The Site Plan (SP) and Drainage Statement (DS) cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Site Plan:

1. Please include a response letter to the comments along with the corrected copies of the SP.
2. This review was performed without the benefit of a full set of plans. Further comments may be forth coming.
3. This site may also be more than the 25% expansion limit in order to avoid full code compliance. Contact Michael St. Paul of the zoning department to clarify.
4. As per the Federal ADA requirements, all wheel chair ramps shall have the truncated domes instead of the standard grooves that are shown on COT SD 207. Aside from the Truncated Domes, all wheel chair ramps shall be constructed in accordance with COT SD 207.
5. Please label lot dimensions and bearings per D.S. 2-02.2.1.5
6. Label existing and future sight visibility triangles per D.S. 2-02.2.1.10.

TRANSMITTAL DATE: September 14, 2006

COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This project was submitted without the last approved site plan, thus comparisons to what is currently on the site to what is proposed is difficult to clarify. Please provide a copy of the last approved site plan at 24x36. If a site plan is not found in our records section, please submit a statement that there were no records available.

Staff reviewed the 3 plan view areas shown on page C1.1 and the overall site drawing on page A0-2, however, these comments may change depending upon what is shown on the last approved site plan. Based upon the plans provided, it is staff's understanding this project is not full code compliance, and therefore only the new development areas were reviewed for code compliance. The partial plans view provided should have a very clearly delineated line showing what is new.

The codes applicable are: Land Use Code (LUC), Development Standard (DS), American National Standard Institute (ANSI) and International Building Code 2003 (IBC).

SITE PLAN A

2. Per DS 2-02.2.16, with regards to the proposed garage:
A) clarify building height (grade to top of flat roof, grade to midpoint of pitched roof)
B) clarify if flat roof with parapets or ridge roof
C) ensure general zoning notes state max building height is 12' for garage (see note A)
D) Please dimension the building footprint.

3. Per DS 2-02.2.1.7, with regards to building setbacks:
A) provide building setbacks from north lot line
B) provide building setbacks from nearest edge adjacent travel lane on Grady Street (lot bounded by a Major Street and Route, and Grady meets MSR. This site is considered a developing area for setback purposes. Show if parking lane on Grady.
C) Per LUC 2.2.4., the minimum setback for a religious use structure in the SR zone adjacent to an R-1 (north) is 2 times the Height of exterior building wall. It is probable the garage does not meet setbacks at the north property line. Either move or obtain written permission of adjacent property owners to the north on the plan to allow the setback. It is also probable that the setback from the east side along Grady does not meet setbacks. Please see above comments and check.

4. Per DS 2-02.2.1.8, with regards to parking:
A) ensure wheel stop is contained entirely within top 2.5' of the parking space (detail)
B) provide back up spur at south end of new parking lot
C) demonstrate maneuverability to enter/exit parking spaces/lot near landscape at south
D) ensure every parking space (check south near landscape) is 18' long 8.5' wide
E) give wheel stops in all parking spaces to ensure sidewalks not compromised by cars

5. Per DS 2-02.2.1.11, dimension all PAALs, ensure 24' wide minimum access

5. Per DS 2-02.2.1.12 /DS 2-08 with regards to pedestrian circulation
A) is required to be continuous from garage to church, connect from Grady
B) provide crosswalks across PAALs at 90 angles (bisecting)
C) provide wheel chair access ramps at 1/12 slope max where crosswalks meet sidewalk
D) provide truncated domes (early warning system per ANSI 705.5.) on all ramps
E) provide notation that sidewalks are raised from asphalt
F) provide sidewalk along west side of garage building to separate from PAAL
G) provide sidewalk along between existing church building and PAAL
H) provide width of sidewalk
I) identify what is proposed along west side of garage, shaded area is?

7. Per DS 2-02.2.1.19, dimension Grady right of way with centerline, travel lane, parking

8. Per DS 2-02.2.1.20, ensure any easements called out in this area of project

9. Per DS 2-02.2.1.25, clarify if any free-standing lighting and provide location and base width and height

10. Per DS 2-02.2.1.28, call out zoning of adjacent parcel to north

11. Per DS 2-02.2.1.32, demonstrate maneuverability of trash collection on plan

12. Per DS 2-02.2.2.A.6, provide exact percentage of expansion calcs for both building and parking lot

SITE PLAN B

13. Per DS 2-08, with pedestrian access:
A) call out width of sidewalk
B) call out where handicapped ramps/crosswalks may connect to sidewalk
C) identify 4' barrier free accessible path
D) call out the surfacing type in the area the sidewalk leads to (asphalt, concrete, dirt)
E) call out any structures, fountains, or vegetation in this area
F) is the proposed sidewalk obstructed by a curb? Label/clarify please

SITE PLAN C

14. Per DS 2-02.2.1.11, with regards to drop off area
A) clarify width of drop off PAAL
B) clarify why bollards, even removable, are provided
C) clarify if concrete is in flush with sidewalk, provide separation if so
D) clarify pedestrian access route, barrier free, from building to handicapped parking
E) clarify where handicapped ramps on south side of drop off lead to - there are no ramps on other side - handicapped access in a PAAL is a safety issue
F) provide width of crosswalk
G) provide width of sidewalk
H) provide slope ratio for ramp please
I) provide truncated domes on all ramps
J) if sidewalk in drop off is in flush with asphalt, provide physical barrier to prevent vehicles from entering up on sidewalk to building and provide truncated domes in a strip full length of pedestrian area that may touch the in flush asphalt or pavers where vehicles travel (detection for blind)
K) call out width of handicapped access aisle between parking spaces
L) call out where handicapped access aisles are for other two handicapped spaces - must be adjacent
M) call out ramps at handicapped access aisle to sidewalk near parking spaces, crosswalk too
