Sahuaro St. New Metal Building Site plan T06CM03443 (First Review) RESUBMITTAL REQUIRED: Site Plan. The Site Plan (SP) cannot be approved as submitted. Please include a response letter to the comments along with the corrected copies of the SP with your next submittal. Site Plan: 1. The dimension on the Sight Visibility Triangle (SVT) on 15th Ave. is incorrect. The length of the SVT should be 110 feet, for the far-side dimension, rather than 185 feet. Please correct. 2. The SVT for the driveway off Sahuaro St. is missing the length dimensions on both sides. Please add the appropriate lengths (185 feet for near-side, 110 feet for far-side) to the SVT. 3. Please provide a legend. 4. Please clarify the property boundaries and lot dimensions. 5. As per Federal ADA requirements, all wheel chair ramps shall have the Truncated Domes instead of the standard grooves, which are shown on City of Tucson Standard Detail 207. Aside from the Truncated Domes, the wheel chair ramps shall be constructed in accordance with Standard Detail 207. Please provide a detail or call out the standard detail, noting truncated domes where required. 6. Please provide a detail for the refuse container enclosure, including access to and space for maneuverability. 7. Please verify if the "loading zone" is existing or proposed. If proposed, please show the access to the loading zone and vehicle maneuverability. 8. It appears from the aerial photograph that there is a paved alleyway at the north end of the subject property and that this alley is to be used for loading zone access, utilizing the portion of the alley that is located between the properties to the east. If this is the planned approach, please provide the docket and page for the ingress/egress easement through the affected properties. 9. Please verify if the alley is used by more than one party and show the appropriate docket and page for the ingress/egress easement. 10. The proposed equipment and concrete pads north of the proposed building need to be protected by barrier posts or may need to be relocated to allow for vehicular access for the alley and/or to the loading zone. 11. Please label all easements, providing docket and page. 12. Please call out the driveway width. Also, the minimum distance from end of a curb return to the drive is 4 feet. Please show these dimensions. 13. The minimum width of the sidewalk along 15th Ave. and Sahuaro St. is 5 feet. Please correct. 14. The sidewalk shown along the sides of the building has "DN" and "UP". Please verify in the legend what these are indicating. If ramped/sloped sidewalks, please provide a detail or call out the slope. 15. Please verify the vertical offset or the barriers used to separate the vehicular and pedestrian access areas in the parking lot. 16. Sahuaro Street Site plan for new wholesale building TRANSMITTAL DATE: August 15, 2006 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. This project was reviewed for compliance with requirements of the Land Use Code (LUC), Development Standard (DS), American National Standard Institute (ANSI), and International Building Code 2003 (IBC). Specifically, this plan was reviewed for content specified under DS 2-02, site plan criteria. 2. Per DS 2-02.2.1.2, provide property description for this development. Note, staff determined this development consists of 4 lots. For the project to proceed, please conduct a lot combination with covenant recorded at the Pima County Recorder's Office and provide copies of these documents with the resubmittal. 3. Per DS 2-02.2.1.6, provide height of all building walls and of overall height of roof (if gable, at midpoint of gable). 4. Per DS 2-02.2.1.7, to verify correct building setback off Sahuaro Street as the greater of 20' or 1.5 x the height of the exterior building wall, staff requires the exterior building wall height at the south side of the building. The setback will be reviewed at resubmittal. 5. Per DS 2-02.2.1.8, with regards to parking: A) Staff noted that the correct number of parking spaces provided B) Provide access aisle a minimum of 8' wide adjacent to the HC parking space, striped C) Provide signage for handicapped accessible parking space, van accessible required D) Provide distance between front of parking space and front of wheel stop barrier 6. Per DS 2-02.2.1.9, and DS 2-09, provide bicycle parking per LUC and DS standards. Note, all class 2 spaces would be allowed as the site has less than 50 vehicle spaces. 7. Per DS 2-02.2.1.11, please call out the width of the PAAL and driveway entry. 8. Per Ds 2-02.2.1.12, with regards to pedestrian/handicapped access: A) Call out the sidewalk has physical separation (raised, etc) from the asphalt PAAL. B) Please clarify all points where the sidewalks slope and at what slope ratio. C) Please provide truncated domes at all points where transitioning from a pedestrian refuge area to a vehicular use area (i.e. access aisle or ramps) D) Provide parking bollards to prevent cars backing into sidewalk, back up spur not required due to width of PAAL at 44'. 9. Per DS 2-02.2.1.14, with regards to loading zones: A) please show maneuverability on the site plan B) Staff noted the north parcel, an abandoned alley, is the access to this loading zone. It appears 15th Street needs to be used for maneuvering out of the loading zone. Streets can be used for maneuvering into and out of a loading zone, providing several criteria area met. Per LUC 3.4.4.2.A.3, "The street does not abut a residential zone within the same block OR within three hundred (300) feet of the nearest point of access to the loading zone." Staff conducted a measurement of the nearest point of access (adjacent to the street) to the nearest residential zone, which is at the SW corner of 15th and Sahuaro. The distance was approximately 240 feet, which does not meet the criteria outlined in LUC 3.4.4.2.A.3. For the project to proceed as designed, a Board of Adjustment variance to this section of the code is required. 10. Per DS 2-02.2.1.20, ensure any easements are shown, with type and recordation info. 11. Per DS 2-02.2.1.25, ID & give specs on any proposed free-standing signage/lighting. 12. Per DS 2-02.2.1.28, provide zoning classifications across 15th and Sahuaro please. 13. Per DS 2-02.2.2.A.2., please provide the actual Floor Area Ratio of the project, and specify if the building will be multiple stories with multiple floors. 14.
