Lannom LOCATION: T14S R13E Sec16, Ward 1 REVIEWERS: Jason Green, CFM ACTIVITY: T06CM03272 (Site Plan) and T06OT01635 (Floodplain Use Permit) SUMMARY: Engineering Division of Development Services Department has received and reviewed the Site Plan (T06CM03272), Floodplain Use Permit (T06OT01635), and the re-submitted cost estimate for the remodeling/addition for the above referenced property and recommends approval of the Site Plan and Floodplain Use Permit. CONDITIONS OF PERMIT: 1) The associated improvements are with permit activity number T06OT01635 (Floodplain Use Permit) and T06CM03272 (building plans). 2) Any improvements to the structural building for this project are considered a substantial improvement to an existing floodprone structure if the value of this new improvement is 50% or more than the value of the existing structure in present day value. If the project is determined to be a substantial improvement, and, if it is determined that the lowest floor elevation is below the regulatory floor elevation, a design submittal, and review and acceptance of the submittal for floodproofing will be required and shall conform to City of Tucson floodplain development requirements. 3) Cumulative values shall be accounted for the building structure, so that tracking of the 50% status is current. No person shall repair or alter property in a piecemeal manner so as to avoid the provisions of Section 26-4.1.a.3, Chapter 26-Floodplain and Erosion Hazard Management. 4) The applicant attests to the fact that the plans and documents submitted represent all of the improvements that will be done to the existing building, and that all additions, improvements or repairs to the building are included in the construction plans and/or documents herewith. No other improvements, repairs, reconstruction, additions or remodeling have been made to the structure that is not indicated in the attached plans and/or documents. 5) This permit is specific to the improvements specified as the construction of an addition to an existing single-family residence as shown on this plan. It shall not apply to any other structure or property, whether attached or unattached, not specified under this permit. 6) Copies of the improvement plans/permit documents shall be kept in a readily accessible location on site at all times. This letter reflects comments to be addressed. In order to facilitate a shorter back check time, we request that you please provide revised plans and calculations, highlighting any changes, along with a written response to each of the noted items indicating action taken. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2003 International Residential Code, 2003 International Energy Conservation Code, and Arizona State amendments to the 2003 Uniform Plumbing Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval. GENERAL REQUIREMENTS: As of 9-02-04 the City of Tucson has adopted the 2003 IRC with the exception of the plumbing portion which has been replaced with the 2003 UPC with amendments. All plans should reference these codes. All code references to the International Residential Code shall be changed from 2000 to 2003 with appropriate paragraph references. Correct illegible statements: Your writing is very difficult to read. SITE PLAN: 1. Show the water pipe size from the meter to the building. The pipe must be sized for the calculated load, 2003 UPC 610.1. 2. Indicate the location of gas, water, electric and sewer or septic line on the property, from property line to building. Provide the location of utility meters. FOUNDATION PLANS: 1. Please indicate method of attaching post base to footings. 2. Show compliance with termite treatment specified by R320, as amended. 3. Note on the drawings the allowable soil bearing pressure used in the design of the footings, or state that the assumed value of 1500 PSF is being used per table R401.4.1 or supply a soils report. 4. Specify and locate all foundation hold-downs and anchor-bolt spacing (at quarter points) for brace wall panels, R403.1.6 & R602.10.3 or R602.10.6. FLOOR PLANS: 1. Note that tub/shower enclosures shall have nonabsorbent surfaces to 6' above the floor, R307.2. All glass enclosures shall be tempered, R308.4.5. 2. Identify windows requiring safety glazing (within 24" of doorways), R308.4.6. 3. Locate and identify brace wall types and locations (include interior wall lines) along with the appropriate holdowns and nailing schedule, R602.10. 4. Identify ceiling heights in all areas on floor plan, Table R602.10.5. Note average height at sloped ceiling areas. STRUCTURAL PLANS: 1. Specify and detail all over-framing connections for intersecting pitched roof assemblies. Provide a minimum opening of 22" by 30" for access and ventilation between over-framed assemblies (>30 S.F.), R807 2. Justify ridge beam connection. 3. Indicate ridge beam and support details in family room. R802.3 SECTIONS - DETAILS - MISC. NOTES: 1. Show wood framing members resting on concrete with protection against decay R319.1. 2. Show the ceiling gypsum board as either 5/8" or ½" sag resistant when applied to 24" o/c framing, IRC table R702.3.5 footnote d. 3. Calculate the attic ventilation area using the correct attic area in compliance with R806.2. Note only 80% of the required ventilating area may be provided by ridge or gable vents when applying the reduced area calculation. Show the amount of eave vents needed to comply. PLUMBING PLANS: 1. The City of Tucson has adopted the 2003 Uniform Plumbing Code with state amendments (ARIZONA STATE PLUMBING CODE). The plans should reference this code. 2. Provide the length of gas line (total developed length) from meter to the most remote appliance on the system and size the supply pipe for the connected demand, UPC 1217.2.Indicate new demand. 3. Provide the total fixture unit demand for the entire property per 2003 UPC Table 6-4, and determine the supply line diameter from Table 6-5 assuming 46 to 60 psi. A water line diameter of 1" is usually required for a two-bathroom residence. Indicate what you plan to do to supply existing house. 4. Hose bibs require backflow preventers, UPC 603. MECHANICAL PLANS: 1. Show dryer vent size and location, M1501. 2. Show bathroom exhaust fan locations with CFM rating R303.3 and M1506. 3. Return air duct is undersized. Size the return air ducts and registers, IRC sections M1602 (heat pump or air conditioner - 6 sq. in. / 1000 BTU, M1403.1) (1ton cooling = 12,000 BTU). ELECTRICAL PLANS: 1. Designate the location and circuit of each light fixture, receptacle, and switch, E3606.2. 4. Note that all smoke detectors must be interconnected with a power source from the building wiring, and shall be equipped with battery backup. When ceiling finish materials are removed in existing construction, or, are accessible, existing bedrooms shall be in compliance. 5. Smoke alarms are required outside each separate sleeping area R313.1.2. 4. An arc-fault circuit interrupter shall protect bedroom outlets including receptacles, lights and smoke detectors, E3802.11. 5. Outdoor outlets should be waterproof. 6. Indicate 20 amp circuits for both bath and laundry. OUTDOOR LIGHTING CODE 1. Show compliance with City of Tucson Outdoor Lighting Code; the unshielded limit for area E3 is 12,000 lumens per acre.
