "R" values of insulation, as well as the "U" values of the windows and doors on the plans as well as the solar heat gain coefficient SHGC minimum value of 0.40 rather than the previously accepted MEC values.
