Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. In order to facilitate a shorter back check time, we request that you please provide revised plans and calculations, highlighting any changes, along with a written response to each of the noted items indicating action taken.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2003 International Residential Code, 2003 International Energy Conservation Code, and Arizona State amendments to the 2003 Uniform Plumbing Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval.

GENERAL REQUIREMENTS:

All corrections and revisions shall be made on original tracings or finished reproducible set. Return this set and a copy along with a set of the first submission. Pen or pencil corrections on final prints will not be acceptable. To avoid delays, ensure that all corrections have been made, are complete, and have been coordinated on all applicable detail and note sheets.

All engineers and architects involved in the design of the structure are to seal the related sheets of plans, details and calculations in accordance with the rules of the State Board of Technical Registration.

Construction drawing guidelines are available from the residential desk of the Development Services Division.

As of 9-02-04 the City of Tucson has adopted the 2003 IRC with the exception of the plumbing portion which has been replaced with the 2003 UPC with amendments. All model plans shall reference these codes.
All code references to the International Residential Code shall be changed from 2000 to 2003 with appropriate paragraph references.
Provide a note for: Underground facility tracer wires per DSD Memo, 10/24/2005.

FOUNDATION PLANS:

· All exterior doors require a landing or floor at the exterior. Landings must be at least as wide as the doors they serve and 36" in the direction of travel, R311.4.3.
· Note on the drawings the allowable soil bearing pressure used in the design of the footings, or state that the assumed value of 1500 PSF is being used per table R401.4.1 if a soils report is not provided.
· Note and detail minimum reinforcing, or provide code justification for alternate.
Foundations with stemwalls shall be provided with a minimum of one #4 bar a the top of the wall.
· Epoxy connections require special inspections. If used, a special inspection request must be included with the permit application.

FLOOR PLANS:

· Note that tub/shower enclosures shall have nonabsorbent surfaces to 6' above the floor, R307.2. All glass enclosures shall be tempered, R308.4.5.
· Show the location of a minimum 22"X30" attic access. Attic access is required if the space exceeds 30SF with a minimum of 30" of headroom, and shall be located in a hallway or readily accessible space, R807.
· Identify ceiling heights in all areas on floor plan, Table R602.10.5. Note average height at sloped ceiling areas.

STRUCTURAL PLANS:

· Show size, spacing and span of all framing members, rafters, top sills and wall extensions (w/ tie straps).
· Completely detail all connections to the foundation and/or framing members:
Trusses to top plate
· Note or detail trimmers, headers and framing anchors (show sizes) at framed door and window openings.
· Provide sufficient nailing for each blocking member on the framing plans, Table R602.3(1).
· Show masonry wall horizontal lateral support R606.8.1.
· Specify steel lintels:
1' to 4' 2-3 ½"x3 ½" x ¼"
4' to 7' 2-4" x 3 ½" x 5/16"
7' to 9' 2-5" x 3 ½" x 5/16"
9' to 10' 2-5" x 3 ½" x 3/8"
10' to 12' 2-6" x 4" x 3/8"
12' to 15' 2-6" x 4" x 7/16"
15' to 18' 2-8" x 4" x ½"
· Specify the outrigger & gable end bracing and connections to the structure.
· Show details for typical non-bearing interior wall conditions
· Specify weight of roof system items (for example, weight of selected tile). Provide ICBO evaluation report number and manufacturer of all concrete or clay-type roofing, or note the requirement for deferred submittal to building inspector at installation.

ELEVATIONS:

· Calculate the attic space ventilation area using the correct attic area in compliance with R806.2. Note size and location of all vents needed to comply.
· Note and specify a complete roofing system: Roofing type, grade of materials and method of installation, R905.

SECTIONS - DETAILS - MISC. NOTES:

· Provide a building cross-section. More than one may be required to clearly illustrate how the structure is to be built.
· Cross-sections shall be cross-referenced to the floor plan and framing plans.
· Provide a header schedule consistent with Table 502.5(1).
· Show the ceiling gypsum board as either 5/8" or ½" sag resistant when applied to 24" o/c framing, IRC table R702.3.5 footnote d.
· Calculate the attic ventilation area using the correct attic area in compliance with R806.2. Note only 80% of the required ventilating area may be provided by ridge or gable vents when applying the reduced area calculation. Show the amount of eave vents needed to comply.
· Show a minimum 1" ventilation clearance between ceiling insulation and roof sheathing if insulation is attached to truss bottom cords and eave venting is used, R806.3. This may be accomplished w/ baffles.
· Provide attic ventilation calculation for all concealed attic spaces and concealed rafter spaces, include required and provide net free ventilation area. Also, indicate the type, size and location of attic ventilation. Where eave or cornice vents are installed insulation shall not block the free flow or air. A minimum of 1-inch space shall be provided between the insulation and the roof sheathing at the location of he vent. R 806

PLUMBING PLANS:

· The City of Tucson has adopted the 2003 Uniform Plumbing Code with state amendments (ARIZONA STATE PLUMBING CODE). The plans should reference this code.
· Provide an isometric drawing of waste lines showing the size of waste lines, vents and required clean-outs.
· Provide the length of gas line (total developed length) from meter to the most remote appliance on the system and size the supply pipe for the connected demand, UPC 1217.2. (Provide pipe size on isometric drawing.)
· Provide the maximum developed length of water line and diameter using 2003 UPC Table 6-5 assuming 46 to 60 psi.
· Note on plan compliance with the water conservation requirements. Water closets, 1.6 gallons per flush, sinks and showerheads, 3 gallons per minute, State Amend. R4-48-104.
· Note on plans that shower and tub / shower combinations that have individual control valves shall be of the pressure balance or thermostatic mixing valve type.
· Hose bibs require backflow preventers, UPC 603.
· Provide pressure and temperature relief valve at water heater. T&P line must terminate at the exterior between 6 and 24 inches above grade and must terminate facing down, UPC 608.5.

MECHANICAL PLANS:

· Note on plans: Mechanical shall comply with 2003 IRC chapters 12 - 24.
· Gas appliances shall comply with ARIZONA STATE PLUMBING CODE combustion air requirements or Chapter 17, 2003 IRC. Show compliance for all appliances.
· Flues connected to more than one appliance shall be not less than the area of the largest connector plus 50% of the additional connectors. Water heater typical - 3" flue. Furnace - 4" flue. See IRC section M1805.3.
· Size the return air ducts and registers, IRC sections M1602 (heat pump or air conditioner - 6 sq. in. / 1000 BTU, M1403.1) (1ton cooling = 12,000 BTU).

ELECTRICAL PLANS:

· Note on plan that all electrical work shall comply with 2003 IRC chapters 33 - 42.
· Designate the location and circuit of each light fixture, receptacle, and switch. Provide a panel schedule noting circuit number and breaker & wire size along with a general description. (verify wire size)
· Indicate the location of all disconnect switches for air handling equipment.
· Provide a note indicating only approved outlet boxes shall be used for ceiling fans, E4001.6.
· Provide an electrical riser diagram.

OUTDOOR LIGHTING CODE

· Full cut-off fixtures have no emittance above the nadir (no deco openings, semi-opaque panels or exposed lamps). Fixtures may be exempt from the total lumen budget if both of the full cut-off FCO style and located under overhangs, OLC 5.1.2.
· Provide cut sheets for all FCO fixtures showing the angle of cutoff, light emissions (data lamp) and fixture wattage. All other fixtures are assumed to be unshielded (non-FCO style).
· Show compliance with City of Tucson Outdoor Lighting Code; the unshielded limit for area E3 is 12,000 lumens per acre. Include all exterior fixtures on the property in the calculations. Review guidance: www.ci.tucson.az.us/dsd/Codes___Ordinances/Tucson_Lighting_Code.pdf

INTERNATIONAL ENERGY CONSERVATION CODE:

· The simplified prescribed energy values for glazing U=0.65, ceiling R=30 and walls R=13 complies with energy requirements 2003 IECC w/ local amendments. Show these values as well as the solar heat gain coefficient SHGC minimum value of 0.40 rather than the previously accepted MEC values.
· Provide energy calculations per the 2003 IECC w/ local amendments (climate zone 4B, Pima County < 4000 ft, 2100 HDD) to support selected "R" values of insulation and "U" values of the windows and doors. Show the "R" values of insulation, as well as the "U" values of the windows and doors on the plans as well as the solar heat gain coefficient SHGC minimum value of 0.40 rather than the previously accepted MEC values.
