Lannom LOCATION: T14S R13E Sec16, Ward 1 REVIEWERS: Jason Green, CFM ACTIVITY: T06CM03272 (Site Plan) and T06OT01635 (Floodplain Use Permit) SUMMARY: Engineering Division of Development Services Department has received and reviewed the Site Plan (T06CM03272), Floodplain Use Permit (T06OT01635), and the submitted cost estimate for the remodeling/addition for the above referenced property and does not recommend approval of the Site Plan or Floodplain Use Permit at this time. The subject property is located within a mapped City of Tucson Flood Hazard Area as shown on the Flood Hazard Maps associated with a tributary of the Globeberry Wash. Any improvements to the existing structure are considered a substantial improvement to an existing floodprone structure if the value of the new improvement is 50% or more than the assessed/appraised value of the existing structure. Please note that as per the Substantial Improvement & Substantial Damage Rule: A Guideline for Permitting, dated October 2003 only one 3-foot wide doorway may be provided between the common wall of the existing structure and the new improvement. If more than one 3-foot wide linking doorway is proposed for the new improvement, and/or the improvements are determined to be substantial, then the entire existing structure and improved portions of the structure must be brought into compliance by elevation of the floors 1-foot above the regulatory flood elevation. In order to help you permit the addition we will need the following information from you. 1) Provide a revised cost estimate, prepared by a licensed contractor or professional construction estimator, for the new addition showing fair market value of the material and labor. Please refer to the attached copies of the relative portions of the Handbook for Arizona Communities on Floodplain Management and the National Flood Insurance Program. The submitted cost estimate did not include fair market value of the labor cost. The cost estimate must be prepared by a licensed contractor or professional construction estimator since the value of the proposed addition is extremely close to the 50% assessed value of the existing structure. 2) If the cost estimate provided exceeds the 50% threshold then a hydraulic analyses performed by an Arizona Registered Civil Engineer is required to calculate water surface elevations and flow velocities during the 100-year flood event. The analysis must evaluate channel and over bank flow depths and velocities, and scour depths. The lowest finished floor elevation of the proposed addition and the single-family residence must be a minimum of one foot above the computed 100-year water surface elevation of the adjacent wash, evaluated at the upstream end of both of the structures. A site plan drawn to scale is needed showing the proposed building location, vertical datum used for calculating the water surface elevation, locations of hydraulic cross sections, floodplain limits, the lowest finished floor elevation for the proposed addition and single-family residence, and a detail of the foundation demonstrating that it is founded below the maximum scour depth. The site plan must be sealed by the engineer. Cumulative values shall be accounted for the building structure, so that tracking of the 50% status is current. No person shall repair or alter property in a piecemeal manner so as to avoid the provisions of Section 26-4.1.a.3, Chapter 26-Floodplain and Erosion Hazard Management. GENERAL COMMENTS: Please be advised that if the improvements are determined to be substantial and since the subject property is currently located within the Flood Hazard Area then it will be required that 2 elevation certificates for the proposed addition be filled out by an Arizona Registered Land Surveyor showing that the lowest finished floor of the proposed addition and the service facilities are elevated to or above the RFE, and returned to our office. The first elevation certificate must be returned to this office prior to the pouring of the slab. The second elevation certificate must be returned to our office prior to the certificate of occupancy. Please provide a revised cost estimate or a drainage report that address the comments provided above.
