COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This plan has been reviewed for compliance with development standards 2-02 site content and specifications. Additional review for compliance with development standards, 2-08, 2-09, 3-01, and 3-05 has been made.

2. The Site Plan (SP) cannot be approved as submitted. Please include a response letter to the comments along with the corrected copies of the SP with your next submittal.

3. A copy of the last approved site plans is required with the next submittal. This includes the plan approved by Patricia Gehlen and the plan approved prior to that site plan. Comments may be deleted once the last approved plans are submitted or additional comments may be forth coming.

4. All text and dimensions shall be the equivalent of twelve (0.12") point or greater in size.

8. It appears that there is Class 2-bicycle parking located just south of the existing Burger King adjacent to the NO WORK areas. If this is correct call it out as such. D.S. 2-02.1.A.9

9. Provide both existing and future sight visibility triangles (SVT's) for all ingress/egress PAALs. D.S. 2-02.1.A.10

10. The crosswalk, which runs from the former Los Betos building area east and then north to the access ramp, presents a dangerous condition for pedestrian circulation/accessible route. It is recommended that the pedestrian circulation/accessible route be revised so that it runs direction north from the former Los Betos, perpendicular to the east west PAAL to connect to the sidewalk along Speedway Blvd. The handicapped space should be relocated along with the pedestrian circulation/accessible route. D.S. 2-02.1.A.12

11. Clearly identify all curb access ramps or areas where sidewalks are flush with pavement. It is unclear how the pedestrian circulation/accessible route which runs north from the existing 1-STORY SMALL STORES to the former Los Betos area, works. There is no curb access ramp called out on the north side of the PAAL. D.S. 2-02.1.A.12

12. There is handicapped parking and access aisle shown at the south end of the parking located along the east side of the 1-STORY SMALL STORES but no access ramp is shown, clarify. D.S. 2-02.1.A.12

13. At the southwest end of 1-STORY SMALL STORES there is an area which appears to contain electrical transformers. This area appears to encroach into a parking space. If this encroachment reduces the width of the parking space to less then 8'-6" the parking space is not usable. Dimension the parking space and if the dimension is less the 8'-6" revise the parking calculation to reflect the elimination of one space. D.S. 2-02.2.A.12 & D.S. 2-02.2.A.4

14. It is unclear where the van accessible handicapped parking spaces are located, clarify. D.S. 2-02.1.A.12

15. There are three (3) handicapped parking areas just to the north of the Fry's main entrance. The eastern most of the three (3) handicapped parking areas does not show a curb access ramp or sidewalk flush with the pavement. There are keynotes, which do not point to the correct area. Clarify. D.S. 2-02.1.A.12

16. The pedestrian circulation/accessible route, crosswalk, which starts at the northeast corner of the proposed Fry's expansion runs across the PAAL to a sidewalk has Keynote 11 which should show an access ramp but known is indicated. Clarify. This sidewalk then head east to end of the landscape area, at this point it is unclear if the sidewalk is flush with the pavement or if there is a curb access ramp. Clarify. Truncated domes are required at both areas. This pedestrian circulation/accessible route continues east across the PAAL where it connects with a "concrete pedestrian access lane walkway cut into the asphalt", is the concrete asphalt walkway flush with the pavement? If the walkway is flush the truncated domes will be required where the crosswalk meets the concrete. If this is a raised sidewalk then an access ramp with truncated domes are required. Clarify. At the east end of the concrete asphalt walkway the same condition exist. Clarify. This pedestrian circulation/accessible route then turn north and crosses another PAAL and appears to connect to a sidewalk, an access ramp with truncated domes will be required at this point. The sidewalk in this area scales at 3 foot wide and per D.S. 2-08.5.1.A this sidewalk should be 4 foot wide. This sidewalk is eliminating one (1) parking space, revised the parking calculation to reflect the elimination of this parking space. D.S. 2-02.1.A.12 & D.S. 2-02.2.A.4


17. The pedestrian circulation/accessible route shown running from the east side of Brake Max to the handicapped parking spaces and then connecting to the sidewalk which provides access to the sidewalk which parallels Pantano Rd. can not be located between the handicapped parking spaces and the PAAL providing access. D.S. 2-08.4.1.F. Access ramps with truncated domes are required. D.S. 2-02.1.A.12

18. Provide location, type, size and height of existing and proposed signage. D.S. 2-02.1.A.13

19. The loading spaces shown at the southeast corner of the existing Fry's are shown within the proposed expansion. Clarify. D.S. 2-02.1.A.14

20. The loading space shown at the Brake Max is shown as existing, per the 2005 aerial there is not a loading zone in this area. Clarify. D.S. 2-02.1.A.14

21. Provide street names on the plan for Speedway and Pantano, also identify them as MS&R routes. D.S. 2-02.1.A.18

22. Dimension the right-of-ways, including any applicable Major Streets and Routes (MS&R) Plan right-of-ways. D.S. 2-02.1.A.18

The Site Plan (SP) and Drainage Statement (DS) cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Site Plan:

1. Please include a response letter to the comments along with the corrected copies of the SP.
2. As per the Federal ADA requirements, all wheel chair ramps shall have the truncated domes instead of the standard grooves that are shown on COT SD 207. Aside from the Truncated Domes, all wheel chair ramps shall be constructed in accordance with COT SD 207.
3. Please provide property description per D.S. 2-02.2.1.3.
4. Please label lot dimensions and bearings per D.S. 2-02.2.1.5
5. Label existing and future sight visibility triangles per D.S. 2-02.2.1.10.
6. Show all points of egress and ingress including locations and width of driveways and parking area access lanes (P.A.A.L.) per D.S. 2-02.2.1.11.

16. Please show a typical cross section of the P.A.A.L. or call out the percentage of slopes. Call out the GB at the D/W, if applicable.
17. Please show the proposed roof drainage patterns, 100% of the 10-year flow must be conveyed under the sidewalks including any other site drainage as well. Please provide supporting calculations to demonstrate compliance with D.S. 3-01.4.4. If the location(s) of the roof scuppers have not yet been decided, a general note indicating sidewalk scuppers will be used when the roof scuppers locations have been designed and located will suffice.
18. Add note: "Depress all landscaped areas 6" maximum for water harvesting".
19. A Stormwater pollution prevention plan (SWPPP) is required during Grading plan submittal. See SWPPP requirements listed below. Contact Paul P. Machado at 791-5550 x1193.
20. "A grading permit and Stormwater Pollution Prevention Plans (SWPPP's) will be required for this project. Submit 3 sets of grading and SWPPP's with text, upon completion and submittal of a grading permit application. A grading permit may not be issued prior to site plan approval. Subsequent comments may be necessary, depending upon the nature and extent of revisions that occur to the plans".

Drainage Statement:
1. Please include a response letter to the comments along with the corrected copies of the DS.
2. A Drainage Statement is a brief description of drainage conditions applicable for a site which are not affected by 100 year flows of 100 cfs, of more……per S.M.D.D.F.M., chap. II, 2.1.2. The DS must be submitted along with the site plan and accepted with the approval of the grading plan.
3. The content and format of the Drainage Statement should follow S.M.D.D.F.M., chap. II, 2.2.
4. Show the project address or administration address on the cover sheet of the DS
